Hello Neighbors and Friends,

Memorial Day is Monday, May 29th, and City Hall, home of the Louisville Metro Council, is closed. During this time off, I shall reflect on the many men and women who have lost their lives serving in the U. S. Military. These brave and selfless citizens answered the call of duty and sacrificed their lives to protect us from dangers seen and unseen. So, while you're celebrating the holiday around the pool and barbecue grill, please do not lose sight of the true meaning of this sacred holiday. It is far more important than a day off or gatherings with friends and family. On Memorial Day, all Americans should pause (especially at 3 p.m., according to the National Moment of Remembrance resolution that was passed in 2000) and observe a moment of remembrance for the men and women who have fallen fighting for our country.

COMMENT ON THE CITY BUDGET!

The Louisville Metro Council is mid-way through the budget hearings for the proposed FY24 Capital and Operating Budgets.

The deadline to submit online public comments and share your thoughts on the proposed budget has been extended to Friday, June 9, at 12:00 p.m. due to the rescheduling of the Louisville Metro Police Department budget hearing to Thursday, June 8 at 4:00 p.m.

To encourage public participation in the budget process, Metro Council has scheduled a Community Budget Hearing on Tuesday, May 30, in Metro Council Chambers on the third floor of Historic City Hall, 601 W. Jefferson Street.

Speakers may sign up in-person beginning at 5:30 p.m. on Tuesday, May 30. Sign ups will be open for one hour and will close promptly at 6:30 p.m. Speakers will have up to three minutes to address the Council about the proposed budget.

There is also an online budget comment form, which is an easy way to express your opinions on the proposed budget. The form will close on Friday, June 9. There is a deadline for the online form to allow Metro Council members an opportunity to review all the comments and hearings before making any adjustments to the budget.

The Metro Council will vote on the budget during the regularly scheduled Metro Council meeting on Thursday, June 22, at 6:00 p.m.

This week Metro Council Committees held budget hearings, adopted ordinances, and hosted discussions with Goodwill Industries, PARC, and Metro Corrections.

The Planning and Zoning Committee approved an ordinance imposing a temporary moratorium on short-term rental applications.  They also adopted changes to zonings on Echo Trail, Franklin Street, Broadway, and along Terry and Mount Washington Roads.

The Labor and Economic Development Committee adopted legislation granting industrial revenue bonds for Norton Healthcare, financial incentives for the Fort Dearborn Company, and transferred surplus property to Dare to Care.

The Public Works Committee received testimony from PARC and approved state funding for Hikes Lane.  

The Public Safety Committee approved two resolutions accepting funds from the Kentucky Office of Homeland Security.  

The Community Affairs and Equity Committee hosted a discussion with Goodwill Industries.  

The Government Oversight and Audit Committee heard testimony from Council Investigator David Beyers on his Metro Corrections report.  They also approved appointments to the TARC, Tree Advisory, Louisville Lodging Management District, Criminal Justice, MSD, Domestic Violence Prevention, NuLu Review, and Civilian Review and Accountability boards and commissions. 

The Parks and Sustainability Committee heard testimony on the Aquatics Master Plan, single use plastics, and adopted an ordinance eliminating Metro Park fees for youth-oriented programs. 

The Budget Committee held budget hearings with Technology Services, the Office for Safe & Healthy Neighborhoods, Housing & Community Development, Codes & Regulations, Resilience & Community Services, and on External Agency funding.  A handful of Council-designated appropriations were also adopted, including my appropriation of $16,500 capital infrastructure funds to Public Works for sidewalk repairs at 4400, 2405, 4426, 2411, and 2501 Rudy Lane.

The Kentucky Opera to Premiere Five New Civil Rights Songs

This free kickoff concert for Louisville’s Juneteenth Jubilee Celebration features voices from across Louisville: local community, church, and college choirs come together to sing and celebrate. The five Civil Rights Songs for Louisville were commissioned by the Kentucky Opera. The songs were composed by New York resident Jorell Williams and the song lyrics were written by Louisville resident and Councilwoman Paula McCraney.

Utility Bills Help!

