The Lots of Lights Parade starts at 7 p.m. at Seventh and Jefferson, led by Frosty the Snowman as Grand Marshal. The parade will move down Jefferson Street to Fourth Street, where it will turn and pass through Fourth Street Live! Mix 106.9, Louisville’s official Christmas radio station, and WLKY will emcee the parade announcements. Anyone interested in participating in the parade can sign up at LightUpLouisville.org.

Around 8:30 p.m., Santa Claus will arrive and make his way to the entertainment stage to help Mayor Fischer officially “Light Up Louisville” by turning on tens of thousands of lights, including the city Christmas tree. A Zambelli fireworks show will follow.

Brought to you by Louisville Third Century, the Holiday Lights Spectacular, outside Metro Hall, will feature a nightly festive display of colors that will shine through the New Year. 

The Light Up tree, a 35-foot-tall Norway Spruce, is being donated this year by the Kaelin family out of the Parkway Village neighborhood.

“We have mixed emotions about giving up this gorgeous tree, we hate to see any tree cut down, but this beauty was getting far too big for us and living on a corner was making it hazardous to drivers,” said Greg Kaelin. “We are, however, overjoyed and delighted to share our tree with the citizens of Louisville. We are homegrown Louisvillians and could not be prouder to have been selected. Thank You, City of Louisville, City that we Love."

Also, returning this year is the popular Light Up Louisville Neighborhood Parade with Santa sponsored by Park Community Credit Union! The parade, which will take place mid-December, is a part of Park Community Credit Union’s mission to support economic opportunities for marginalized and traditionally underserved communities by visiting several Louisville neighborhoods. More than 300 Retired and Senior Volunteers honored for service in Louisville

The work of more than 300 retired and senior volunteers in the Louisville area was honored last Friday at a special event at The Olmsted. “Your Piece Matters” was the theme for the annual recognition of the Louisville Metro Retired and Senior Volunteer Program (RSVP), highlighting the positive impact each individual makes.

As part of the city’s Office of Resilience and Community Services (RCS), RSVP connects persons aged 55 and over with their choice of more than 40 public service and non-profit locations, including the American Red Cross, Hosparus Health, Senior Nutrition Centers, Dare to Care, Community Ministries and the Robley Rex VA Medical Center.

RSVP members were joined by volunteer site representatives, AmeriCorps Seniors Advisory Council members, and RCS staff. Barry Bernson, former local TV morning show host and current author and actor, served as the master of ceremonies. Mayor Greg Fischer provided the keynote remarks.

“Through their volunteerism these senior citizens are making a real and positive difference in their communities and show why our city is both compassionate and resilient,” said Mayor Fischer. “I am proud to join with the Louisville Metro RSVP to recognize those who give their time to better the lives of others.”

During this year’s celebration, 50 RSVP volunteers who reached their dedicated, volunteer service milestones of five to 35 years received special recognition. 

Also featured: a salute to the nearly 100 veterans who serve as RSVPs, including a special acknowledgment to Jo Ann Orr who was named the 2022 Kentucky’s Woman Veteran of the Year. Other honorees included the 10 RSVP volunteers who were recognized in September at the University of Louisville Trager Institute’s Gold Standard Optimal Aging Award Luncheon for being 85 years of age and older and continuing their volunteerism. 

RSVP is federally sponsored by AmeriCorps and this year's event sponsors include JenCare, Humana, UofL Trager Institute and AARP Kentucky.

Keep yourself and children safe from the ‘tripledemic’

An unseasonably early and severe surge of respiratory syncytial virus (RSV) is overwhelming children's hospitals and boosting the risk of a "tripledemic" combined with flu and COVID-19. 

Hospitals typically see a jump in RSV cases in late winter. This year, cases began appearing this summer and have steadily increased, creating significant capacity issues at local children's hospitals and across the country. 

RSV can spread when:

• An infected person coughs or sneezes.
• You get virus droplets from a cough or sneeze in your eyes, nose, or mouth.
• You touch a surface that has the virus on it, like a doorknob, and then touch your face before washing your hands.
• You have direct contact with the virus, like kissing the face of a child with RSV.

Families can take preventive measures to avoid RSV infection, such as keeping their children home from day care or school if they are sick, regularly practicing good hand hygiene, and regularly disinfecting household items. Children with RSV symptoms should visit a pediatrician for testing.

The best way to protect yourself and others from severe illness from respiratory viruses is to stay up to date on your COVID-19 and flu vaccinations. Use this tool to find out where you can get vaccinated. Unfortunately, there is no vaccine for RSV.

