Tail-End Vetcare clinic opens at Louisville Metro Animal Services

Mayor Fischer on Monday helped celebrate the opening of Tail-End Vetcare at the new Louisville Metro Animal Services facility on Newburg Road. The clinic, run by Dr. Natalie Duncan, DVM, will provide vaccinations, wellness checks, microchipping and spay/neuter services – providing pet owners with an affordable option for veterinary services in a location convenient to most Jefferson County residents. LMAS Interim Director Ashley Book said that people sometimes must surrender pets because they can't afford medical care. Juneteenth Jubilee Celebration is underway

Juneteenth was originally celebrated in Galveston, Texas, on June 19, 1866. It marked the first anniversary of the day that African Americans there first learned of the Emancipation Proclamation, more than two years after it was initially issued. Juneteenth is a Metro Louisville holiday, and Metro City Hall will be closed Monday, June 20 in observance.  See a full list of Juneteenth events here. Juneteenth schedule changes and closings

This year June 19 falls on a Sunday which means there will be no waste collection on Monday, June 20. Waste collections will be delayed by one day. 

Use the Recycle Coach app to keep up with any unexpected delays or changes in waste collection. You can also learn "what goes where" and get notified about collections and drop-off events. 

Residents who rely on private waste haulers should consult those haulers about holiday collection schedules.

Our three staffed recycling drop-off locations, the Waste Reduction Center, and the Haz Bin hazardous waste disposal site will be closed on Saturday, June 18 in observance of the Juneteenth holiday. June 18 - Kentuckiana Pride Festival and Parade

The Mayor on Thursday joined Metro Council representatives, Louisville Metro employees, LGBTQ+ community members, organizations and allies to declare June 16-23 as Pride Week in Louisville. Louisville Metro leaders gathered Thursday for the raising of the Pride flag in front of Metro Hall. In the photo at left, Nicole Twigg, VP of Tourism Development at Louisville Tourism, spoke about Pride Week.

“We know that communities that embrace diversity are strong communities," Mayor Fischer said. "That’s why we are proud to officially display an international symbol of inclusivity by raising the Pride flag,” he said. Learn more. In honor of Pride Week, Mayor Fischer and supporters raised the Pride flag in front of Metro Hall and have lit Metro Hall and the City Hall Clock Tower in rainbow colors. The Kentuckiana Pride Festival and Parade kick off tomorrow, June 18.

Come join in the excitement of the Kentuckiana Pride Parade that kicks off the weekend festivities at noon on Saturday, June 18. The parade route will be lined with thousands from the pride community who come to celebrate and support diversity. The parade kicks off in NuLu at the intersection of Campbell and Market Street, and ends at the festival on the Waterfront. Then get ready as the gate opens for the Kentuckiana Pride Festival at noon on the Big Four Lawn. Enjoy performances featuring Tove Lo, Miki Ratsula, Daisha McBride, Dominique Morgan, The Kentucky Gentlemen, Most Wanted, Rich Hennessy, and more! COVID-19 risk level still in medium category

Louisville is holding steady in the “medium” or “yellow” COVID-19 community level category.  The CDC recommends residents in counties in the “medium” risk category to do the following: Stay up to date with COVID-19 vaccines. Get tested if you are showing symptoms. Talk to your health care provider about whether you need to wear a mask and take other precautions if you are at high risk for severe illness. The CDC is also recommending that travelers wear a well-fitting mask in public transportation areas.

It’s HOT!: How to avoid heat exhaustion during a heat wave

The city offers cooling centers where you can get indoors and out of the heat. The Coalition for the Homeless coordinates the Operation White Flag program to ensure that individuals experiencing houselessness can find shelter during severe weather. Operation White Flag goes into effect when the temperature or heat index is 95 degrees or higher. 

