Hello friends and neighbors,
Metro Council is on spring break through April 7th. However, City Hall and several District offices are open during this time. Your District 7 office is open, and I will periodically check and acknowledge receipt of your emails. If you email me with an immediate need, I will acknowledge receipt and then forward it to my legislative assistant, Rhonda, and ask her to assist you.
In the meantime, please be safe and pay attention to the weather alerts and warnings. I have included several graphics below to assist you during this state of emergency Governor Beshear has declared.
Also, I mentioned to you that the "Message from McCraney" column would be on spring break, too. However, I have something to get off my chest, and I'll share it with you in the next issue. I will take several days to cool off so that I am in my right mind when I tell you what has gotten under my skin. It's a government "red tape" thing, and I can't keep it to myself...Stay tuned!
If you are caught in a vehicle:
Get out and into a sturdy shelter. If one is not available nearby, get to a low spot and cover your head from flying debris. Do not take cover under an overpass as this does not provide adequate shelter during a tornado and can cause increased wind speeds due to a tunneling effect.
Do not waste time opening windows in an attempt to prevent damage to a building. The old belief that damage could result from rapid pressure changes during a tornado is NOT TRUE. It will not make any difference in a tornado if the window is open or not.
Your safest course of action is to take shelter immediately when a tornado warning is issued for your area.
The next regularly scheduled Council meeting will be held on Thursday, April 13th at 6 p.m.
To see all meetings on Facebook Live, go to the Metro Council Facebook page by clicking here.
The public can also view all council and committee meetings on Metro TV, Spectrum Cable Channel 184 or on UVERSE at Channel 99. Proceedings are live streamed from the Metro Council Clerk’s Archived Media page here.

While the CDC still has Louisville in the “green” for the spread of COVID-19, the Department of Public Health and Wellness has seen a slight increase in the number of COVID-19 cases reported over the past 10 days. Reported cases for the most recent 10 days were double the previous 10 days. Cases have been reported across a wide variety of settings: healthcare, long-term care, educational and places where many people reside, meet, or gather for an extended period.
Here are steps you can take to reduce your risk of getting sick with COVID-19:
-
Make sure you’ve had all the COVID-19 vaccines your age group is eligible for. Need to find a vaccine location? Check out https://www.vaccines.gov/ and search by your zip code for a convenient location near you.
- Get tested. There are a wide range of symptoms for COVID-19. Many are the same as symptoms related to the flu and allergies. The only way to know for sure if you have COVID is to get tested. Your healthcare provider or an urgent treatment center can test you. There are also home tests available at local pharmacies and grocery stores. Have you requested your free at home rapid COVID tests from the U.S. government? Every household gets four free tests. Request yours at https://www.covid.gov/tests.
- Spend time outdoors. Avoid crowded indoor spaces.
- Choose to wear a mask, especially if you have underlying health conditions, and when going to crowded indoor places.
- People who have weakened immune systems are more likely to get sick with COVID or be sick for a longer period. If you have a weakened immune system, talk to your healthcare provider about extra precautions.
If you do get sick with COVID, contact a healthcare provider right away or visit a Test to Treat location. There are precautions you can take to prevent spreading COVID-19 to others. If you need additional guidance for what to do, or help finding a testing or vaccination location, call the LOU Health COVID-19 Helpline at 502-912-8598.

Louisville Metro Government’s Department of Public Works and Assets was recently selected to receive a Special Achievement in GIS award for maps and visualizations for Vision Zero Louisville, the city’s transportation safety initiative. The award is given by Esri, the leading geographic information systems (GIS) platform provider, to user sites around the world to recognize outstanding work with GIS technology. Last year, approximately 100 organizations in the U.S. received the award, including two in Kentucky.
Vision Zero Louisville aims to reduce fatal and serious injury crashes by constructing safe and equitable streets for all road users, reducing speeding through roadway design and enforcement, and improving post-crash care. Louisville Metro Council unanimously passed an ordinance last year calling for zero traffic fatalities by 2050. Click here for more information.

Why Compost?
-
It reduces greenhouse gases. Food waste in landfills rots very slowly and releases methane, a strong greenhouse gas. By reducing the amount of food you waste and composting, you are helping our air quality and conserving valuable landfill space.
-
It gives your plants more nutrients. Adding compost to your soil will encourage the production of bacteria and fungi, which naturally increases the nutrient content in your soil.
-
It saves money. Composted soil retains more water and reduces plant diseases and pests, which saves money on chemicals, fertilizers, and watering. It also cuts costs associated with trash hauling, for you and your municipality.

On January 1, 2019, a new Comprehensive Plan, called Plan 2040, went into effect. As a resident of District 7 (or any district in Louisville), it is important to review the Comprehensive Plan if you are interested in development that is proposed for the neighborhood. The Comprehensive Plan is the guidepost for all development, and the Planning Commission must use it as one of the guiding principles and tools for making decisions regarding the approval or denial of a neighborhood development project.
Read The Comprehensive Plan (Plan 2040)
The Comprehensive Plan is representative of over 6,000 voices, including Metro staff, an advisory committee, and resident volunteers. The Advisory Committee, made up of diverse representatives from neighborhood and community organizations as well as development and business interests, finalized its recommended goals, objectives, and policies on February 21, 2018.
On April 16, 2018, the Planning Commission recommended the Comprehensive Plan for approval. The document was then reviewed by the Metro Council as well as 12 local municipalities with zoning authority for formal adoption. Those 12 local municipalities are: Anchorage, Douglass Hills, Graymoor-Devondale, Hurstbourne, Indian Hills, Jeffersontown, Lyndon, Middletown, Prospect, Shively, St. Matthews, and St. Regis Park.