CDC recently has recommended updated (bivalent) COVID-19 boosters for children ages 5 years and older.

Public comment period open for five-year Solid Waste Management Plan update

The Waste Management District 109 Board proposes to adopt the county’s Solid Waste Management Plan update per 401 KAR 49:011, Section 5. The plan, if approved, will serve as the basis for handling solid waste management issues in Louisville Metro for the years 2023 through 2027. The proposed plan is available for public inspection from 8 a.m. to 4 p.m. at Solid Waste Management Services, 600 Meriwether Avenue, or at Louisvillewastedistrict.org. A public hearing is scheduled on December 5 at 6:30 p.m. to receive public comments on the plan. The hearing will be held at the South Central Regional Library at 7300 Jefferson Boulevard. However, if no request for a public hearing has been received by November 21, the hearing may not be held. Hildegard House seeks compassionate volunteers - next training is November 11 and 12

Join our community of compassionate volunteers at Hildegard House. We provide a home and compassionate care for individuals at the end of life who have no home or loved ones to care for them so that they may die with dignity and access hospice care. We are the family for our residents and care for them just like family members. Compassionate Companions commit to a weekly five-hour shift. The next volunteer training is November 11 and 12. Large Item Pickup appointment system available for some District 10 residents

Large Item Pickup by appointment is being phased into the entire Urban Services District. Once appointments are available for your address, you will be able to quickly get rid of up to four large items, once per week, by simply making an appointment on the Metro311 app or website. This means more opportunities to dispose of large items, less "junk" sitting out for weeks, and improved neighborhood cleanliness! The program is available to residents who had their last "junk setout" dates on October 21-23. If you live in Area A, you may now schedule a Large Item Pickup By Appointment.  The area with setout dates on November 4-6 will be able to make appointments beginning Monday, November 14. All areas are phased in after their last "junk" set out weekend. Find your final setout weekend at Louisvilleky.gov by clicking "Address Lookup." After the crews collect items in your area the following week, your address will be able to use the appointment system. Make an appointment up to once per week for up to four large items to be picked up. Households and property owners will receive a letter and information card in the mail.

Sign up for street sweeping notifications

Street sweeping within the Urban Services District is scheduled from March through November, weather permitting. During this period, city street sweeping services are provided to curbed and uncurbed residential streets and to the Central Business District. 

Street sweeping helps remove debris from the gutter and roadsides that would otherwise go into storm drains, causing water pollution. Read more information and sign up for notifications..

Important Information

1. Residents who have signed up for Street Sweeping Reminders will receive a Street Sweeping alert one week prior to Street Sweeping being conducted in their general area. A second Street Sweeping alert will be sent one day prior to the actual sweeping of their street. 
2. "No Parking" signs will be posted prior to 12 p.m. on the business day before street sweeping will occur. Residents should not park on designated streets 7 a.m. until 5 p.m. even if it appears a street has been swept because the street sweepers may return.
3. No Parking Zones cover both sides of the street even though signs may be posted on only one side of the street. Vehicles parked on streets scheduled for cleaning are subject to citation and/or towing. 
4. Street Sweeping will be conducted each day on either east/west bound streets or north/south bound streets to allow residents to find alternate parking. 

Residents are prohibited from blowing leaves out of their yards and sidewalks onto a public roadway in accordance with City Ordinance 97.071. Those in violation of this ordinance may have the areas in front of their residence omitted from being swept because street sweeping vehicles are not designed to collect large amounts of leaves. 

Remember to keep FOG: fats, oils, and grease, out of your drain 

With the holidays ahead and lots of food for families to prepare, our friends at Louisville MSD warn about the dangers of letting fats, oils, and grease (FOG) go down your drain. 

FOG may clog the sewer pipe and cause sewage overflows into your home, onto the ground, and into our local waterways, says MSD, which also warns that using your garbage disposal or a grease-cutting detergent does not keep FOG out of the plumbing system. 

Update: Buechel Bypass railroad overpass project lane closure

U.S. 31E (Buechel Bypass): As many of you are aware, the Kentucky Transportation Cabinet (KYTC) closed the right lane on U.S. 31E over the Norfolk Southern Railroad (mile marker 10.4) after KYTC bridge engineers observed deterioration on one of the pier caps of the bridge during a routine inspection in 2021. This bridge carries an average of 29,000 vehicles per day. 

The contractor is on site and working under the bridge where they are not visible to motorists crossing the span. The contractor is still coordinating with the railroad to be able to cross the tracks to finish the repairs. The project is expected to be completed no later than spring 2023.

