City announces operator of Safe Outdoor Space
“The Hope Village” will provide temporary, outdoor accommodations
for unsheltered residents

LOUISVILLE, Ky. (January 18, 2022) - Louisville Metro Government’s Office of Resilience and Community Services (RCS) today announced it has selected an operating manager for the city’s Safe Outdoor Space, a pilot project where individuals experiencing homelessness can live temporarily outdoors, with access to food, showers and outreach services, located at 212. East College St.

Local nonprofit The Hope Buss will oversee the $1.5 million project to outfit and operate the Safe Outdoor Space. The Hope Buss was founded by Stachelle Bussey to combat hopelessness by addressing community crisis and root causes, including homelessness.

Called “The Hope Village,” the Safe Outdoor Space will be equipped with tents, portable facilities, water and electricity access, and client-centered case management, which will link residents to community partners who provide supportive services. Services will include a Common Assessment, which identifies housing needs, substance abuse counseling, mental health, and housing navigation.

“As a compassionate city, our goal is to help those who are experiencing homelessness transition into more stable shelter and then put them onto a path to permanent, supportive housing,” said Mayor Greg Fischer. “Thank you to the teams at Resilience and Community Services, Louisville Forward, and The Hope Buss for working together to provide more shelter options for Louisvillians and setting us on a path to end homelessness.”

The Hope Village is an evolving part of a multipronged approach designed to create shelter and housing for individuals experiencing homelessness. In August 2021 after identifying a site for the space, the city issued a Notice of Funding Availability to solicit proposals from non-profit organizations to serve as operator of the site. Applications were reviewed by a panel made up of subject matter experts and stakeholders to determine the best fit. Presentation Academy to Host

FREE COVID-19 Vaccine Clinic on January 29

Louisville, KY (January 19, 2022) - Presentation Academy, in partnership with La Casita Center and Norton Healthcare, will host a free COVID-19 vaccine clinic on Saturday, January 29, from 10 a.m.-1 p.m. The clinic is open to anyone ages 12 and older and who needs to receive their first, second or third Pfizer vaccination. The clinic will be held in the school’s Arts & Athletic Center, located at 900 S 4^th Street.

Patients should register at https://nortonhealthcare.com/campaigns/covid-vaccine/clinic-presentation/ and, walk-ins will also be accepted. The first 50 families who register and attend the clinic will receive a $25 gift card to Kroger.

Presentation Academy was one of 27 organizations awarded a grant from the Kentucky Association of Health Plans’ (KAHP) “Healthy Together Through Vaccinations” community grant program. The initiative aims to increase COVID-19 vaccine acceptance and access by empowering organizations across KY with grants of up to $25,000 to pursue efforts toward improving vaccination rates through outreach, communication, education, training, transportation, and/or support.

Presentation used its $5,000 grant to organize the clinic; work with La Casita Center to develop Spanish language vaccination materials; and provide transportation for those who need it to a vaccination clinic.

Louisville Zoo Welcomes Back Party for the Planet: A Month-Long Celebration of the Earth Powered by LG&E and KU Foundation Call for Trashformation Contest Entries The Louisville Zoo invites students of all ages throughout the state of Kentucky to get involved in its 10th annual Trashformation: A Trash-to-Treasure Art Contest for Students. This annual contest is part of the Zoo’s Party for the Planet: A Month-Long Celebration of the Earth, powered by the LG&E and KU Foundation. “We’re thrilled to once again welcome our community and visitors back to enjoy the Party for the Planet celebration,” said LG&E and KU Vice President of Corporate Responsibility and Community Affairs Angie Evans. “We can learn so much by simply connecting with one another, nature and the world around us. It’s also a great opportunity to foster a love of environment in our children and get them thinking about how we can all do our part to help preserve the earth.”   Kentucky students are encouraged to communicate the importance of recycling and sustainability through art. Using only recyclable items, students’ art submissions should express or interpret “Reuse, Reduce and Recycle.” Trashformation is open to all public, private, parochial and homeschool students from preschool through 12th grade. The contest is open to individual students or groups of four or more. Students are asked to register for the program and submit photographs or videos of their art at louisvillezoo.org/trashformation.  All entries must be made from recyclable materials. Registration for the contest is appreciated by Saturday, February 19, 2022. Each student may enter only one project. A panel of judges will choose one winner from each category. On Saturday, March 26, 2022, the Louisville Zoo will host a press conference where Zoo officials and special guests will announce the winners and distribute awards. Louisville Metro Office of Resilience and Community Services now accepting applications for LIHEAP Crisis and LIHWAP programs Eligible residents can apply for heating, water, and wastewater assistance

LOUISVILLE, Ky. (January 20, 2022) - Louisville Metro Office of Resilience and Community Services is now accepting applications for the annual Low Income Home Energy Assistance Program (LIHEAP) Crisis Component and the new Low Income Home Water Assistance Program (LIHWAP). Applications will be accepted first come, first served during designated enrollment periods or until funds have been expended.

LIHEAP and LIHWAP can assist households, up to and including 150 percent of the federal poverty guidelines, who meet the program eligibility requirements. Benefits are paid directly to the household’s vendor.

The LIHEAP Crisis component is available through March 31, 2022, to assist households who demonstrate a home energy crisis situation. Crisis benefits will cover the minimum needed to alleviate the crisis not to exceed $600. Households can reapply each time they experience a crisis situation until they reached their maximum benefit.

LIHWAP, an emergency assistance program authorized by ARPA (the American Rescue Plan Act), provides water and wastewater assistance through various components through September 30, 2023, or until funding is exhausted. Applications for the Subsidy and Crisis Components will be accepted through June 1, 2022.

