Neighborhood Advisory Board

The District 4 Neighborhood Advisory Board brings all ten residential neighborhoods of the district together to give Councilman Jecorey Arthur advice about policy. In our next meeting we'll be discussing how to fairly spread funds across our neighborhoods. To learn more go here.

Louisville Metro Comprehensive Review Commission

During the 2022 Kentucky General Assembly Session, House Bill 314 was passed, changing how Louisville Metro Government works. This bill also created a commission to study the "accomplishments and insufficiencies" of our local government. Councilman Jecorey Arthur was appointed to the commission along with other local and state officials. The commission will be meeting every second Friday at 3:00 PM to make a report due to the state by September 15th 2023. All meetings are open to the public in City Hall.

Legislation

  1. Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to Louisville Metro Government to be destroyed. The District 4 office is working with the Office for Safe and Healthy Neighborhoods, LMPD, and other advocacy groups on this effort.
  2. Historically Black Neighborhoods Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new city-supported developments in select neighborhoods. A new draft is here.
  3. Industrial Revenue Bonds Ordinance(s) — These ordinances will approve Louisville Metro Government being the conduit for bonds for proposed developments at 930 Lampton St (Ferncliff Distillery) and 827 Logan St (Trellis Brewing). The District 4 office is working with the Smoketown Neighborhood Association and Smoketown Originals on community benefits agreements to be executed with the ordinances. A draft can be viewed here.
  4. Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). The District 4 office is working with Councilwoman Keisha Dorsey, Louisville Forward, local unions, and several neighborhoods on this.
  5. Capital Infrastructure Fund (CIF) Trees — This ordinance will allocate approximately $25,000 or less to help increase the tree canopy in District 4.
  6. Drescher Bridge Brightside Park Lighting Capital Infrastructure Fund (CIF) Grant — This $2,033.40 grant will help with lighting needs.
  7. Hale Avenue Sidewalk Capital Infrastructure Fund (CIF) Grant — This $1,000 grant will help repair a damaged sidewalk.
  8. Office of Inspector General Ordinance — This amendment will clarify how the office can investigate the Louisville Metro Police Department.
  9. Sexual Harassment Ordinance — This amendment will prohibit organizations who receive incentives, benefits, or contracts from Metro Government from entering into certain types of non-disclosure agreements. This passed committee unanimously and will be on the Metro Council calendar again for technical amendments. 
  10. Right to Shelter Ordinance — This will create more shelter space for people experiencing houselessness.

Home Preservation Program | Louisville Metro Housing Authority

Due to recent community developments in the Russell, Phoenix Hill, Park Duvall, and Smoketown neighborhoods, homeowners may have experienced additional financial strain caused by increased property taxes, homeowner’s insurance, utility, or maintenance costs.

Since 1997, the Louisville Metro Housing Authority has helped over 360 Louisville renters become homeowners by making homeownership affordable through our Housing Choice Voucher (HCV) program. Now, LMHA wants to bring that same assistance to current homeowners in neighborhoods where we have been making significant investments, to help cover some of your monthly homeownership expenses and ease the burden of rising homeownership costs. To learn more, click here.

Louisville Zoo Calls for Entries into the Annual Trashformation Contest

The Louisville Zoo invites students of all ages throughout Kentucky and southern Indiana to participate in its annual Trashformation student art contest.  Trashformation is part of the Louisville Zoo’s Party for the Planet: A Month-Long Celebration of the Earth, powered by LG&E and KU Foundation. To learn more, click here.

Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a FEDOOP operating permit for Louisville Medical Center Steam Plant (steam production and distribution facility), 235 Abraham Flexner Way, Louisville, 40202, in accordance with Regulation 2.17. The 30-day public comment period starts February 21, 2023, and ends on March 23, 2023. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07. To learn more, click here.

First Global Louisville Leadership Academy Cohort Under Mayor Greenberg’s Administration Starts Today

Mayor Craig Greenberg joined community leaders at the Metro Development Center to celebrate the new Global Louisville Leadership Academy cohort, formerly known as the Louisville Welcome Academy.

The Global Louisville Leadership Academy is a free leadership training program sponsored by Mayor Greenberg’s Office for Immigrant Affairs. The mission is to build the knowledge and networks of foreign-born leaders to increase their capacity and become key stakeholders to empower and assist their communities. To learn more, click here.

Metro Council Meeting Highlights for Thursday, February 16

The Louisville Metro Council held their regularly scheduled Council meeting tonight. Here are some of the highlights from the meeting.

Special Recognitions and Proclamations

  • Councilwoman Shanklin recognized UAW President, Todd Dunn, for donating bikes for children in Districts 2 and 6.
  • UofL volleyball team for 2022 season accomplishments.
  • Councilwoman Fowler recognized Wanda Trimble and team for their contribution to the Valley High School Christmas and Wayside Coat Project.

Consent Calendar – all items were passed unanimously.

Special Legislation

  • Item 18 - R-200-22: the Council approved a resolution amending rule 5A.02 of the Rules of the Legislative Council regarding the notice required to initiate a video teleconference meeting.
  • Item 19 – R-016-23: the Council approved a resolution pursuant to Metro Council Rule 7.01(A) requesting the Louisville Metro Ethics Commission to provide Metro Council with a formal opinion regarding whether any actions of Council member Anthony Piagentini in connection with the sixth round of American Rescue Plan funding approved by the Metro Council constituted a violation of the Louisville Metro Ethics Code. To learn more, click here.

Louisville Author and Humanity Archive Podcaster Jermaine Fowler Launches New Book at the Main Library

A storyteller and self-proclaimed intellectual adventurer, Louisvillian Jermaine Fowler spent his youth seeking knowledge on the shelves of his local free public library. Today, he is the host of the top-rated history podcast “The Humanity Archive” and author of a new book of the same name. The book is a sweeping survey of Black history that challenges dominant perspectives and goes outside the textbooks to tell stories that are recognizably human. Connecting current issues with the heroic struggles of those who have come before, Fowler brings hidden history to light and makes it powerfully relevant today. To learn more, click here.

Land Development Code Reform

The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.

Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!

Louisville Drumline Academy

Louisville Drumline Academy is a program where children and adults ages 4-35 can express their creativity thru arts and music, and also teach the concepts or music, arts, and other discipline thru our many programs.
