 Councilwoman Amy Holton Stewart (D25) announced today the future site of a new Metro Park in District 25, Windsor Park. The park will be located at 8709 R 3rd Street Road (at the intersection of Lamborne Boulevard and Scarborough Avenue) and consists of 9.9877 acres of land.
The land is currently owned by the Metropolitan Sewer District (MSD), who originally acquired the property in 1996 from the Jefferson County Board of Education to mitigate flooding damage from Pond Creek and to restrict future development of the property. The property has primarily been used by the public as a trailhead for access to the Pond Creek Path and the Louisville Loop.
Louisville Parks and Recreation has agreed to accept the transfer of property from MSD to build a new public park and assume maintenance of the property. Preliminary plans for the park include building a spray ground and restroom facility. Phase two of the project will include the construction of a playground. There are two existing parking lots near the path off Lamborne Boulevard and W. Manslick Road.
The possibility of a park became a reality due to the American Rescue Plan (APR) local fiscal recovery funding. On June 9, the Louisville Metro Council approved the fourth round of ARP funding, which included $500,000 for the construction of a spray ground and related facilities adjacent to the Louisville Loop Lamborne Boulevard trailhead.
 The name Windsor Park reflects the outstanding community involvement and engagement by the leadership of the nearby Windsor Forest subdivision. Neighbors have advocated for recreational use of the space for years.
“Due to redistricting, we lost all parks amenities in District 25,” said Holton Stewart. “I’m excited to be able to help facilitate this process, bring a park back to the district, and represent my commitment to providing the children of our community equitable opportunity and amenities. I hope families all over the district enjoy this new community asset.”
The next step in this process includes MSD Board approval to declare the property surplus and transfer the property to Louisville Parks and Recreation, which is planned for the October meeting. Louisville Parks and Recreation has initiated a request for proposals for design documents and tentatively plans to break ground next Spring 2023.
“MSD strives to be a good neighbor in all the communities we serve. Giving back to Southwest Louisville through land donation for a community park is just one example of that commitment,” states MSD Executive Director Tony Parrott.

Join Councilwoman Amy Holton Stewart (D-25) for the inaugural Youth Fishing Derby at Waverly Park, located at 4800 Waverly Park Road.
The event is scheduled to run from 10 AM – 2 PM and is free and open to the public.
Competitors may register online, or in-person the day of the event. You must be between the ages of 2 - 15 years old to participate. A parent or guardian must accompany the youth participants. There are two time slots available, 10AM – Noon and Noon – 2 PM. Equipment and bait will be available, or you are welcome to bring your own. Prizes will be drawn throughout the day.
If you get hungry, Top Dog Enterprise will be onsite to fuel your appetite with burgers and hotdogs, which will be available for purchase.
“I’m excited to host this family friendly event for young fishing enthusiasts,” says Holton Stewart. “Grab your bait and a fishing pole and I’ll see you at Waverly Park.”
Waverly Park Lake will be fully stocked with trout and catfish, so there will be plenty of fish to be caught.

Senior Discount Recipients Must Recertify Eligibility
The Louisville MSD rate discount for low-income customers triples from the previous 10 percent to 30 percent effective with billing periods beginning on or after October 1, 2022. It will also be easier to apply for the discount because of a new partnership with the Louisville Metro office of Resilience and Community Services (RCS).
Eligibility for MSD’s Emergency Wastewater Rate Assistance Program (EWRAP) is limited to households at or below 150 percent of federal poverty guidelines.
RCS will handle a one stop application process covering both EWRAP and the Low-Income Home Energy Assistance Program (LIHEAP). That means applicants will submit documentation only once instead of having to go through separate processes for wastewater discounts and energy assistance.
RCS will also take applications for the MSD Senior Citizen Discount Program. New this year, seniors already receiving the discount must recertify eligibility each year before the anniversary of their previous approval date by filing a new application. The program provides a 30 percent discount for customers age 65 and above with gross household incomes of less than $35,000. Seniors may also continue to apply directly with MSD at louisvillemsd.org/paymybill.
EWRAP is approved for the period of October 1, 2022 through September 30, 2023. The MSD Board will decide each year whether to continue the program.