• LIHWAP Subsidy: Households can receive a one-time water service benefit ranging from $50 to $400 depending on income level, housing category, and water service benefit type.
• LIHWAP Crisis: Households experiencing a water and/or wastewater crisis can receive assistance for the minimum to alleviate the crisis not to exceed $800. Households can reapply each time they experience a crisis until they have reached their maximum benefits.

Eligible households can apply for one or both components and participation in prior LIHEAP programs will not affect a household’s eligibility. Households must meet eligibility requirements, including income guidelines.

Appointments are required in advance to apply for LIHEAP and LIHWAP to make a drop-off appointment at one of seven locations utilizing an automated appointment system described below.  Residents can apply for both LIHEAP and LIHWAP with one single appointment. Read More

The Works Week

Yard Waste Temporarily Suspended

Due to staffing shortages related to COVID-19, yard waste collection in the Urban Services District has been temporarily suspended. Yard waste collection is the only service impacted by this. All other sanitation services such as garbage, recycling, and large item collection, litter abatement, homeless encampment cleaning will continue to be provided as scheduled.

The Christmas tree drop-off sites will remain open and will now also accept all yard waste that is in compliance with curbside guidelines. Containers used to bring yard waste to the drop-off sites must be taken back by residents. The Hubbards Lane site will also instantly recycle Christmas trees into mulch that will be offered back to residents for home use. Those wishing to receive mulch must bring an appropriate container in which to carry it. All lights and ornaments should be removed from trees before they are dropped off.  HOURS & LOCATIONS Tuesday-Saturday, 9 a.m. to 5 p.m. Waste Reduction Center closes at 3 p.m. on Saturdays.  East District Recycling Center, 595 N. Clean Collaborative Report - Jan. 10-16

Below is the weekly update on the Clean Collaborative Crew’s actions from January 10, 2022, to January 14, 2022. The crew cleaned approximately 74.86 curb miles and collected 442 bags, 33 Tires, and 201 other items. Other items include everything from vehicle wreckage to illegally dumped bulky items. Also, from January 10 to January 16, the Louisville Downtown Partnership’s Clean Collaborative Crew collected 244 pounds of litter and debris in their downtown expanded area.

Since January 2022, the Clean Collaborative Crew has removed 695 bags of litter, 223 tires, and 421 other items from 112.78 curb miles. In addition, Louisville Downtown Partnership’s Clean Collaborative Crew has collected a total of 546 pounds from their downtown expanded area since January 2022.

Dog of the Week: We've checked, the galaxy is not on Orion's Belt but love is written in the stars for the one who adopts this spunky dog. Orion's Belt shines bright thanks to his friendly, happy nature - and melts hearts with how sweet he is. The photogenic puppy's adoption fee is waived for an approved adopter plus, every large dog adoption includes a FREE dog crate! Orion's Belt weighs about 40lbs. He's already neutered, microchipped, and up-to-date on vaccinations.  He can be tested with other dogs and cats by request. LMAS Giving Away Free Dog Crate with Every Adoption of Dogs Weighing 40 Pounds or more through Feb.14

Adoption promotion seeks to find forever homes for larger dogs that make up the majority population of pets currently in the LMAS Shelter

LOUISVILLE, KY (January 18, 2022) – Louisville Metro Animal Services (LMAS) announces ever adopter of a large-breed dog weighing 40lbs. or more will receive a free dog crate for their new four-legged friend through Feb. 14^th, thanks to funding from PetSmart Charities.

“We want to help adopters find their pawfect Valentine. While most adopters are looking for a small breed dog or puppy,” said Ashley Book, LMAS interim shelter director. “they are unaware most pets in our shelter are larger dogs whose size is the reason they haven’t been adopted.”

The first weeks in a new home can be stressful for a rescue dog, who must adjust to new people, a new environment, and a new routine. A crate provides a newly adopted pet a place to retreat, where a pet will feel safe while adjusting to life in their new home. Additional benefits of crates include being a great tool for house-training a puppy or new pet, a place to relax, sleep or nap; and can keep dogs out of mischief, when left unsupervised. Crates are also perfect for travel and trips to the veterinarian office.

“This promotion has been very successful in the past,” said Teeya Barnes, LMAS public information specialist. “Adopters not only recognize the many benefits of dog crates, they appreciate not having to purchase one. That’s an incredible value when combined with free adoptions for approved adopters.”

The Pay It Forward Free Adoptions (PIF) Program allows LMAS to waive adoption fees for adult dogs, 40lbs. or more. The PIF program never expires and has found homes for thousands of larger breed dogs that have entered the shelter since 2017, when the program was launched. Spay-Neuter, microchip, and vaccinations are included with every adoption. The dog crate giveaway ends Feb. 14^th or when supplies run out.

LMAS’ Animal House Adoption Center is located at 3516 Newburg Road. Walk-ins are welcome from 12-6 pm daily. Adoption fees are waived, but the review and approval process are not. Jefferson County residents must also purchase a one-year, renewable pet license - a requirement of the Louisville Animal Ordinance.

Crime Mapping

First Division

Major Shannon Lauder Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro. She was then promoted to sergeant in 2015, where she served in the 6th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4th Division. Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.

Fourth Division

Tiffany Tatum  Tiffany Tatum is a 23 year veteran of LMPD. She began her career with the former Louisville Division of Police in 1998. She patrolled in the 1st and 4th divisions. In 2016, she was promoted to sergeant and worked in the 2nd and 4th divisions before being appointed to the Professional Standards Unit. In 2019, she was promoted to lieutenant and was appointed to Special Investigations Unit until transferring to the 1st division. She was recently promoted to Major in the 4th division.
