Appointments now being accepted for LIHWAP, the new Low Income Household Water Assistance Program

Eligible residents can apply for water, and wastewater assistance

As of Tuesday, Louisville Metro Office of Resilience and Community Services began accepting appointments for the new Low Income Household Water Assistance Program, or LIHWAP. LIHWAP is a temporary emergency water/wastewater program intended to help low income households and families during the COVID-19 pandemic. 

Similar to the longstanding LIHEAP (Low Income Home Energy Assistance Program), LIHWAP will assist Jefferson County households within 150 percent of the federal poverty guidelines, but with water and wastewater benefits instead of home energy.

LIHWAP is federally funded through the Consolidated Appropriations Act and the American Rescue Plan Act of 2021.

LIHWAP will consist of two components: 1) the Crisis Component which provides assistance to eligible households experiencing a home water service crisis, and 2) the Subsidy Component which provides assistance to all eligible households regardless of the status of their water bill.

The Crisis Component operates from now through June 1, or until available funds have been expended. The Subsidy Component will begin operating January 10, however pre-registration opportunities are available for elderly and those with disabilities who meet the other criteria listed below under eligibility.

How to apply:
Jefferson County residents meeting eligibility can call the automated scheduler at 991-8391 or visit online at louisvilleky.cascheduler.com.

Eligibility for Crisis Component:

• Households within 150 percent of 2021-22 Federal Poverty Guidelines, and
• Louisville Water/MSD account in arrears, or
• Active payment plan due to arrears, or
• Received a past due or disconnect notice, or
• Water service has been disconnected.

Eligibility for Pre-registration of Subsidy Component:

• Households within 150 percent of 2021-22 Federal Poverty Guidelines regardless of the status of their water bill, and
• Households including elderly individuals (60 years or older) or persons with disabilities who receive a fixed income (Social Security, SSI, pension or Black Lung benefits).

Applicants who meet the criteria for the Crisis Component will also be processed for the Subsidy Pre-registration. Starting Jan. 10, all income households in Jefferson County can apply for the LIHWAP Subsidy Component.

 Documentation:

• Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
• Proof of all household’s (all members) income from the preceding month. All individuals 18 or over in the household with no income -- and no way to document that status such as a Food Stamp Award letter -- must have a Proof of No Income Form completed prior to applying for benefits. These forms are available at the LIHWAP Drop Box locations, or online at louisvilleky.gov/LIHEAP.
• Include most current Louisville Water Company bill and/or MSD bill
• Proof of arrearage, payment plan due to arrearage, past due, or disconnect notice for the Crisis Component
• Completed and signed LIHWAP Application form and Family Member Profile form downloaded at gov/LIHEAP or found at the LIHWAP office Drop boxes. 

Copies of LIHWAP documentation should be dropped off at the LIHWAP site you select, on the day of your appointment.  Applicants will be contacted by LIHWAP staff within 72 hours (3 business days) of the appointment time.

For the Crisis Component, households can receive assistance for the minimum needed to alleviate the water and wastewater crisis up to $800. Households can reapply until they have reached the maximum benefit. For the Subsidy Component, the benefit range is between $100 and $400, depending on household size and type, income level and other criteria.

Payments for LIHWAP will be made directly to the vendors (i.e. Louisville Water Company, MSD).

Drops of Kindness Program
Louisville Water is reminding customers who may still have an outstanding balance, to take advantage of the Drops of Kindness Program, which offers flexible, no-interest payment plans and additional help from community agencies through the Louisville Water Foundation.  For more information, visit https://louisvillewater.com/DropsofKindness or call 583-6610.

LIHEAP Program
The LIHEAP Crisis program which provides heating assistance will begin on Jan. 3, 2022 and appointments will begin being accepted late December utilizing the same appointment system as LIHWAP. 

Both programs are administered locally by Louisville Metro Office of Resilience and Community Services (RCS).

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Due to Covid-19, guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

From LWC: Louisville Water is in the early stages of a three-year project to upgrade our water meters. Dog of the Week: Akando Akando’s report card is full of C’s: Cozy, Confident, Champ. Those are just a few words to describe the approximately one-year-old Pit Bull mix. Akando gets along great with other dogs and tested well with children. He just recently turned one year old so he still has a lot of puppy energy, making him a good candidate for an active family. Akando’s already house broken and crate trained. His adoption fee is waived for an approved adopter, thanks to the Pay It Forward Free Program. December 18 - German-American Club December Biergarten

German-American Club December Biergarten Come out this weekend for the final Biergarten of 2021! Happy hour is from 4 to 6 p.m., and German food and the live band will begin at 6 p.m. Entry is free and family friendly. Studio Louisville | Preston Corridor Exhibition open

Studio Louisville is a collaborative design studio at the University of Kentucky that treats design as a lever for promoting a healthier and more just future for Louisville and Jefferson County.

In fall 2021, a multidisciplinary group of UK graduate and undergraduate students from architecture, interiors, landscape architecture, geography, and urban design worked with a team of professional planners and consultants to analyze the diverse spatial qualities of the Preston Corridor and propose a series of multiscalar design interventions that align with the priorities of stakeholder groups represented in various planning documents.

Focusing on issues of social equity, healthy environments, and climate justice, the exhibition assembles the student research and design work and invites visitors to engage in conversation about the possibilities for Preston Corridor.

