Louisville Water has an upcoming project to install a new water main. They are hosting a virtual neighborhood meeting on Tuesday, December 14 from 6:30-7:30 pm to provide details of the project and to answer questions.
The project involves installing a new water main on St. Andrews Church Road, Blanton Lane, Mills Drive and Alreva Road. The entire project is expected to last 6-8 months. They have already started in the Lowe’s parking lot and expect to be on Mills Drive in mid-January. Following the work on Mills, crews will move to Blanton Lane. This phase of the project is scheduled for February to April. The final phase will involve St. Andrews Church Road.
Following construction, they will complete restoration of yards and the road will be paved from curb to curb. During construction, sections of Alvera, Mills Road and Blanton Lane will be closed but residents will have access to their home.

Local basketball standout Robbie Valentine is hosting a free three-day youth basketball camp, with the support of sponsors, at the Cyril Allgeier Community Center. During this camp, geared toward boys and girls of all skill levels, youth will learn the fundamentals of basketball as well as the principals of teamwork and individual responsibility.
In addition to learning fundamentals of basketball, participants will hear from guest speakers who will stress the importance of education and its connection to success.
The basketball camp will take place December 27, 28, 29 from 11:00am – 1:00pm at the Cyril Allgeier Community Center and is open to 100 students ages 6-16. In addition, city officials noted that registration is now underway for Louisville Parks and Recreation’s youth basketball leagues taking place this winter. Leagues are open to youth 6-16, with registration ending December 31 (or when leagues are filled). Games will take place at the Southwick, South Louisville, California, and Molly Leonard Portland community centers.

The Adult Winter Reading Program is free and runs from December 1 through February 28. Participants earn points by reading books and attending library programs, including Books & Brews 502 events at participating coffee shops and breweries. Simply visit participating breweries during their designated B&B502 week and get your Passport stamped. Get 10 or more stamps and you will be eligible for a chance to win a Brewgrass Gift Basket. Participants can accumulate more points by attending adult library programs, including all craft and maker programs, arts and culture events, classes, and book discussions.

As part of the road repair, LG&E will be relocating the gas line from the downhill side of the road to the uphill side. The relocation will be where the existing sidewalk is now, from approximately the hydrant at the bottom of the slide up to near the uphill end of the guardrail.
Unfortunately, the sidewalk will be removed and it will not be replaced until the project is completed, as they will need this area to shift traffic once the slide arrest operations begin.
This relocation will start Monday, December 13th and should be complete by Thursday the 23rd. MAC Construction, Miller Pipeline, and others will be on site. Please expect periodic times of flagged traffic in a one lane configuration.

The work proposed is facade renovations which include completely removing the existing facade and constructing a new storefront framing and glass curtain wall with a new ACM facade above. A vehicle delivery area will be created on the north side of the building. The existing entrance element on the facade will be removed and a new Hyundai Arch element will be installed. A vehicle display pad at the drive entrance will be added. An addition is proposed to extend 36' to the east. This addition will provide for two vehicle detail bays and photography bay. A second addition is proposed to the south of the service bay, generating two additional service bays and additional storage space for large parts and equipment. The two additions will add 3,855 sf to the existing building of 18,120 sf or an additional 21%.

COVID Booster
Gov. Andy Beshear signed an executive order that qualifies every person 18 years old or older and living or working in the commonwealth to get a COVID-19 vaccination booster six months after their second dose of the Moderna or Pfizer COVID-19 vaccines, or two months after a single-dose Johnson & Johnson COVID-19 vaccine.
The Governor said Kentucky was seeing declines in COVID-19 case numbers and the test positivity rate for many weeks, but recently those numbers have begun to plateau or even slightly increase.
As of Wed., Nov. 17, more than 437,000 Kentuckians had received a booster.

