Kentucky’s Primary Election is May 17 and early voting got underway today.

Louisville voters will be nominating candidates for U.S. Senate, U.S. House of Representatives, Louisville Metro Mayor, Metro Council, Kentucky Senate and House of Representatives, and three Jefferson County offices.  Many judicial positions will also be on the reverse side of the ballot and any voter, regardless of registration, may vote in those contests.  

In-Person Absentee (Early) Voting by Anyone (No Excuse Needed)

  • 8 a.m. – 6 p.m. on May 12, 13, 14
  • Six Locations. Any Voter May Vote at Any Location (Absentee ballot drop-off boxes will also be available at these sites during the three days)

District 9 Candidate Forums

I announced in July that I would not be a candidate for reelection to Metro Council.  Six Democrats and one Republican have filed for the seat. Three neighborhood organizations – the Clifton Community Council, Clifton Heights Community Council, and Irish Hill Neighborhood Association - invited all seven candidates to a forum on May 2. LWC Frankfort Avenue Project Update

LWC Project

The last phase of the Louisville Water Company (LWC) Frankfort Avenue Main Replacement Project is underway and traffic patterns changed effective May 9.

First, eastbound Frankfort Avenue traffic needs to detour. The detour is on Stilz Avenue to Lexington Road and then to Cannons Lane.

Second, westbound Frankfort Avenue is open through the construction zone.

Third, Reservoir Avenue has closed at Frankfort Avenue. Residents using the Crescent Hill Reservoir, Mary T. Meagher Aquatic Center, and the Crescent Hill Golf Course will have access from Brownsboro Road. 

LWC expects Phase II will be completed between May – September, with final restoration in October. By August it hopes to open east and westbound lanes on Frankfort Avenue.   

The Frankfort Avenue crossing at Reservoir Avenue will not be open to pedestrians while the intersection is closed. Once LWC is finished with Frankfort Avenue and a new sidewalk between Pennsylvania and Reservoir is complete, pedestrians will be allowed to cross. Pennsylvania Avenue is not a good place to attempt a pedestrian crossing at any time.  The safest pedestrian crossing during this phase of the project will be at Hillcrest Avenue.

Please drive and walk carefully in the area as we all adjust to these new traffic and pedestrian crossing patterns.

Multiple Ways to Comment on the Budget

Louisville Mayor Greg Fischer submitted his proposed FY 23 Operating and Capital Budgets on April 28 and Metro Council’s Budget Committee, which I chair, has begun some thirty hearings on the budget.  You can find the recommended budgets on the Metro Council website. The “District Download” podcast has an extensive discussion of the budget process.

There are multiple ways for you to comment on the budget.

An online form for written budget comments is now available on the Metro Council website. Comments will be taken through June 3 at 5:00 p.m.

The Council’s Budget Committee schedule includes two opportunities for three-minute public comments about the budget, in person or via WebEx.

  • May 18, 2022 at 6:00 p.m. (A link on the Metro Council website will be active on May 17 from 3:00 p.m. to 4:30 p.m. to sign up to speak on May 18)
  • June 2, 2022 at 6:00 p.m.  (A link on the Metro Council website will be active on June 1 from 3:00 p.m. to 4:30 p.m. to sign up to speak on June 2)

Heart of St. Matthews Beautification Project – May 14

Please join local St. Matthews businesses for the 2022 Heart of St. Matthews beautification project on Shelbyville Road in St. Matthews this Saturday, May 14. The event will kick off at 8:30 a.m. at Independence Bank, 3901 Shelbyville Road. (Please do not park in the bank parking lot). Free donuts and coffee will be provided. Volunteers will be power washing the streets, planting trees, installing twenty-four planter boxes and doing general litter cleanup. To register, please use the QR code. Crescent Hill Courts Donations

As announced in the last eNews, the District 9 office has partnered with Metro Parks to completely renovate the Crescent Hill Tennis Courts, which will include the resurfacing of four dilapidated tennis courts, the creation of four new pickleball courts, and new fencing around the courts. The District 9 office has allocated $175,000 towards the $350,000 total cost. Construction is scheduled to begin in July.

We have also partnered with the Parks Alliance of Louisville to raise additional funds for these courts, which will be used for a new backboard, windscreens and other smaller costs associated with the renovation. Enrollment now open for Spring LIHEAP Subsidy Cooling Component

Applications are now being accepted for the 2022 Low-Income Home Energy Assistance Program (LIHEAP) Spring Subsidy Cooling Component. This federally-funded program is designed to help offset the cost of higher electric bills due to rising temperatures. Applications will be accepted now through June 17, 2022, or until funds are depleted.

Jefferson County residents wishing to apply must schedule an appointment utilizing the automated appointment system.  Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week.

Rental Assistance Available

Louisville Metro exhausted all rental assistance funds allocated through American Rescue Plan in March of 2022.  But help is still available! 