Fentanyl-related overdose deaths increase in Kentucky

The Kentucky Office of Drug Control Policy (ODCP) just released its 2021 Overdose Fatality Report. Last year, there were 2,250 overdose deaths in the state. That is a 14.5 percent increase from 2020. In Jefferson County alone, the report shows there were 477 drug overdose deaths involving fentanyl in 2021. According to data from the coroner’s office, out of 185 overdose deaths in Jefferson County this year 152 of them have been related to fentanyl. ODCP says an opioid was involved in 90 percent of all overdose deaths in Kentucky in 2021 and fentanyl was detected in 70 percent of those cases. What’s behind the increase? Dr. Jeffery Howard, interim director of the Louisville Metro Department of Public Health & Wellness (LMPHW), points to a couple things. One, an increase of fentanyl in the drug supply. Dr. Howard says counterfeit pain and anxiety medication (like pills staged as Xanax) are being laced with fentanyl. He says the COVID-19 pandemic has also played a part with greater isolation and increased anxiety.  Help is out there, and you can help save lives. LMPHW’s Harm Reduction Program distributes fentanyl test strips and naloxone – which reverses overdoses and saves lives. If you have a family member or friend who uses opioids, encourage them to use our harm reduction services which are free and confidential. You can also help save the life of someone who may be overdosing. Request a free naloxone kit by calling 537-6061. Treatment is also available. Individuals can call 833-8KY-HELP (833-859-4357) to speak one-on-one with a specialist to get real-time information about available space in treatment programs

PARC debuts new ways to pay for parking using two new mobile payment systems

Parking Authority of River City (PARC) is offering residents and out-of-town guests two more ways to easily pay for parking while visiting Louisville businesses. Launched earlier this month, ParkMobile and PayByPhone add to the city’s existing options to pay for parking, including the Go502 app powered by Passport, the pay-by-plate parking kiosks, and paying with change or a credit card. Partnering with PayByPhone and Park Mobile provides drivers more ways to pay via mobile application. Drivers also can pay through ParkMobile by testing "PARK" to 77223. Passport, ParkMobile and PayByPhone are used in other mid-sized and large cities and are among the top mobile parking providers in the country, making it even easier for guests visiting Louisville to find and pay for parking as they may already have the mobile app downloaded on their phone. All three mobile app providers allow customers to link multiple license plates to their accounts, add time to their parking session remotely, and provide convenient digital receipts. In January 2021, PARC also introduced pay stations along several blocks in downtown and on Cardinal Boulevard near the University of Louisville, offering more parking flexibility as the funds from one pay station could be transferred to another pay station if the driver still had paid time on the clock. PARC provides public parking to meet the existing and future needs of the community with 15 garages and six lots in and around the Central Business District, totaling more than 11,000 off-street and 5,000 on-street spaces.

Planting for the future - Apply for tree grants 

Louisville MSD Urban Reforestation Grants will pay for trees planted within MSD’s Drainage Service area including most of Jefferson County. The cities of Anchorage, Jeffersontown, St. Matthews, and Shively provide residents and businesses in those municipalities with stormwater/drainage services. Therefore, those four areas are not part of this grant program.

MSD’s Urban Reforestation Grant Program is open to residents, organizations, companies and agencies. The MSD Urban Reforestation Program plants 1,000 trees annually by working with residents, businesses, municipal organizations and neighborhood associations. These trees redirect an average of 1.35 million gallons of stormwater away from the sewer system every year, decreasing sewer overflows into our waterways. By planting more trees, MSD not only absorbs stormwater but also reduces erosion and flooding, provides shade, reduces noise pollution and carbon dioxide in the air, and provides a habitat for nearby wildlife.. 

Take the Parks for All survey to help the equity initiative

Parks For All will collect new data, listen to new voices, share new information, and create a roadmap for equitable and transparent investment in our public parks. The Parks Alliance of Louisville is currently gathering community feedback that will inform an action strategy for our public parks. Our goal is to ensure the parks AND neighborhoods with the greatest need are prioritized for the earliest investment.

District 10 high school seniors - apply for evolve502 scholarships by July 15

From evolve502: From the Class of 2021, 30 students, residents of District 10, enrolled in postsecondary education through Evolve502. In total, 578 eligible students enrolled in college through Evolve502 last year. Our work is making a positive impact on students and families throughout our community, creating access to postsecondary education that’s never been available before.

The scholarship application deadline is July 15. We encourage families with students in the class of 2022 to apply.

KYTC road work around District 10

U.S. 31E (Buechel Bypass): Right lane closure over the Norfolk Southern Railroad (mile point 10.4) due to findings from a routine inspection in 2021. It’s not an active construction zone, and the affected area isn’t visible while driving over the bridge. KYTC has secured the money and has a signed agreement with the railroad to perform the necessary repair work. A bid opening is scheduled for May 26 for the bridge repair. Once the contractor is selected, they will need to get a separate agreement with the railroad. There is no completion date set for the project at this time. Motorists can use Bardstown Road as a detour.

