Christmas tree drop-off

Christmas tree drop-off sites are available for all Louisville/Jefferson County residents at three locations. The Hubbards Lane site will also instantly recycle Christmas trees into mulch that will be offered back to citizens for home use. Those wishing to receive mulch must bring an appropriate container in which to carry it. All lights and ornaments should be removed from trees before they are dropped off.

First confirmed case of omicron variant in Louisville

Although Louisville has come a long way with vaccinations, LMPHW Associate Medical Director Dr. SarahBeth Hartlage reported that the first case of omicron has been confirmed. The 26-year-old patient had no travel history, mild symptoms and completed her vaccination series earlier this year but had not had a booster dose. After the patient was diagnosed, she was treated with monoclonal antibody infusion therapy and “is doing well,” she said. “The jury is out on how severe omicron may or may not be, but it’s very, very contagious and very transmissible,” Dr. Hartlage said. “We need to remind everyone that a small percentage of a very large number is still a large number. Even if a percentage of folks having severe infections is low, it can still place a big strain on the healthcare system.” Learn more at louisvilleky.gov/covid19. Winter yard waste and recycling schedule

Since the amount of yard waste generated is far less in the winter, the schedule is adjusted for a more efficient collection. This year, from mid-January to mid-March, yard waste will be collected EVERY OTHER WEEK on the opposite week of recycling. Residents do NOT need to make a request for yard waste collection. The Recycle Coach calendar will be adjusted and citizens can view their calendar and set reminders using the app.

During the weeks without yard waste collection, all Louisville residents are invited to drop off yard waste for FREE at the Waste Reduction Center. Yard waste must be bagged and bundled according to curbside collection rules. Accepted material includes leaves, twigs, straw, pine needles, shrubbery trimmings, Christmas trees, and branches and tree trimmings that are less than 2 inches in diameter and less than 4 feet long. Material may be in reusable containers, in paper or compostable bags, or bundled for easy off-loading. (Businesses and unbundled loads will be charged a fee as usual.) 

The Waste Reduction Center, 636 Meriwether Avenue, is open Tuesday – Friday, 8 a.m. to 5 p.m. and Saturday, 8 a.m. to 3 p.m.

Residential yard waste will only be accepted for free during the weeks of January 11, January 25, February 8, February 22, and March 8.

 Regular weekly yard waste collection will resume the week of March 14. 

Appointments now being accepted for LIHWAP, the new Low Income Household Water Assistance Program

Eligible residents can apply for water, and wastewater assistance

Louisville Metro Office of Resilience and Community Services is accepting appointments for the new Low Income Household Water Assistance Program, or LIHWAP. LIHWAP is a temporary emergency water/wastewater program intended to help low income households and families during the COVID-19 pandemic. 

Similar to the longstanding LIHEAP (Low Income Home Energy Assistance Program), LIHWAP will assist Jefferson County households within 150 percent of the federal poverty guidelines, but with water and wastewater benefits instead of home energy.

LIHWAP is federally funded through the Consolidated Appropriations Act and the American Rescue Plan Act of 2021.

LIHWAP will consist of two components: 1) the Crisis Component which provides assistance to eligible households experiencing a home water service crisis, and 2) the Subsidy Component which provides assistance to all eligible households regardless of the status of their water bill.

The Crisis Component operates from now through June 1, or until available funds have been expended. The Subsidy Component will begin operating January 10, however pre-registration opportunities are available for elderly and those with disabilities who are eligible.

The LIHEAP Crisis program which provides heating assistance will begin on Jan. 3, 2022 and appointments will begin being accepted late December utilizing the same appointment system as LIHWAP.

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Due to Covid-19, guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

Dog of the Week: Akando Akando’s report card is full of C’s: Cozy, Confident, Champ. Those are just a few words to describe the approximately one-year-old Pit Bull mix. Akando gets along great with other dogs and tested well with children. He just recently turned one year old so he still has a lot of puppy energy, making him a good candidate for an active family. Akando’s already house broken and crate trained. His adoption fee is waived for an approved adopter, thanks to the Pay It Forward Free Program. Studio Louisville | Preston Corridor Exhibition open

Studio Louisville is a collaborative design studio at the University of Kentucky that treats design as a lever for promoting a healthier and more just future for Louisville and Jefferson County.

