Dear Neighbor,
On Monday, my colleagues and I started the annual process of reviewing, amending, and passing the Mayor's annual budget proposal for our city. Over more than two dozen hearings, nearly every part of Metro Government will present, explain, and answer questions on their funding requests for the next year.
We also have a set of federal American Rescue Plan (ARP) dollars to allocate to proposed projects. These dollars are one-time funding options to keep up the fight against COVID-19 (it is still here), perhaps catch up on some deferred maintenance, learn more about various aspects of our city, reinforce or rebuild existing infrastructure, or attack a problem that has always taken a back seat to more pressing needs.
Whatever priorities we end up with in the budget, we must pass a balanced budget - and keep an eye toward that requirement for future years. As of right now, there is a serious structural imbalance headed our way in 2025. As we move through the process, I plan to keep you up-to-date on what we are doing to resolve that. The Kentucky Transportation Cabinet (KYTC) advises motorists that repairs to the bridge carrying Baxter Avenue (U.S. 31E) over South Fork, a branch of Beargrass Creek, are scheduled to begin Monday, May 16, in Jefferson County.
The repairs will require a full closure of the bridge and a traffic detour of up to 60 days. Weather or other unforeseen factors may delay the project timeline.
The bridge is located next to the former L&N Railroad elevated train platform. Signs in the area will direct drivers to utilize East Liberty Street and Lexington Road during the bridge closure. Drivers should use caution while traveling through the work zone.
The date and duration of this work may be adjusted if inclement weather or other unforeseen delays occur. Kentucky’s Primary Election is May 17 and early voting got underway today.
Louisville voters will be nominating candidates for U.S. Senate, U.S. House of Representatives, Louisville Metro Mayor, Metro Council, Kentucky Senate and House of Representatives, and three Jefferson County offices. Many judicial positions will also be on the reverse side of the ballot and any voter, regardless of registration, may vote in those contests.

 After a two-year hiatus, the Louisville Free Public Library’s annual How-To Festival is back for its ninth year! Taking place on the second Saturday in May, How-To is an annual tradition for thousands of Louisvillians looking for something entertaining, interactive, and educational to do after Derby is over.
LFPL is excited to once again offer attendees the chance to learn how-to-do more than 50 different things in five hours, all for free. From learning how to be a circus performer to canning your own vegetables to making amazing cake sculptures, “how-to” sessions cover a range of skills taught by local experts.
The How-To Festival takes place on Saturday, May 14, from 10:00 a.m. to 3:00 p.m. at the Main Library, 301 York Street. Sessions will be located in more than 15 areas throughout the building and surrounding grounds, transforming the entire library into a giant classroom. Food trucks will be onsite.

Louisville Parks and Recreation is holding lifeguard classes for anyone 16 or older. The classes are $200, or FREE if you become certified and come to work for us! Duties include enforcing rules, monitoring activity, cleanup, water tests and more. For more information call 502-574-1498.
Applications are now being accepted for the 2022 Low-Income Home Energy Assistance Program (LIHEAP) Spring Subsidy Cooling Component. This federally-funded program is designed to help offset the cost of higher electric bills due to rising temperatures. Applications will be accepted now through June 17, 2022, or until funds are depleted.
Jefferson County residents wishing to apply must schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week.

We are writing to invite you to a meeting we have scheduled to present neighbors with our zone change and Detailed District Development Plan (DDDP) for a 216-unit multi-family community located on the above referenced property.
Accordingly, we filed a plan for pre-application review with the Division of Planning and Design Services (DPDS) that was assigned case number, 22-ZONEPA-0057 and case manager, Dante St. Germain. The DDDP filed changes zoning on a portion of one property along Hurstbourne Parkway from R-4 to R-6.