Help bring a Buffalo Trail sculpture to Preston Highway

For centuries, wildlife, including buffalo, migrated throughout Kentucky, pounding out the road we call Preston Street and Highway. Indigenous groups, explorers, and settlers relied on the compacted road as they ventured north and west. The St. Joseph Neighborhood Association is fundraising to create and install an original buffalo sculpture in the median. Louisville’s Senior Nutrition Program Congregate Nutrition Sites nd Meals on Wheels, needs volunteers

Meals on Wheels is available to qualified seniors in Jefferson County, 60 years or older, who are homebound with no one available to help prepare meals. Call 574-6325 to begin the qualification process. For information on the senior congregate sites for more active seniors, 60 and older, call the number above or sign up at the RCS page. Sites require a one-day advance reservation. See the updated list of open congregate sites.  The Senior Nutrition Program seeks volunteers all year long to help in a variety of capacities. Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Due to Covid-19, guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

Louisville Water Company water meter replacement continues 

From LWC: Louisville Water is in a three-year project to upgrade our water meters. In the coming weeks, our contractors and employees will do work in a portion of District 10 to replace older meters with new ones. 

The map above shows where LWC will be working and includes Barret Avenue, Bates Court, Baxter Avenue, Castlewood Avenue, Castlewood Dell, Dahlia Drive, Eastern Parkway, Ellison Avenue, Hawthorn Hill, Royal Avenue, and Summit Avenue. 

As part of our ongoing mission to provide the highest quality water and service, Louisville Water will upgrade the water meter at no cost to you. Meter upgrades will take place Monday through Friday between 8 a.m. and 5 p.m.

We will knock on your door before work begins. Water will be turned off for a short period, usually less than 30 minutes. We will also leave a note on your door when we finish.

Louisville Water contractor, Grid One Solutions, will do most of the meter upgrades. Their vehicles will have an orange and black Grid One logo and Louisville Water contractor signs. All workers will have Grid One identification badges. Read more information on the project.

Cat of the Week: Grenada It’s Adopt A Shelter Cat Month. All adult cat adoptions at LMAS are free and include a free gift. Grenada is a shy but friendly two-year-old Tabby with beautiful markings. Dog of the Week: Buzz Lightyear Goofball alert. Buzz Lightyear is happy, waggy, and all about fun, fun, fun! When the American Bulldog/Labrador Retriever mix isn't attempting to get you to play with him, he's a sweet boy who seeks out affection and likes to be held. Buzz is a playgroup rockstar who loves other dogs. He wouldn't mind a dog sibling but he likes to play rough, so any companion would need to be similar in size. Buzz doesn't mind sharing his things with other dogs, and he loves meeting new people - the more friends the better! Buzz Lightyear's adoption fee is waived for an approved adopter and a free crate is included. He's already neutered, microchipped, and up-to-date on vaccinations. Buzz Lightyear is approximately two years old and he weighs 55 pounds. We're recommending a home with kids 10 and older. Gray Tree Frog Hike, Saturday, June 25, 8 to 10 p.m. Gray tree frogs are a largely arboreal species that occupy a variety of wooded habitats, making Beargrass Creek State Nature Preserve the perfect home for these vocal amphibians. On this hike, you’ll hear the males loud, musical calls echo through the forest. Our naturalist will teach you how to spot Gray Tree frogs and help you get a closer look at these tiny forest friends.

Caterpillars and Butterflies! Saturday, July 2, 10 a.m. to noon. There are hundreds of different caterpillar species found in Kentucky! Many of these caterpillars have host plants, or a specific plant they live on and live off of. Monarchs rely on Milkweed and the Spicebush Swallowtail Caterpillars can be found on, you guessed it, Spicebush! On this hike, Luke will introduce the special relationship these caterpillars have with different plants.

Wellness Soundwalk, Saturday, July 9, 10 a.m. to noon. The Japanese practice of Shinrin-yoku, known as forest bathing, is about being purposeful in nature and getting in tune with your surroundings; reviving a sensitivity to the environment that helped humans survive during their early history. Leave behind your phone, camera or any other distraction as Luke guides you through the forest, helping you tap into your senses. By focusing on soundscapes of the forest, you will improve your awareness of how environmental sounds can impact your daily life and your understanding of the world.