The Studio Louisville | Preston Corridor Exhibition is at the Healthful City Design Studio in the Republic Building, Second Floor, 429 W. Muhammad Ali Boulevard. The exhibition is supported by the University of Kentucky's Brown-Forman Visiting Chair in Urban Design, and University of Louisville's Urban Design Studio.

On this guided hike, an experienced naturalist and birdwatcher, will help participants to identify some of Louisville’s beautiful birds. Participants will learn ID tips such as field marks, behavior, habitat, vocalizations and more. This is for all skill levels of birding, ages 12 and up.

Full Moon Hike, Monday, January 17, 5:30 to 7:30 p.m. Start your new year walking under the Wolf Moon! Prior to the introduction of modern timekeeping, Moons were named based on environmental conditions of the time. The January Full Moon goes by many names such as cold moon, snow moon and hunger moon. Wild Winter Days at the Zoo

The Louisville Zoo’s Kroger Wild Winter Days, through Feb. 28, features discounted winter admission and a Dare to Care food drive.

The Zoo is proud to team up with Kroger and Dare to Care again to help struggling families in our community. Guests who bring at least one canned food item per person may purchase tickets at the Zoo windows for $9.50 per adult and $6.50 per child/senior ticket. Details are available at www.louisvillezoo.org/wildwinterdays.

To date, the Zoo has collected nearly 25,000 pounds of food thanks to the generosity of its guests. That is the weight of two African elephants like Mikki.

The Zoo is open daily year-round. Fall/winter hours continue through March 20 from 10 a.m. to 4 p.m. (stay until 5 p.m.). The Zoo is closed on Thanksgiving, Christmas and New Year’s Day.

We are proud to announce ClerkAlert, a new notification system that notifies property owners about records filed in their name or business name. ClerkAlert helps prevent mistakes, fraud, or errors by creating an extra layer of security by opting for electronic notifications when there are changes to your property. This notification system protects against scams, gives more notice, and delivers better record-keeping.

Louisville Free Public Library adds Book Bike to its outreach fleet

The Louisville Free Public Library has a new set of wheels to take their services directly to patrons. The Library’s first Book Bike—made possible through partnership with the Library Foundation and a $150,000 grant from the PNC Foundation—was unveiled this week.  Librarians soon will pedal their way into Louisville communities to reach children at risk of falling behind in educational development. The new, bright yellow Book Bike is pedal-powered and comes equipped with an electric motor assist, an umbrella and plenty of storage for books. With only half of Jefferson County preschoolers testing ready for kindergarten and just 35 percent of fourth graders scoring at or above proficient in reading, the Book Bike is a welcome tool as LFPL continues working to provide equitable access to education and programs.

Know of a local non-profit needing lawn care equipment? 

Submissions are now open for the inaugural Lawn Care for Cleaner Air Community Equipment Grant Program. The grant will award a package of professional-powered, electric lawn equipment to a local non-profit organization. The package of equipment is valued at $1,256 and includes an electric mower, trimmer, blower, and extra rechargeable battery that powers all three tools. The Grant is an extension of Air Pollution Control District’s Lawn Care for Cleaner Air program, which incentivizes the purchase and use of electric-powered lawn equipment in order to reduce air pollution from gas-powered engines.

TreesLouisville's Residential Shade Tree Rebate Program continues

Thanks to a generous grant from the Louisville Metro Department of Parks & Recreation, TreesLouisville is excited to announce another round of its Residential Shade Tree Rebate Program! To participate, purchase and plant an eligible shade tree on your residential property and apply to receive $30 back on up to three trees. This program is open to residents of Jefferson County, KY on a first-come, first-serve basis until all funds have been claimed. Assistance

Low-income households may qualify for a ten-percent sewer bill discount under a new Emergency Wastewater Rate Assistance Program (EWRAP) offered by MSD. For more information, click here, call 540-6000 or email.

Senior citizens age 65 or older with a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

The Louisville Water Foundation works with community agencies to help customers keep their water turned on. Drops of Kindness offers residential and business customers help with resolving unpaid bills and reducing future financial obligations. If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify. More information is here. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Louisville Free Public Library's adult winter reading program is underway

Louisville Free Public Library’s annual winter reading program for adults, Books & Brews 502, is on! Whether you choose to curl up with a good book and a hot cup of coffee, or meet up with friends at stops along the Louisville Ale Trail, Books & Brews 502 will make it fun and rewarding this winter. The Adult Winter Reading Program is free and runs through February 28.

Participants earn points by reading books and attending library programs, including Books & Brews 502 events at participating coffee shops and breweries. The more points you earn, the more chances you have to win prizes.

New to this year’s Books & Brews 502 is the B&B 502 Passport. Created in collaboration with the Louisville Ale Trail, the B&B 502 Passport is your chance to win an additional prize just by visiting Louisville breweries during their designated week and get your Passport stamped. Get 10 or more stamps and you will be eligible for a chance to win a Brewgrass Gift Basket.

Participants can accumulate more points by attending adult library programs, including all craft and maker programs, arts and culture events, classes, and book discussions. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Call 502-574-7111 for non-emergency related help or to find a towed vehicle. Call 574-LMPD to report crime tips. The Louisville Metro Police Department is providing MetroSWAP Zones outside of some Division offices. There is 24 hour video surveillance. Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
