Fiscal Year 2022-2023 Budget Delivered to the Metro Council

During last Thursday’s meeting of the Louisville Metro Council, we received the Mayor’s Budget proposal for Fiscal Year 2022-2023. This proposal represents approximately $1.3 billion in spending priorities outlined by the Mayor during his approximately 45-minute speech. Citing significant increases in both local tax revenues as well as State and Federal funds, the Mayor explained how this budget was much different from his previous 11 proposals.

Highlights of the FY23 Budget:

  • Additional $25 million in Police operational expenditures plus funding to start the process of purchasing land and planning for a new police training facility.
  • New cameras and body scanners to improve the conditions at our jail and to support officers who are tasked with protecting the persons located within.
  • Significant increases are also proposed for the Health Department
  • Paving, sidewalks, and deferred maintenance will be kept at their current levels
  • No increases in fees, new or adjusted taxes.
  • $10 million to be added to Metro Government’s “Rainy Day Fund”
  • Capital expansions at the Zoo ($10 million) and Waterfront Park ($4 million)
  • $30 million for potential Federal matches that might result from numerous grant opportunities that are expected in the next calendar year.

Now that the Mayor has presented the Metro Council with his budget, I and my colleagues on the Metro Council will begin the process of reviewing the proposal. On May 9th the Metro Council will hold its first hearing of the two-month review process as we receive an overview of the budget as well as details on the revenue and economic conditions within our community. In total the Metro Council will hold approximately 40 hours of hearings with dozens of department leaders. The Metro Council is scheduled to vote on the final FY23 Budget on Thursday, June 23, 2022.