Cultural Pass

The 2022 Cultural Pass is presented by the Fund for the Arts, in partnership with Metro Government, the Arts and Culture Alliance (ACA), and the Louisville Free Public Library. This free program supports and encourages summer learning by providing access to 57 of Kentuckiana’s arts and cultural institutions for children and young adults up to age 21 in Jefferson and Bullitt counties in Kentucky and Clark, Floyd, and Harrison counties in Indiana. The Cultural Pass is valid from June 1 to September 4 and provides pass-holders exclusive access to activities both in-person and virtually. Learn more about Cultural Pass. 

Summer Reading

Presented by the Library Foundation, the Library’s annual Summer Reading Program is a free 10-week program that encourages kids and teens to read for fun over the summer by offering prizes and incentives. Every child—from infant through 12^th grade—who completes the program will receive an LFPL adventure pack or journal. In addition, completers will receive passes to local attractions and sporting events like the Kentucky Science Center, Squire Boone Caverns, Louisville Bats, Racing Louisville FC, and select UofL sports, as well as sweet treats from Fazoli’s, Ehrler’s, Raising Cane’s, and Georgia’s Sweet Potato Pie Co. To complete the program, school-aged children simply read ten books, teens read six books, and preschool-aged children and younger need to read, or have read to them, 20 books. Louisville Metro Office of Resilience and Community Services is accepting appointments for the Low Income Household Water Assistance Program, or LIHWAP. LIHWAP is a temporary emergency water/wastewater program intended to help low income households and families during the COVID-19 pandemic. Jefferson County residents meeting eligibility can call the automated scheduler at 991-8391 or schedule online.

Drops of Kindness Program - For customers who may still have an outstanding balance, Louisville Water has the Drops of Kindness Program, which offers flexible, no-interest payment plans and additional help from community agencies through the Louisville Water Foundation. Louisville Metro LG&E Assistance is available for eligible residents who have been financially impacted by the COVID-19 pandemic.

Eviction Prevention Assistance - call 308-3344 or get information on appointments. This rental assistance is for those financially impacted by COVID-19,  Call Metro United Way's 2-1-1 to locate the ministry nearest you.

The Team Kentucky Homeowner Assistance Fund is a program that can help homeowners impacted by the pandemic rebound and avoid foreclosure. Qualifying homeowners can apply for up to $35,000 in assistance to help with delinquent mortgage payments, property taxes, homeowner’s and/or flood insurance, homeowners association fees and utility costs. 

Low-income households may qualify for a ten-percent sewer bill discount under the Emergency Wastewater Rate Assistance Program (EWRAP) offered by MSD, through July 31. For more information, call 540-6000 or email.

Senior citizens age 65 or older with a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify. More information is here. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

June 25 - Prostate screening at the new YMCA

The Kentucky African Americans Against Cancer (KAAAC) will host a prostate screening at the new YMCA at 18th and Broadway from 10 a.m. to 2 p.m. on Saturday, June 25.

The five-year survival rate for prostate cancer is about 98 percent when it is diagnosed and treated in its earliest stage. Early detection (ED) is key! The screening on the 25th will only include a prostate specific antigen (PSA) blood test, not the digital rectal exam (DRE).

Men who have NOT had a baseline PSA are encouraged to have one so they have something to compare their numbers with for future tests. African American men 40 and older are encouraged to participate. Family history is a factor in our chances of developing prostate and other cancers. Know your family history!

Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Call 502-574-7111 for non-emergency related help or to find a towed vehicle. Call 574-LMPD to report crime tips. Are you looking for a public place to exchange items you've sold online? Do you share custody of a child and are looking for somewhere to exchange custody? The Louisville Metro Police Department is providing MetroSWAP Zones outside of some Division offices. There is 24 hour video surveillance. LMPD recommends: Agree to meet the person ONLY at a MetroSWAP station. Meet only during daylight hours. Tell someone you trust where you are meeting and at what time. Meet in the parking lot. There will be two designated parking spots at each location for use. Make this interaction brief and to the point. RecycleCoach app helps Louisville Metro customers with collection reminders, recycling information and more

Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Download from the App Store or Google Play.

Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