- Register or check your registration info at GoVoteKY.com. Since many people have been purged from the voting rolls or have changed their last name and/or moved, everyone needs to make sure that all their voting information is correct, including phone numbers and email address. If a person does not have internet access, they can call the Jefferson County Board of Elections at 502.574.6100.
- A change in your political party affiliation must be done before December 31, 2021. Kentucky has closed primaries, so a person can only vote for the candidates of the party in which they registered. Independents will only be able to vote in the May primary for non-partisan races, such as the judicial races.
- Encourage people who will turn 18 years old ON or before Tuesday, November 8, 2022 to register to vote now. They can then vote in the Kentucky May Primary even at 17 years old. The deadline to register to vote in the 2022 May primary is Monday, April 18, 2022

Louisville Metro Office of Resilience and Community Services began accepting appointments for the new Low Income Household Water Assistance Program, or LIHWAP. LIHWAP is a temporary emergency water/wastewater program intended to help low income households and families during the COVID-19 pandemic. Similar to the longstanding LIHEAP (Low Income Home Energy Assistance Program), LIHWAP will assist Jefferson County households within 150% of the federal poverty guidelines, but with water and wastewater benefits instead of home energy.
LIHWAP is federally funded through the Consolidated Appropriations Act and the American Rescue Plan Act of 2021.
LIHWAP will consist of two components: 1) the Crisis Component which provides assistance to eligible households experiencing a home water service crisis, and 2) the Subsidy Component which provides assistance to all eligible households regardless of the status of their water bill.
The Crisis Component operates from now through June 1, 2022, or until available funds have been expended. The Subsidy Component will begin operating January 10, 2022, however pre-registration opportunities are available for elderly and those with disabilities who meet the other criteria listed below under eligibility.
Appointments are required in advance to apply for LIHWAP to make a Drop-off appointment utilizing an automated appointment system described below.
How to apply: Jefferson County residents meeting eligibility can call the automated scheduler at 502-991-8391 or visit online at louisvilleky.cascheduler.com.
Eligibility for Crisis Component:
- Households within 150% of 2021-22 Federal Poverty Guidelines, and
- Louisville Water/MSD account in arrears, or
- Active payment plan due to arrears, or
- Received a past due or disconnect notice, or
- Water service has been disconnected.
Eligibility for Pre-registration of Subsidy Component:
- Households within 150% of 2021-22 Federal Poverty Guidelines regardless of the status of their water bill, and
- Households including elderly individuals (60 years or older) or persons with disabilities who receive a fixed income (Social Security, SSI, pension or Black Lung benefits).
Applicants who meet the criteria for the Crisis Component will also be processed for the Subsidy Pre-registration. Starting Jan. 10, all income households in Jefferson County can apply for the LIHWAP Subsidy Component.
Documentation:
- Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
- Proof of all household’s (all members) income from the preceding month. All individuals 18 or over in the household with no income -- and no way to document that status such as a Food Stamp Award letter -- must have a Proof of No Income Form completed prior to applying for benefits. These forms are available at the LIHWAP Drop Box locations, or online at louisvilleky.gov/LIHEAP.
- Include most current Louisville Water Company bill and/or MSD bill
- Proof of arrearage, payment plan due to arrearage, past due, or disconnect notice for the Crisis Component
- Completed and signed LIHWAP Application form and Family Member Profile form downloaded at gov/LIHEAP or found at the LIHWAP office Drop boxes.
Copies of LIHWAP documentation should be dropped off at the LIHWAP site you select, on the day of your appointment. Applicants will be contacted by LIHWAP staff within 72 hours (3 business days) of the appointment time.
For the Crisis Component, households can receive assistance for the minimum needed to alleviate the water and wastewater crisis up to $800. Households can reapply until they reached the maximum benefit. For the Subsidy Component, the benefit range is between $100 - $400, depending on household size and type, income level and other criteria.
Payments for LIHWAP will be made directly to the vendors (i.e. Louisville Water Company, MSD).
Louisville Water is reminding customers who may still have an outstanding balance, to take advantage of the Drops of Kindness Program, which offers flexible, no-interest payment plans and additional help from community agencies through the Louisville Water Foundation. The LIHEAP Crisis program which provides heating assistance will begin on Jan. 3, 2022 and appointments will begin being accepted late December utilizing the same appointment system as LIHWAP.

BISSELL Pet Foundation is bringing hope to shelter pets across the country this holiday season with its “Empty the Shelters – Holiday Hope” adoption event Dec. 6 – 20. During each nationwide event, BISSELL Pet Foundation sponsors reduced adoption fees of $25 or less per cat, dog, puppy and kitten. This event will be hosted in more than 200 shelters in 40 states, including Louisville Metro Animal Services (LMAS).
LMAS will participate December 9-11 by offering free adoptions for all dogs, cats, puppies and kittens at Animal House Adoption Center, located at 3516 Newburg Road. Animal House will be open from 12:00-6:00pm during the four-day event. Every adoption includes spay or neuter, microchip, and vaccinations.
