Peace. On Thursday Metro Council will deliberate the second round of spending for the American Rescue Plan. I am on the work group that recommended spending for homelessness and affordable housing. We would dedicate $1.5 million to operate the safe outdoor space on College St, $4 million for home owner down payment assistance, $4 million for home repair, $7.5 million to renovate the safe outdoor space into permanent affordable housing, $32 million for permanent supportive housing, and $40 million for affordable housing. We also have over $11 million in extra housing funds that will be allocated based on recommendations from nonprofit partners. To see what else is proposed view the full ordinance here. It passed out of committee today.

Tomorrow, Tuesday, November 9th I'll be meeting with teenagers and their families interested in our internship. If you signed up but did not receive this invite please let me know. We'll have a lottery to select a cohort of 5 interns.

The mayor's office is drafting a state legislative agenda for next session. I'm working with them to prioritize our needs. Let me know if you have ideas.

A website has launched to offer the family and friends of Kentuckians lost to COVID an opportunity to memorialize their loved ones by writing and sharing stories. To view the virtual memorial click here

JCPS COVID-19 Vaccination Clinics

JCPS is holding a two-day vaccination clinic for all students ages 5 and up. The clinics will be set up at 24 schools across the district. Families can register for the vaccination on the JCPS website.  A limited number of walk-ins will be accommodated. While the primary focus for the clinics is on children 5-11, all eligible students will be available to receive the vaccination during the clinics. Eligible family and staff members will be able to receive Pfizer booster shots as well.

The clinics will be held Saturday, November 13 and Sunday, November 14  10 AM to 1 PM & 3 PM to 6 PM The second round of shots will be available on December 4-5. To sign up for a clinic click here (Enrollment Code: KY85104).

Legislation

  1. Homeless Protection Ordinance — We tabled this ordinance since so many council members were absent at the last meeting. We plan to vote on it at the full meeting Thursday, November 11th.
  2. Credit Discrimination Ordinance — This was tabled because of time but will likely be voted on in the next committee.
  3. Historically Black Neighborhoods Ordinance — To the read the latest draft please go here. We are drafting a land return policy to be added. The next neighborhood meeting will be in Russell.
  4. We have about a dozen drafts of other ordinances including ones about infrastructure prioritization, a gun buyback program, and a pilot jobs guarantee effort.
  5. The Phoenix Hill Neighborhood Association has been in negotiations with developer Weyland Ventures for a proposed tax increment financing (TIF) project in their neighborhood. It would include 295 units of market rate housing, 60 units of 30% AMI housing in a Family Scholar House, 130 hotel rooms & rooftop bar, 70,000 sq. ft. of commercial space, and a 280 car parking garage for approximately $115 million. The community benefits proposed include prioritizing current and past neighborhood residents for housing (including Clarksdale residents), at least two pocket parks, public programming for children and families with the Family Scholar House, targeted neighborhood hiring, at least $15 minimum wage, and food waste reduction for our unhoused population. We have co-sponsored in support of the Family Scholar housing and other benefits. You can view more details in the community benefits agreement (MOU) attached to the ordinance.

Settlement Reached for Explorer Claims

The Boys Scouts of America and its related local organizations and Louisville Metro Government, through its legal representative Jefferson County Attorney Mike O’Connell and his office, have negotiated a settlement that resolves all claims involving seven lawsuits related to the Boy Scouts of America Explorer program. Community Opportunities to Get COVID-19 Vaccines and Booster Doses

The Louisville Metro Department of Public Health and Wellness has teamed up with the Kentucky Nurses Association, Park DuValle Community Health Centers and the Kentucky National Guard to provide first-and-second doses as well as booster doses of COVID-19 vaccines for those who are eligible. Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a Plantwide Applicability Limit (PAL) construction permit to Ford Motor Company – Louisville Assembly Plant (Manufacturer of automobiles), 2000 Fern Valley Road, in accordance with Regulation 2.03 and 2.05. This permit is renewing a new ten-year PAL construction permit. Several Proposed Redistricting Maps Altered in Response to Public Input

The Metro Council Ad Hoc Committee on Redistricting proposed changes to the boundaries of seven districts in order to reflect recent public comment.  For more information click here

Rollout of Tobacco Retailer Licensing

Louisville Metro Council recently amended Louisville’s comprehensive smoke-free law to include a section (LMCO 90.11) requiring licenses for retailers selling tobacco, tobacco products, and/or electronic smoking devices. By January 1, 2022, all retailers selling tobacco, tobacco-related products, and/or electronic smoking devices and paraphernalia in Jefferson County, will need a tobacco license issued by the Department of Public Health and Wellness (LMPHW). Planning Commission 

You are invited to attend a review for an appeal of a Planning Director approval of a parking
waiver that reduced the minimum number of parking spaces from 47 to 42, a 10.6% waiver, for a
