Gov. Beshear Authorizes COVID-19 Vaccination Boosters for All Kentucky Adults

Governor said boosters help address waning vaccine immunity

FRANKFORT, Ky. (Nov. 17, 2021) – Today, Gov. Andy Beshear signed an executive order that qualifies every person 18 years old or older and living or working in the commonwealth to get a COVID-19 vaccination booster six months after their second dose of the Moderna or Pfizer COVID-19 vaccines, or two months after a single-dose Johnson & Johnson COVID-19 vaccine.

The Governor said Kentucky was seeing declines in COVID-19 case numbers and the test positivity rate for many weeks, but recently those numbers have begun to plateau or even slightly increase.

“We are moving into the amazing holiday season with Thanksgiving, Christmas and other gatherings, which unfortunately are especially risky for COVID-19 being able to spread,” said Gov. Beshear. “Because of that, it’s more important than ever that we get people vaccinated and get people their boosters to push their immunity up to the highest levels, because over time that immunity wanes.”

Gov. Beshear noted that cases are spiking again across Europe, which increases his concern for the trajectory in Kentucky’s case numbers without increased vaccinations and boosters. Until today, based on U.S. Centers for Disease Control and Prevention guidance, Moderna and Pfizer booster shots have been limited to Kentuckians who are over 65, have significant underlying conditions or are exposed to many people through their work.

“Folks, you really need to get vaccinated and get this booster, and now it should be fairly easy. It’s going to make you much safer over the next several months,” said Gov. Beshear.

As of Wed., Nov. 17, more than 437,000 Kentuckians had received a booster.

At least five other states so far have taken similar steps to expand eligibility including, Arkansas, California, Colorado, New Mexico and West Virginia. According to reports, the Food and Drug Administration could authorize booster doses of Pfizer-BioNTech’s COVID-19 vaccine for all adults as early as this week.

Yesterday, Gov. “Make sure when you sit down at that Thanksgiving table with the people you love from multiple generations, you have the highest level of immunity to protect them,” said Gov. Beshear. “And if you’ve got kids like mine who are 5 and older, please get them at least their first vaccination dose before Thanksgiving.”

Redistricting

Metro Council passed an amended ordinance, by a vote of 19-7, to approve the newly drawn boundaries for Metro Council’s 26 districts.

The 2020 U.S. Census data was delayed because of the COVID-19 pandemic, leaving Metro Council a condensed timeframe to redraw district boundaries. After months of work and careful consideration, the maps for seven districts were adjusted to reflect the public’s feedback.

The new maps will go into effect upon the mayor’s signature.

Responsible for the administration, policy implementation and project management of the MSD Small, Local Business Enterprise Program (SBE Program). Meets business objectives for all Supplier Diversity department SBE business activities. Analyzes SBE online applications to determine program eligibility requirements are met. Researches, validates and updates the SBE online vendor registration management module. Reviews SBE prime contracts, SBE vendor lists, etc. Ensures SBE program policy compliance and compliance with local, state and federal regulations. Coordinates projects with both internal and external customers. Provides leadership, technical and managerial support, and guidance to Engineering, Operations, other MSD divisions, and the Procurement Department as it relates to the SBE Program. Leads and administers implementation of SBE Program projects from inception to completion in regards to performance, policy requirements, etc. Provides technical support, training and coaching on the various aspects of the SBE Program to all internal and external stakeholders, including SBE prime businesses. Serves as Supplier Diversity department liaison to the Engineering, Operations, and Procurement teams. Performs SBE recruitment and conducts outreach meetings with contractors, consultants and service vendors in regards to the SBE Program. Provides general department support as needed. Performs other duties as assigned.

Mayor Fischer joined members of Congress and the Biden Administration, as well as governors and fellow mayors, at the White House on Monday to celebrate President Biden signing the $1.2 trillion bipartisan Infrastructure Investment and Jobs Act.

The Infrastructure Investment and Jobs Act is critical for Louisville and Kentucky, the Mayor said, noting that the American Society of Civil Engineers gave Kentucky a C- grade on its infrastructure report card, which “underscores the need and illustrates the potential impact on millions of Kentuckians.”

Notice of Action on a Federally Enforceable District Origin Operating Permit (FEDOOP)

The Louisville Metro Air Pollution Control District (District) proposes to renew a FEDOOP operating permit for Riverside Paving and Contracting, Inc. (hot mix asphalt production facility) 263 Eiler Avenue, Louisville KY 40214 in accordance with Regulation 2.17. The 30-day public comment period starts on November 17, 2021, and ends on December 20, 2021. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Will this permit increase pollution? Operating Permit O-0150-21-F will not increase pollution since there is no new equipment being added.
Does this facility have a history of non-compliance? There has not been any notice of violation since the last issuance of the operating permit. See the Compliance History table in the Statement of Basis, page 11.
Where can I find out more? Additional information, including equipment descriptions, potential emissions, and applicable rules, are summarized in the Statement of Basis. The Draft Permit details the application of these rules to the equipment and includes the monitoring, recordkeeping, and reporting that the District believes is necessary to demonstrate compliance.