Jefferson County residents may now apply for rental assistance through the Kentucky Housing Corporation. More information is here.


Complete Streets Coalition Seeking Members

Louisville Metro Government’s Department of Public Works is recruiting members for the recently established Complete Streets Coalition. The coalition was created through amendments to Louisville Metro’s Complete Streets Ordinance. These amendments require the formation of a committee which will have the defined and unique function of reviewing public projects to ensure Metro roadways are designed with consideration of all users, which will make our city and D9 safer, healthier, and more economically vibrant. This coalition plans to meet monthly for 1-2 hours once formed.

The Farmers Are Back!

The St. Matthews Farmers Market is back for its 16th year this Saturday at Beargrass Christian Church, 4100 Shelbyville Road.  The market was founded in May 2007 by a small and very determined group of members of Beargrass Christian Church.  They had three objectives in mind:

  • Creating a festive, family-friendly Saturday event, available free to everyone from late spring to early fall
  • Providing a vibrant sales venue for local farmers looking to sell their home-grown produce; at that time, few such markets existed in Louisville or had available space for growth
  • Continuing their congregation’s long tradition of reaching outside the church walls to serve the wider Louisville community

9th Annual How-To Festival – May 14

After a two-year hiatus, the Louisville Free Public Library’s annual How-To Festival is back for its ninth year! Taking place on the second Saturday in May, How-To is an annual tradition for thousands of Louisvillians looking for something entertaining, interactive, and educational to do after Derby is over.

LFPL is excited to once again offer attendees the chance to learn how-to-do more than 50 different things in five hours, all for free. From learning how to be a circus performer to canning your own vegetables to making amazing cake sculptures, “how-to” sessions cover a range of skills taught by local experts.

The How-To Festival takes place on Saturday, May 14, from 10:00 a.m. to 3:00 p.m. at the Main Library, 301 York Street. Sessions will be located in more than 15 areas throughout the building and surrounding grounds, transforming the entire library into a giant classroom. Food trucks will be onsite.

Shakespeare in Story Avenue Park –May 15

Kentucky Shakespeare’s FREE Shakespeare in the Parks tour’s final performance in D9 is Sunday, May 15 at 6:30 pm at Story Avenue Park, 1519 Story Avenue.  Backup rain space is The Pointe, 1205 E Washington St. Thanks to White Clay for co-sponsoring this performance.

Audience members are invited to bring their own chairs and blankets for this free, family-friendly community event.

Poorcastle Festival – May 20-22

Poorcastle Festival is back in Breslin Park, corner of Lexington Road and Payne Street, later this month. This event will host musicians, local businesses, artists and vendors from May 20 to May 22. Tickets range from $10 – 25 and may be purchased online here.

Pop-Up Drop-Off Event – May 21

Pop-Up Drop-Offs are free recycling and large item disposal events for residents of Jefferson County. Through a partnership between the Department of Public Works, the Waste Management District, and Metro Council, these events are held monthly, through November, at various locations.

The May event is scheduled for Saturday, May 21, from 10:00 a.m. – 2:00 p.m. at UofL Shelby Campus, 440 N. Whittington Parkway.

Residents can recycle electronics, tires, and scrap metal, dispose of prescription medication and bulky items, and compost yard debris. Items must be separated into those various categories for easy off-loading at each area. Limitations and guidelines are found at Louisvilleky.gov/PopUpsNote: on-site paper shredding is not available at this event.

The goal is to give all Jefferson County residents opportunities to dispose of unwanted items properly and to keep as much material out of the landfill as possible. 

Future events will be announced and are posted on the Recycle Coach app calendar.

You can also recycle up to three electronic devices, up to four tires, and dispose of up to three large household items for free, year-round at the Waste Reduction Center at 636 Meriwether Avenue.

Crescent Hill Garden Tour – June 4

Save the date for the annual Crescent Hill Garden tour on Saturday, June 4, from 9:00 a.m. – 5:00 p.m. The tour will feature private gardens in the Crescent Hill neighborhood as well as the grounds of the historic Peterson-Dumesnil House.

Tickets are $15 each and may be purchased in advance here. Tickets may also be purchased the day of the tour at the Peterson-Dumesnil House, 301 S. Peterson Avenue, where the tour begins.

Proceeds from the tour benefit local community organizations such as United Crescent Hill Ministries, Waterfront Botanical Gardens, Brightside, the Peterson-Dumesnil House Foundation and the Ann Lacy Fund at Highland Presbyterian Church Nursery and Weekday School. Tour proceeds also fund the Crescent Hill Garden Club’s annual Appalachian Redbud Tree Giveaway Project. For more information about the tour, visit www.crescenthillgardenclub.org.

Mike will also discuss how Whitehall evolved from an overgrown property to become a beautiful estate garden.
