First and foremost - HAPPY MOTHER'S DAY to all persons reading this eNewsletter who are mothers, stepmothers, aunties who act like mothers to nieces and nephews, and all others who are mother figures. Mother's Day is all about you, and I hope you enjoy all 24-hours of the day.

Second, if you have not already voted, please go to the polls on Tuesday, May 16th to cast your vote. Contact the Jefferson County Clerk's Office or click here: JeffersonCountyClerk.org/WhereDoIVote or visit govoteky.com for locations and times to vote in your area if you are unsure. Turnout is predicted to be low. That's a real shame because elections have consequences, and if only a handful of people are casting votes for a majority of residents, democracy as we know it, is not functioning at its best. Please don't be "that person" who is accused of abdicating voting responsibilities.

Budget Hearings

The Metro Council Budget Committee began budget hearings this past Monday, May 8th. The public is invited to participate in the budget process and share their thoughts. The 2023-2024 Recommended Executive Budget Document is available online here: https://louisvilleky.gov/government/management-budget/fy24-budget. The first opportunity is through an online form for written comments, which is now available. The form is located on the Metro Council website, and a direct link is here:  https://louisvilleky.wufoo.com/forms/z1d6ky3v1eq239k/. The online form for comments will close on Wednesday, June 7, at 5:00 pm.

The second opportunity is for the public to speak about the budget in-person in Metro Council Chambers on the third floor of Historic City Hall, 601 W. Jefferson Street, on Tuesday, May 30 - 6 P.M.

Speakers may sign up in-person beginning at 5:30 p.m. on Tuesday, May 30. Sign-ups will be open for one hour and will close promptly at 6:30 p.m. Speakers will have up to three minutes to address the Council about the proposed budget.

FYI: The Louisville Metro Council’s Budget & Appropriations Committee has updated the schedule for reviewing the budget. The two changes include the Corrections and Louisville Metro Police Department hearings.

  • Corrections – Monday, May 15 from 4:00 – 5:00 p.m.
  • LMPD – Thursday, June 8 from 4:00 – 6:00 p.m.

The Metro Council will vote to adopt the FY 24 Budget on Thursday, June 22, at 6:00 p.m. during the regularly scheduled meeting.

Metro Council Meeting - May 11, 2023

The Louisville Metro Council held their regularly scheduled Council meeting Thursday night. Here are some of the highlights from the meeting.

Special Recognitions and Proclamations

  • President Winkler recognized Public Works’ employees and other Louisville citizens for saving the life of a fellow citizen: Sylvia Gardner, Jena McKinney, Sari Carson, Crystal Barajas, and Eric Anderson

Consent Calendar – all items were passed unanimously.

  • Item 14 -R-043-23: a resolution honoring September as Law Enforcement Appreciation month
  • Item 15 - R-045-23: a resolution authorizing the Mayor to accept $43,885.81 in donations from Louisville Fire History, Inc. to be administered by the Louisville Fire Department for the purchase of equipment, recruitment, and additional training opportunities

DOJ Public Meetings

As you know, the DOJ issued a Findings Report to conclude their investigation of the Louisville Metro Police Department and the City of Louisville. You can read the full report on their website. The investigation found a pattern or practice of constitutional and statutory violations by LMPD and the City. The DOJ is proposing a series of remedial measures to address these violations. The remedial measures are listed on pages 81-85 of the report.

The DOJ wants to hear your thoughts as they work for reform. They’ve rescheduled public community meetings during the weeks of May 8th and May 15th: The next round of meetings are on:

Wednesday, May 17th from 6:00pm-7:30pm

AND

Thursday, May 18th from 6:00pm-7:30pm

Southwest Regional Library

ASL and Spanish interpretation will be provided at these meetings. If you can’t make the evening meetings, you can talk to the DOJ on a walk-in basis at other public libraries. The flyer above details these meetings, and a FAQ describing what pattern or practice investigations are.

Selection of Permanent Chief of Police

Community will have multiple opportunities to participate in virtual town halls; Louisville Free Public Library option is available

Mayor Craig Greenberg announced on Friday two town hall discussions to allow community members to provide input on what characteristics and qualities they would like to see in the next permanent Chief of Police for Louisville Metro Police Department (LMPD). These town halls are another way Mayor Greenberg is collecting information from the community after previously releasing an online survey that received more than 1,100 responses. 

“Our next permanent Chief of Police needs to have a firm understanding of what the community expects of them, and these town halls are a great chance for community members to make their voices heard,” Mayor Greenberg said. “I appreciate everyone who participated in the online survey, and I hope everyone also takes this opportunity to provide valuable input.” 

The town hall discussion will be conducted by Justin Doll, senior consultant at Public Sector Search & Consulting, an organization assisting the Mayor’s Office with the selection process for the next permanent Chief of Police. Utility Assistance

Louisville Metro Office of Resilience and Community Services joins with Community Action Agencies across the state to begin accepting applications for the 2023 Low-Income Home Energy Assistance Program (LIHEAP) Spring Subsidy Cooling Component. This federally funded program is designed to help offset the cost of higher electric bills due to rising temperatures. Applications will be accepted now through June 2 or until funds are depleted.

The LIHEAP Spring Subsidy component provides households a one-time benefit ranging from $38 to $200 depending on income levels and housing category. Residents can apply regardless of the status of their utility bills. The benefit amount is paid directly to the electricity vendor (i.e. LG&E).

To find out if you’re eligible, visit https://louisvilleky.gov/LIHEAP. Jefferson County residents wishing to apply must schedule an appointment utilizing the automated appointment system. Appointments can also be scheduled by calling 502-991-8391.

  1. Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices and even loose change.
  2. Do not leave your vehicle running while unattended.
  3. Always lock your vehicle doors.
  4. Remove garage door openers from vehicles when parked outside.
  5. Do not leave your keys in your vehicle, this includes key-fobs.
  6. Do not leave the windows of your vehicle open, or partially open.
  7. Try to park your vehicle in a well-lit area.
  8. Never leave a firearm unprotected in your vehicle.

On January 1, 2019, a new Comprehensive Plan, called Plan 2040, went into effect. As a resident of District 7 (or any district in Louisville), it is important to review the Comprehensive Plan if you are interested in development that is proposed for the neighborhood. The Comprehensive Plan is the guidepost for all development, and the Planning Commission must use it as one of the guiding principles and tools for making decisions regarding the approval or denial of a neighborhood development project.

The Comprehensive Plan is representative of over 6,000 voices, including Metro staff, an advisory committee, and resident volunteers. The Advisory Committee, made up of diverse representatives from neighborhood and community organizations as well as development and business interests, finalized its recommended goals, objectives, and policies on February 21, 2018. 

On April 16, 2018, the Planning Commission recommended the Comprehensive Plan for approval. The document was then reviewed by the Metro Council as well as 12 local municipalities with zoning authority for formal adoption. Those 12 local municipalities are: Anchorage, Douglass Hills, Graymoor-Devondale, Hurstbourne, Indian Hills, Jeffersontown, Lyndon, Middletown, Prospect, Shively, St. Matthews, and St. Regis Park.