In fall 2021, a multidisciplinary group of UK graduate and undergraduate students from architecture, interiors, landscape architecture, geography, and urban design worked with a team of professional planners and consultants to analyze the diverse spatial qualities of the Preston Corridor and propose a series of multiscalar design interventions that align with the priorities of stakeholder groups represented in various planning documents.

Focusing on issues of social equity, healthy environments, and climate justice, the exhibition assembles the student research and design work and invites visitors to engage in conversation about the possibilities for Preston Corridor.

The Studio Louisville | Preston Corridor Exhibition is at the Healthful City Design Studio in the Republic Building, Second Floor, 429 W. Muhammad Ali Boulevard. The exhibition is supported by the University of Kentucky's Brown-Forman Visiting Chair in Urban Design, and University of Louisville's Urban Design Studio.

Full Moon Hike, Monday, January 17, 5:30 to 7:30 p.m. Start your new year walking under the Wolf Moon! Prior to the introduction of modern timekeeping, Moons were named based on environmental conditions of the time. The January Full Moon goes by many names such as cold moon, snow moon and hunger moon. Wild Winter Days at the Zoo

The Louisville Zoo’s Kroger Wild Winter Days, through Feb. 28, features discounted winter admission and a Dare to Care food drive.

The Zoo is proud to team up with Kroger and Dare to Care again to help struggling families in our community. Guests who bring at least one canned food item per person may purchase tickets at the Zoo windows for $9.50 per adult and $6.50 per child/senior ticket. Details are available at www.louisvillezoo.org/wildwinterdays.

To date, the Zoo has collected nearly 25,000 pounds of food thanks to the generosity of its guests. That is the weight of two African elephants like Mikki.

The Zoo is open daily year-round. Fall/winter hours continue through March 20 from 10 a.m. to 4 p.m. (stay until 5 p.m.). The Zoo is closed on Thanksgiving, Christmas and New Year’s Day.

METCO small business and commercial renovation loans expanding eligibility this year

For 40 years, the Metropolitan Business Development Corporation (METCO) Board has supported small businesses across Jefferson County through a variety of loan programs, including this year, when it approved nearly $3.2 million in low-interest loans to assist small businesses.

The METCO Board, which oversees all of Louisville Metro Government's small business loan programs, approved the expansion to its Business Accelerator and Commercial Renovation loan programs at its December meeting after Metro Council approved $1.5 million in new funds for the small business loan program earlier this year.

The Business Accelerator Loan is now available to small businesses operating in any low- to moderate-income neighborhood in Jefferson County. The Commercial Renovation Loan is now available to commercial properties that are in serious need of repair regardless of occupancy; the loans were previously restricted to properties that had been vacant for a substantial amount of time. By removing the vacancy requirement, METCO hopes to jumpstart the renovation of more spaces that could be occupied by a business.

Earlier this year, the board also approved another program revision allowing cooperatively owned businesses to borrow from METCO as long as shareholders or owners with interest equaling 50 percent or more provide limited personal guarantees.

In total, METCO approved nearly $3.2 million in low-interest loans, assisting 42 small businesses in 2021. The board approved more than $2.4 million in traditional METCO loans to 26 businesses, leveraging nearly $17.2 million in investment throughout the city. Of those, 11 of the businesses or projects are located in west Louisville, representing over $507,250 in loans and $1.8 million in total investment.

The METCO Board also allocated the last of its Small Business COVID-19 Relief Loan Program funds – just over $744,000 – to 17 businesses. Created in September 2020, the program provided small businesses negatively impacted by the pandemic with low-interest loans of up to $50,000 to pay for expenses that would sustain the business. The board awarded $2.2 million of the program’s funds to 54 businesses in 2020.

The small businesses that obtained METCO loans in 2021 include:

• Good Brothers Pharmacy, a Black-owned pharmacy that was approved for $200,000 in Small & Disadvantaged Gap Financing loans to buildout a space, market the business, and build up inventory.
• Highview Ice Cream and Coffee, an ice cream parlor and coffee shop on Outer Loop that received a $32,000 Midi loan, which helps cover start-up or expansion costs, to outfit a mobile shop.
• Health Careers Training Institute, a minority- and women-owned business that provides nurse aide training. The institute received a $30,000 Business Accelerator loan to build out and purchase equipment for a new office at 1626 W. Chestnut Street.
• Lil Genius Childcare, a minority- and woman-owned daycare center that received a $110,000 Small & Disadvantaged Gap Financing loan to put towards a down payment to purchase 1121 W. Broadway.
• Elements Massage, a member-based massage therapy business on Herr Lane that received a $50,000 COVID-19 Relief Loan and a $19,000 Midi loan to buildout its space and for onboarding and supplies.