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

After a two-year hiatus, the Louisville Ballet and Louisville Free Public Library are excited to announce the return of in-person Nutcracker Family Storytimes to six library locations! LIHEAP Fall Subsidy provides utility assistance for income-eligible residents - appointments available

MSD Emergency Wastewater Rate Assistance Program (EWRAP) applications also available The Louisville Metro Office of Resilience and Community Services is accepting appointments for the annual Fall Subsidy Component of the Low-Income Home Energy Assistance Program (LIHEAP) which operates through December 16, or until funds are depleted. During LIHEAP Subsidy, individuals or families in Jefferson County at or below 130% of the federal poverty guidelines who are responsible for home energy cost, whether directly or as an undesignated portion of rent, are eligible for assistance. Residents can apply regardless of the status of their utility bills. The Subsidy component provides households a one-time ranging from $50 to $200 depending on income levels and housing category. Payments are be made directly to the heating vendor (i.e. LG&E). Appointments are required in advance to apply. The toll-free automated appointment system is available twenty-four hours a day, seven days a week to schedule an in-person appointment at one of seven locations. The automated scheduler will provide details about these locations as well as eligibility and required documentation. Please note residents who applied for LIHEAP Fall Subsidy in October during the early registration phase for elderly and disabled citizens, do not need to reapply during the regular LIHEAP Subsidy Phase.  How to apply: Jefferson County residents meeting eligibility can call the automated scheduler at 991-8391 or visit online at louisvilleky.cascheduler.com. The Louisville Metro Down Payment Assistance Program provides low- to moderate-income homebuyers with down payment and closing cost assistance for purchasing a home in the Louisville Metro area. Funds can be applied to the purchase of an existing or newly constructed home and are NOT limited to first-time homebuyers. Applications are now available.

Drops of Kindness Program - For customers who may still have an outstanding balance, Louisville Water has the Drops of Kindness Program, which offers flexible, no-interest payment plans and additional help from community agencies through the Louisville Water Foundation. Louisville Metro LG&E Assistance is available for eligible residents who have been financially impacted by the COVID-19 pandemic.

The Team Kentucky Homeowner Assistance Fund is a program that can help homeowners impacted by the pandemic rebound and avoid foreclosure. Qualifying homeowners can apply for up to $35,000 in assistance to help with delinquent mortgage payments, property taxes, homeowner’s and/or flood insurance, homeowners association fees and utility costs. 

Low-income households may qualify for a ten-percent sewer bill discount under the Emergency Wastewater Rate Assistance Program (EWRAP) offered by MSD, through July 31. For more information, call 540-6000 or email.

Senior citizens age 65 or older with a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

FEMA is providing financial assistance for COVID-19 related funeral expenses incurred on or after January 20, 2020. Eligibility requirements and instructions on how to apply are available online FEMA COVID-19 Funeral Assistance and through FEMA's dedicated helpline at 1-844-684-6333.

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify. More information is here. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Locate Dare to Care food assistance locations, which include St. Stephen Martyr at 3015 Greenup Road, from 3:45 to 5 p.m. Wednesdays. Please call before visiting sites to verify hours of operation. 

Meals on Wheels is available to qualified seniors in Jefferson County, 60 years or older, who are homebound with no one available to help prepare meals. Call 574-6325 to begin the qualification process. For information on the senior congregate sites for more active seniors, 60 and older, call the number above or sign up at the RCS page.  Locate legal Short Term Rentals with new interactive map

Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Call 502-574-7111 for non-emergency related help or to find a towed vehicle. Call 574-LMPD to report crime tips. MetroSwap areas are here for your safety when buying or selling items

Are you looking for a public place to exchange items you've sold online? Do you share custody of a child and are looking for somewhere to exchange custody? The Louisville Metro Police Department is providing MetroSWAP Zones outside of some Division offices. There is 24 hour video surveillance. LMPD recommends: Agree to meet the person ONLY at a MetroSWAP station. Meet only during daylight hours. Tell someone you trust where you are meeting and at what time. Meet in the parking lot. There will be two designated parking spots at each location for use. Make this interaction brief and to the point. Get directly involved in making Louisville a more litter-free community through the Report-A-Litterer program aimed at motorists who throw fast-food wrappers, cigarette butts, soda bottles or any type of litter out their car window.

RecycleCoach app helps Louisville Metro customers with collection reminders, recycling information and more

Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Download from the App Store or Google Play.

Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
