THANK YOU to our first responders, social workers, and violence prevention teams who risk their lives every day to keep Louisville safe. All violence is evil. And while our laws cannot change the heart, they can tame the heartless. So if we aren't trying to change laws we'll just keep getting our hearts broken. As someone who owns guns, I can say without any reservation that our country needs more gun safety laws because they are proven to reduce violence. We also need to better support people's well-being by addressing basic needs like housing, hunger, and healthcare. What Kentuckians can and cannot do with guns and how they get them is controlled by our state legislature.
According to Everytown for Gun Safety, Kentucky is a national failure:
- 63% of all suicides in Kentucky involve a gun.
- 84% of all homicides in Kentucky involve a gun.
- Black Kentuckians are 9 times more likely than white people to die by gun homicide.
- Black children and teens in Kentucky are 7 times more likely than their white peers to die by guns.
- The leading cause of death among children and teens in Kentucky is guns.
- Kentucky spends $9.6 billion on gun violence each year, of which $183.4 million is paid by taxpayers.

Neighborhood Advisory Board
The District 4 Neighborhood Advisory Board brings residential neighborhoods of the district together to give Councilman Jecorey Arthur advice about policy. In our next meeting we'll continue discussing how to fairly spread funds across our neighborhoods as well as city budget priorities. To learn more go here.
Louisville Metro Comprehensive Review Commission
During the 2022 Kentucky General Assembly Session, House Bill 314 was passed, changing how Louisville Metro Government works. This bill also created a commission to study the "accomplishments and insufficiencies" of our local government. Councilman Jecorey Arthur was appointed to the commission along with other local and state officials. The commission will be meeting every second Friday at 3:00 PM to make a report due to the state by September 15th 2023. All meetings are open to the public in City Hall.

Legislation
- Historically Black Neighborhoods Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new city-supported developments in select neighborhoods. To show support, sign the petition here.
- Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). The District 4 office is working with Louisville Forward, local unions, and several neighborhoods on this.
- Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to Louisville Metro Government to be destroyed. The District 4 office is working with the Office for Safe and Healthy Neighborhoods, LMPD, and other advocacy groups on this effort.
- Right to Shelter Ordinance — This will create more shelter space for people experiencing houselessness. To show support, sign the petition here.
- Short Term Rental Moratorium — This ordinance will pause new short term rental permits in Butchertown, Clifton Heights, and Phoenix Hill for 6 months. It was requested by residents and associations are in support of it.

Metro Council Statement on Monday’s Shooting
The Louisville Metro Council released the following statement regarding the shooting in the 300 block of East Main Street.
“The Metro Council is shocked and saddened about today’s mass shooting in downtown Louisville at the Old National Bank. We send our deepest condolences to the families of the victims of this devastating tragedy and mourn the loss of innocent lives.
Thank you to all the emergency first responders including EMS, LMPD, Louisville Fire, Louisville Sheriffs, and the FBI, for rapidly responding and notifying Louisville citizens of the incident. We would also like to thank the UofL Hospital trauma teams for their excellent care and treatment.
We condemn this heinous act of violence and are committed to working together with the Mayor’s Administration and state officials to prevent future tragedies from happening in our city again.”
Free Tree Debris Drop-Off
The Waste Reduction Center, 636 Meriwether Ave, is already accepting tree debris from the storm at no cost to residents during their regular operating hours. Beginning Thursday, April 13 - April 22, residents may also drop off tree debris at Metro Fleet Services, 3515 Newburg Rd.

Democratic Caucus Will Meet on Thursday, April 13
The Democratic Caucus of the Louisville Metro Council will meet on Thursday, April 13, at 4:00 p.m. The meeting will be held in the Third Floor Conference Room, Historic City Hall, 601 West Jefferson Street.

Louisville Metro Comprehensive Review Commission Will Meet on Friday, April 14
The Louisville Metro Comprehensive Review Commission will meet on Friday, April 14, at 3:00 p.m. The meeting will be held in Metro Council Chambers in Historic City Hall, 601 West Jefferson Street.
The Commission is comprised of fifteen-members, three members each from the State Senate, State House of Representatives, Metro Council and GLI; the three other representatives are from the Metro Mayor, Jefferson County League of Cities, and suburban fire districts.

Air Pollution Control District Proposed Permit
Notice of Action on a Title V Construction Permit
The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Clariant Corporation (Louisville West Plant) (catalyst manufacturer), 1227 South 12th Street, in accordance with Regulation 2.03. The 30-day public comment period starts on April 8, 2023 and ends on May 8, 2023. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07. To learn more, click here.
Air Quality Alert Issued Thursday, April 13
An Air Quality Alert has been issued in Louisville for Thursday, April 13. Ozone pollution is forecast to be at levels that are unhealthy for sensitive groups.
Sensitive groups include children, older adults, those with asthma, COPD, and other breathing ailments, and any other residents that are active outdoors. Those in these groups should reduce prolonged or heavy outdoor exertion, take more breaks, and do less intense activities. Others are not likely to be affected, but should also be aware of symptoms like coughing, shortness of breath, or other respiratory issues.

Land Development Code Reform
The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.
Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!

Public Comment Opportunity
The Kentuckiana Regional Planning and Development Agency (KIPDA), the designated Metropolitan Planning Organization for the region needs the public’s input on current updates for two of our core planning products. The Connecting Kentuckiana Metropolitan Transportation Plan (MTP) is a long-term planning document that recognizes the needs of the region. This update will take the horizon year from the current 2040 to 2050. The FY 2023-2026 Transportation Improvement Program features allocated funded projects and focuses more on the now in transportation planning. The public has until April 22, 2023 to review both draft documents and leave comments. Two virtual public meetings will be available to the public:
