Institute of Traffic Engineers recognizes Louisville Metro's John Swintosky
The Eastern Parkway Transportation Plan won the “2021 Complete Streets Special Project Award” by the Southern District of Institute of Traffic Engineers (SDITE).
The Eastern Parkway Transportation Plan was recognized for its innovative data collection processes and dedication to uphold Olmsted design principles through context sensitive solutions.

When Frederick Law Olmsted, Sr. designed an interconnected parks and parkways system for Louisville in the 1890s, the modern Complete Streets movement was a century away. The renowned landscape architect was ahead of his time: Olmsted’s design philosophy embodied safe and well-balanced multimodal thoroughfares with minimal conflict points, environmental resilience, and appealing aesthetics of “trees over green.”
This plan provides recommendations for the design of a rehabilitated Eastern Parkway that serves our modern transportation needs, all while preserving Olmsted’s original vision as a multimodal tree-canopied corridor. Louisville Metro continues to explore funding options to construct recommendations made in this plan.