Since the city-county merger in 2003, METCO has made 654 loans, totaling over $41 million to 515 small businesses or to individuals for commercial property renovations.

METCO administers all of Louisville Metro Government's small business loan programs, including its façade, accessibility, business accelerator, and gap financing loans. The loan program allows public-private partnerships between government and private business ventures that further neighborhood services, vitality and quality of life in the Louisville community.

The METCO board meets on the third Thursday of the month at 9 a.m. During the pandemic, meetings have been held virtually. The meeting schedule for 2022 is January 20, February 17, March 17, April 21, May 19, June 16, July 21, August 18, September 15, October 20, and December 8.

Know of a local non-profit needing lawn care equipment? 

Submissions are now open for the inaugural Lawn Care for Cleaner Air Community Equipment Grant Program. The grant will award a package of professional-powered, electric lawn equipment to a local non-profit organization. The package of equipment is valued at $1,256 and includes an electric mower, trimmer, blower, and extra rechargeable battery that powers all three tools. The Grant is an extension of Air Pollution Control District’s Lawn Care for Cleaner Air program, which incentivizes the purchase and use of electric-powered lawn equipment in order to reduce air pollution from gas-powered engines.

TreesLouisville's Residential Shade Tree Rebate Program continues

Thanks to a generous grant from the Louisville Metro Department of Parks & Recreation, TreesLouisville is excited to announce another round of its Residential Shade Tree Rebate Program! To participate, purchase and plant an eligible shade tree on your residential property and apply to receive $30 back on up to three trees. This program is open to residents of Jefferson County, KY on a first-come, first-serve basis until all funds have been claimed. Low-income households may qualify for a ten-percent sewer bill discount under a new Emergency Wastewater Rate Assistance Program (EWRAP) offered by MSD. For more information, click here, call 540-6000 or email.

Senior citizens age 65 or older with a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

The Louisville Water Foundation works with community agencies to help customers keep their water turned on. Drops of Kindness offers residential and business customers help with resolving unpaid bills and reducing future financial obligations. If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify. More information is here. Louisville Free Public Library's adult winter reading program is underway

Louisville Free Public Library’s annual winter reading program for adults, Books & Brews 502, is on! Whether you choose to curl up with a good book and a hot cup of coffee, or meet up with friends at stops along the Louisville Ale Trail, Books & Brews 502 will make it fun and rewarding this winter. The Adult Winter Reading Program is free and runs through February 28.

Participants earn points by reading books and attending library programs, including Books & Brews 502 events at participating coffee shops and breweries. The more points you earn, the more chances you have to win prizes.

New to this year’s Books & Brews 502 is the B&B 502 Passport. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Call 502-574-7111 for non-emergency related help or to find a towed vehicle. Call 574-LMPD to report crime tips. These LMPD divisions serve sections of District 10: Link to LMPD Fourth Division  Link to LMPD Fifth Division Link to LMPD Sixth Division LMPD working in District 10 have asked us to share this reminder: please call the LMPD non-emergency number, instead of sending an email, if you're seeing suspicious activity in your neighborhood. Sending emails to LMPD delays response, and officers need to be dispatched for the activity. These citations continue the nuisance abatement process. Are you looking for a public place to exchange items you've sold online? Do you share custody of a child and are looking for somewhere to exchange custody? The Louisville Metro Police Department is providing MetroSWAP Zones outside of some Division offices. There is 24 hour video surveillance. LMPD recommends: Agree to meet the person ONLY at a MetroSWAP station. Meet only during daylight hours. Tell someone you trust where you are meeting and at what time. Meet in the parking lot. There will be two designated parking spots at each location for use. Make this interaction brief and to the point. RecycleCoach app helps Louisville Metro customers with collection reminders, recycling information and more

Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Download from the App Store or Google Play.

Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
