The Metro Council unanimously passed the city budget last night. Every Louisvillian should be proud of our record investments in social services. We get millions for affordable housing, victim support, mental health, and youth programs. Let's keep fighting for even more in years to come.

Some highlights that will benefit our district include these amendments and approved items:

  • $63,000 added for the Downtown Management District
  • $720,600 added for the Goodwill Another Way Program for low-barrier gig jobs for people who are unhoused
  • $300,000 added for eviction counselling
  • $330,000 added for infrastructure improvements in the California Neighborhood
  • $1 million added for alley paving
  • $1 million added for side walk paving
  • $6 million added for road paving
  • $100,000 added for more library ebooks
  • $100,000 added for more books
  • $100,000 added for outreach to people experiencing houselessness
  • $10,000 added for grassroots organizations for houseless management information system licenses
  • $100,000 added for jail mental health support
  • $31,700 added for the Jefferson St Baptist at Liberty Hospitality Program
  • $200,000 bond with $800,000 federal dollars for Main Street / Story Avenue intersection renovation
  • $650,000 bond with $2,600,000 for two-way street conversations on Muhammad Ali and Chestnut
  • $135,000 bond with $540,000 for extending River Road
  • $750,000 for Russell Neighborhood development
  • $10 million for affordable housing
  • $3 million for homeownership downpayment assistance
  • $750,000 bond with $5.5 million for Broadway renovations
  • $3.5 million bond with $500,000 state funding for 9th Street renovation
  • $3 million for student scholarships
  • $600,000 for SOS roof repairs
  • $4 million bond for Waterfront Park expansion into the West End of Louisville

Mayor Fischer signs ordinance allocating over $79 million in fourth round of city’s share of American Rescue Plan funds

In a press event held at the Main branch of the Louisville Free Public Library, Mayor Greg Fischer signed into law an ordinance allocating a fourth round of the city’s share of American Rescue Plan funds – more than $79 million toward projects that range from expanding the Main library and opening two new branches, to investments in childcare and early learning, as well as in parks, pools and public health. For more information go here.

Mayor announces ‘Safe Summer Bash’ funding for community programs to keep city’s youths active and engaged

Mayor Greg Fischer joined representatives of the city’s Office for Safe and Healthy Neighborhoods (OSHN) and its Youth Engagement Services (YES!) team, as well as Louisville Parks & Recreation to announce the 50 recipients of city-funded grants for the “Mayor’s Safe Summer Bash” initiative, aimed at keeping Louisville’s youth active, engaged and safe this summer. Legislation

  1. Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to Louisville Metro Government to be destroyed. We're working with the Office for Safe and Healthy Neighborhoods Director Dr. Monique Williams, LMPD, and other advocacy groups on this effort. We are currently meeting with cities who have similar programs to learn from their experiences before sharing the first draft.
  2. Corrections Resolution — This resolution urges various justice system institutions to adopt dozens of policy recommendations. We are working with the Chief of Public Services, the ACLU, the Department of Corrections, and more on this. Some of these recommendations may be added to an ordinance if appropriate once council begins its corrections investigation. Councilman Arthur has accepted an invite to join the Kentucky Commission on Human Rights' Corrections Advisory Council and we are working with other community groups on these efforts.   3. Historically Black Neighborhoods Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new developments in select neighborhoods. A new draft can be viewed here.
  4. Open Data Ordinance — This ordinance will mandate open data remains public. A draft can be viewed here.
  5. Industrial Revenue Bonds Ordinance(s) — These ordinances will approve Louisville Metro Government being the conduit for bonds for proposed developments at 930 Lampton St (Ferncliff Distillery) and 827 Logan St (Trellis Brewing). We are working with the Smoketown Neighborhood Association and Smoketown Originals on community benefits agreements to be executed with the ordinances. A draft can be viewed here.
  6. Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). We are working with Councilwoman Keisha Dorsey, Louisville Forward, and several neighborhoods on this.
  7. Capital Infrastructure Fund (CIF) Trees Ordinance — This ordinance will allocate approximately $25,000 or less to help increase the tree canopy in our district.
  8. Extreme Park Resolution — This resolution approves a lease of the skate park downtown. This passed out of committee with approval and is on the consent calendar for the upcoming council meeting.
  9. Rental Registry Ordinance — This ordinance will amend the Louisville/Jefferson County Metro Government code of ordinances chapter 119 regarding the registration of rental housing to include and assign the director of Louisville Metro codes and regulations, or designee, further administration and enforcement duties regarding the registry of rental housing units.
  10. Diaper Tax Resolution — A resolution calling on Kentucky legislators to pass a measure eliminating the sales and use tax for diapers. We are co-sponsoring in support of families across the commonwealth.
  11. Feminine Hygiene Products Resolution — A resolution calling on Kentucky legislators to pass a measure eliminating the sales and use tax on feminine hygiene products.
  12. Downtown Partnership Neighborhood Development Fund (NDF) Grant — A grant appropriating $5,000 from District 4 NDF to the Downtown Development Corporation for the I WAS HERE Project.
  13. Louisville Metro Housing Authority Resolution — A resolution urging the Louisville Metro Housing Authority to address the outstanding concerns of residents.

Harmonizing Stories featuring Linkin’ Bridge in conversation with Aminata Cairo

To celebrate its 50th anniversary, Kentucky Humanities, in partnership with the Kentucky Tourism, Arts, and Heritage Cabinet and the Louisville Free Public Library, will host Louisville’s own musical group Linkin’ Bridge in conversation with inspirational speaker and humanities scholar Aminata Cairo on Friday, July 15 (6:30 p.m.) at the Main Library. The group will discuss storytelling through song and the lessons we learn from each other’s stories in a world that is often fraught with division. To learn more, click here.

Hosparus Health Family Picnic & Field Day 

The Picnic/Field Day is an open house providing an opportunity for anyone family in the community with children ages, 5-18 to learn about Hosparus Health Grief Counseling Center program of support, share some good food and good company, and meet other families who are affected by loss. Air Quality Alert for Saturday, June 25.

An Air Quality Alert has been issued in Louisville for Saturday, June 25. Ground-level ozone pollution is forecast to be at levels that are unhealthy for sensitive groups. Sensitive groups include children, older adults, those with asthma, COPD, and other breathing ailments, and any other residents that are active outdoors.

Sensitive groups should reduce prolonged or heavy outdoor exertion, take more breaks, and do less intense activities. Others are not likely to be affected. All residents should be aware of symptoms like coughing or shortness of breath. To learn more, click here.

Louisville Metro Animal Services Celebrates Independence Day With ‘Let Freedom Wag’ $10 Pet Adoptions

In recognition of Independence Day, Louisville Metro Animal Services (LMAS) announces ‘Let Freedom Wag’ $10 adoptions of kittens, puppies and dogs weighing less than 40lbs., through Monday, July 6th. Promotion runs through July 6th and applies to adoptions of kittens, puppies, and dogs under 40lbs. To learn more, click here.

Land Development Code Reform

The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.

Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!
