Notice of Public Meeting for a Title V Construction Permit
The Louisville Metro Air Pollution Control District will hold a virtual public meeting on January 11, 2022, from 6:00 p.m. to 7:00 p.m. The subject of the meeting is a proposed Title V construction permit for The Chemours Company FC, LLC. The proposed permit would allow the company to install equipment needed for a HFC-23 (greenhouse gas) reduction project. This meeting is an opportunity for members of the public to learn about the proposed permit, ask questions, and discuss the project with Air Pollution Control District staff.

This meeting is not an opportunity for members of the public to make a formal public comment on the permit. Comments may be made at any time through the end of the public comment period on January 18, 2022 by using this online comment form or at the APCD office during business hours.

What is the purpose of this permit? This permit is being issued to allow Chemours to install equipment needed Chemour’s HFC-23 (trifluoromethane) reduction project. HFC-23 has a large Global Warming Potential. HFC-23 is not a Volatile Organic Compound (VOC), a Hazardous Air Pollutant (HAP), or a Toxic Air Contaminant (TAC).

Will this permit increase air pollution? This permit will authorize the facility to install and operate equipment that has a potential to emit VOC emissions (chloroform) of 0.299 tons per year and total HAP emissions (chloroform, chlorine, hydrochloric acid (HCl), and hydrogen fluoride) of 0.779 tons per year. This new equipment is part of a larger project by Chemours to reduce HFC-23, a potent greenhouse gas, in order to comply with the American Innovation and Manufacturing (AIM) Act and U.S. EPA’s HFC-23 reduction rule. Chemours proposed HFC-23 reduction project is planned to reduce chloroform and HCl plantwide by replacing two existing chloroform storage tanks with one new pressurized tank and adding the new HCl stripping column to more effectively remove and capture HCl.

Does this facility have a history of non-compliance? This facility has not had any non-compliance issues since 2011. The compliance history is detailed in the Statement of Basis.

Additional information, including emissions units, potential and past actual emissions, applicable rules, and air pollution control equipment, are summarized in the Statement of Basis. The Draft Permit details the application of these rules to the emissions units and air pollution control equipment and includes the monitoring, recordkeeping, and reporting that the District deems is necessary to demonstrate compliance.