'This one is nasty y'all' | Elizabethtown PD posts warning about phone scam

The Elizabethtown Police Department (EPD) is warning the public after learning about a bank phone scam in the area. The department shared a post on Facebook detailing the scam Monday.

According to EPD, scammers are calling bank customers using a number that looks like it comes from a local bank. The scammer asks if the customer used their bank card out of state. Once the customer denies the charges, the person says they will cancel the bank card and issue a new one once the customer gives them the card's PIN number to confirm the cancellation.

EPD said the scammers make themselves look legitimate by having the last four digits of the customer's bank card and sending a confirmation text to the customer's phone.

Once the scammer has the customer's bank card information, they can use that card however they wish. They could clone the card to sell it to others or use it to make their own purchases.

Know Waste Ambassador

The mission of the Know Waste Ambassador program is to educate participants about waste reduction and disposal systems and empower them to make meaningful change for themselves and their community. Know Waste Ambassadors are required to attend virtual classes and facility tours. Classes will be once per week for 7 weeks in January and February and will be recorded (specific day/time to be determined). Participants will be provided volunteer opportunities and encouraged to be creative in how they engage with neighbors and community members on the topics of waste reduction and recycling.

Know Waste Ambassador Requirements

• Attend orientation session and six in-depth trainings on recycling, composting, waste management systems, and other waste initiatives. (These will take place on a weekday.) • Participate in educational tours of local waste facilities. (These will take place on a weekday.) • Fulfill a set number of volunteer hours and tasks annually to maintain certification. (Programs and events may take place on weekdays or weekends.) • Attend periodic sessions to stay up to date, provide feedback, and meet other Know Waste Ambassadors. • Be willing to share what you learn from the program with your community. • Background check required prior to volunteering at events or programs.

Mowing over leaves to mulch them back into your lawn is a great option for reducing waste. Mulching not only returns vital nutrients to the soil, but experts say that it can help your grass grow even better the following year! Never blow leaves into the street!

The Metro Public Works free leaf drop-off sites will be open Tuesday-Saturdays, November 9 through December 11. Drop-off will not be available on November 25 and 26 in observance of the Thanksgiving holiday. Only leaves will be accepted and they must be in paper/compostable bags or reusable containers. Containers used to bring leaves to the drop-off sites must be taken back by residents.

Thanksgiving waste collection delays and closings

There will be no residential garbage, recycling or yard waste collection within the Louisville Metro Urban Services District on Thanksgiving Day, Thursday, November 25, 2021.

Residents who normally have garbage/yard waste collection on Thursday will have service instead on Friday, November 26. The regular Friday collection will be delayed until Saturday, November 27.

To view your collection schedule and stay informed about changes, download the Recycle Coach app or use the app on the Public Works website. Residents outside the Urban Service District who rely on private haulers for garbage, recycling, and yard waste collection should consult those haulers about their holiday collection schedule.

Staffed recycling centers, the Waste Reduction Center, and the household hazardous waste facility, Haz Bin, will be closed Thursday, November 25 and Friday, November 26. Leaf drop-off will also not be available those days. All four services will resume on Saturday, November 27.

Clean Collaborative Crew - Weekly Report-Nov. 8-12

The Crew of 13 staff members and their equipment, fall under our Bulk Waste Department within the Solid Waste Management Services Division. They are primarily tasked with collecting litter and debris along Metro roadways.

Below is the weekly update on the Clean Collaborative Crew’s actions from November 08, 2021, to November 12, 2021. The crew cleaned approximately 98.6 curb miles and collected 246 bags, 6 Tires, and 70 other items. Other items include everything from vehicle wreckage to illegally dumped bulky items. Also, from November 08 to November 14, the Louisville Downtown Partnership’s Clean Collaborative Crew collected 271 pounds of litter and debris in their downtown expanded area.

Since February 2021, the Clean Collaborative Crew has removed 11,734 bags of litter, 818 tires, and 3,141 other items from 3,250.90 curb miles. Louisville Downtown Partnership’s Clean Collaborative Crew has collected a total of 15,881 pounds from their downtown expanded area since April 2021.

Goodwill’s Another Way Program participants collected litter on November 09, 2021. Please let me know if you have any particular streets you would like to see this group, and we can get them out there. Below are locations they were able to collect litter from last week which totaled 6.2 curb miles.

Rosie is special in more ways than one. The shy, black-and-white cat is a now member of the exclusive tripod pet club. Rosie’s leg was broken and needed to be amputated, when she arrived at the shelter. She spent some time recovering in foster care until she was ready to find a forever family. Her adoption fee is waived for an approved adopter, thanks to the Pay It Forward Program. Rosie is approximately two years old and weighs about seven pounds. Major Shannon Lauder

Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4^th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro.

She was then promoted to sergeant in 2015, where she served in the 6^th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4^th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4^th Division.

Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.

Tiffany Tatum

Tiffany Tatum is a 23 year veteran of LMPD. She began her career with the former Louisville Division of Police in 1998. She patrolled in the 1^st and 4^thdivisions. In 2016, she was promoted to sergeant and worked in the 2^nd and 4^th divisions before being appointed to the Professional Standards Unit. In 2019, she was promoted to lieutenant and was appointed to Special Investigations Unit until transferring to the 1^st division. She was recently promoted to Major in the 4^th division.