Louisville Metro Office of Resilience and Community Services joins with Community Action Agencies across the state to begin accepting applications for the 2023 Low-Income Home Energy Assistance Program (LIHEAP) Spring Subsidy Cooling Component. This federally funded program is designed to help offset the cost of higher electric bills due to rising temperatures. Applications will be accepted now through June 2 or until funds are depleted.

The LIHEAP Spring Subsidy component provides households a one-time benefit ranging from $38 to $200 depending on income levels and housing category. Residents can apply regardless of the status of their utility bills. The benefit amount is paid directly to the electricity vendor (i.e. LG&E).

To find out if you’re eligible, visit https://louisvilleky.gov/LIHEAP. Jefferson County residents wishing to apply must schedule an appointment utilizing the automated appointment system. Appointments can also be scheduled by calling 502-991-8391.

Join Mayor Craig Greenberg for the Memorial Day Hike, Bike & Paddle presented by Norton Sports Health on Monday, May 29th at the Waterfront Park Great Lawn!

Beginning at 8 a.m. there will be plenty of fun, free fitness activities for you to enjoy. These include Yoga with Yoga East, Tai Chi with Nu Chapter Tai Chi Chuan & Qi Gong Institute, and Zumba with Nu Image Fitness. Also check out cricket with the Louisville Cricket Club, Pickleball, as well as Pound and HYP3 fitness demonstrations!

Free Voyager Canoe and Dragon Boat rides will be offered starting at 8 a.m. for anyone interested in taking a fun ride on the river! Life vests will be provided.

The limited-edition 2023 Hike, Bike & Paddle t-shirts are FREE to the first 2,000 people. The t-shirt tent will open at 8:30 a.m., make sure to get in line early to snag one with our new, awesome logo!

The Hike, Bike & Paddle portion of the event will begin at 10 a.m. after remarks from Mayor Craig Greenberg who will be joined on stage by our Presenting Sponsor, Norton Sports Health!

“The Mayor’s Hike, Bike & Paddle is a signature event each year in Louisville, and our administration is thrilled to host it for the first time in 2023,” said Mayor Greenberg. “This is an incredible opportunity to kick off the summer season for Louisvillians looking to get outdoors and explore the various trails and waterways in our amazing city.”

Join 91.9 WFPK and Waterfront Park for the first concert featuring Charley Crockett (9 p.m.), Sunny War (7:30 p.m.) and Bibelhauser Brothers (6 p.m.). Gates open at 5 p.m., with music beginning promptly at 6 p.m.

New this year will be Waterfront KidsDay, a dedicated area for kids and families to do hands-on activities and fun. Waterfront KidsDay will be open from 5 to 8 p.m. during each month’s show and is made possible with support from Francis Parker School and Kentucky Science Center.

The free concerts take place on the Big Four Lawn in Louisville’s Waterfront Park.

  1. Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices and even loose change.
  2. Do not leave your vehicle running while unattended.
  3. Always lock your vehicle doors.
  4. Remove garage door openers from vehicles when parked outside.
  5. Do not leave your keys in your vehicle, this includes key-fobs.
  6. Do not leave the windows of your vehicle open, or partially open.
  7. Try to park your vehicle in a well-lit area.
  8. Never leave a firearm unprotected in your vehicle.

Development Plan 2040

On January 1, 2019, a new Comprehensive Plan, called Plan 2040, went into effect. As a resident of District 7 (or any district in Louisville), it is important to review the Comprehensive Plan if you are interested in development that is proposed for the neighborhood. The Comprehensive Plan is the guidepost for all development, and the Planning Commission must use it as one of the guiding principles and tools for making decisions regarding the approval or denial of a neighborhood development project.

The Comprehensive Plan is representative of over 6,000 voices, including Metro staff, an advisory committee, and resident volunteers. The Advisory Committee, made up of diverse representatives from neighborhood and community organizations as well as development and business interests, finalized its recommended goals, objectives, and policies on February 21, 2018. 

On April 16, 2018, the Planning Commission recommended the Comprehensive Plan for approval. The document was then reviewed by the Metro Council as well as 12 local municipalities with zoning authority for formal adoption. Those 12 local municipalities are: Anchorage, Douglass Hills, Graymoor-Devondale, Hurstbourne, Indian Hills, Jeffersontown, Lyndon, Middletown, Prospect, Shively, St. Matthews, and St. Regis Park.
