Last year, I committed District 7 funds to Evolve502, a nonprofit helping JCPS students pursue a free two-year college degree, certificate, or training. The Evolve502 Scholarship allows eligible students to begin postsecondary studies tuition-free at any Kentucky Community and Technical College school, or Simmons College of Kentucky.
Evolve502 promised to keep me updated on how many students from District 7 enrolled in postsecondary education using the Evolve502 Scholarship. From the class of 2021, 14 students living in District 7 enrolled in postsecondary education through Evolve502. In total, nearly 600 JCPS students started on the path to postsecondary education tuition-free in August 2021.
Evolve502 is known as "Louisville's Promise." We certainly believe there is a promising future for these District 7 enrollees!
At the last Metro Council meeting several pieces of legislation passed. Here are the highlights:
Animal Abuse Ordinance
As detailed in last week's eNews, the ordinance I sponsored to address the undeniable link between the abuse of animals and violence against children or adults in the home passed unanimously. Thank you very much to all of you who wrote and called my office to thank me for sponsoring this legislation.
SAFE Program Funding
A resolution passed to continue the funding for the Sexual Assault Forensic Examiner (SAFE) Program at UofL Hospital. This program provides medical services to victims of sexual assault. This year, there was debate regarding oversight and review of the cases handled by nurses in the program. To allow for transparency and improved communication, an annual report will be provided by the SAFE Program to Metro Council. To quote directly from the resolution, "The report will include a complete review of the current processes, peer-review, and exam outcomes performed by the SAFE Program." The resolution was approved unanimously out of Committee and sent to Council. Before casting my vote on this resolution at Thursday's Council meeting, I asked about the previously discussed amendment to require additional review of cases. It was confirmed that the requirement for a physician review of cases had been removed from the resolution. Therefore, I voted for the extended contract and it was approved by Council.
More Trees
Did you know that the city of Louisville is known as an urban heat island? Rural areas have more plants, trees and grass than urban areas. Cities have sidewalks, streets, parking lots and buildings that trap more heat than grass and plants. This causes Louisville to routinely be hotter than surrounding rural areas. A resolution passed Council last week providing funds to buy more trees to add to Louisville's tree canopy.
Outdoor Dining
The Council voted to extend the period allowing temporary use of parking lots, open areas, and sidewalks for outdoor dining in response to the COVID-19 pandemic. Businesses will now have these options through the end of 2022.

The groundbreaking ceremony for the VA Medical Center will be ONLINE ONLY for the general public. Out of an abundance of caution given the current COVID status for Jefferson County, this event is being hosted as a “virtual event” and will broadcast live via the Robley Rex VA Medical Center Facebook page. Regrettably, this will not be conducted as a public event.

Art in City Hall is an annual exhibition program developed through a partnership of the Metro Council and the city’s Commission on Public Art (COPA), and administered through Louisville Forward. The program invites artists to submit works of art which are reviewed and selected for the exhibition by a Selection Committee. Selected artworks are exhibited for a one-year period in the entrance lobby, hallways, and public spaces within City Hall. Each artist selected to exhibit their work receives a $500 honorarium.

Mayor’s Week of Valor honors Louisville veterans and active-duty service members
LOUISVILLE, Ky. (October 29, 2021) – Mayor Greg Fischer and the Veterans Community Alliance of Louisville today announced the eighth annual Mayor’s Week of Valor – a series of events to honor and celebrate the contributions and sacrifices of active-duty military, veterans and their families.
Coinciding with Veterans Day, the 2021 Mayor’s Week of Valor will feature 17 educational, patriotic, community or civic events Nov. 2 through Nov. 13, 2021.
“We honor our veterans because our country’s enduring freedoms exist because throughout our history, brave men and women have stepped forward to join our military and defend the United States of America to keep us safe and to keep us free,” the Mayor said. “We’re asking everyone across the community to participate in the Week of Valor and to find some way to recognize, support, and honor our veterans.”
In keeping with COVID guidelines, several events this year are virtual. Others are drive-through or outdoors with limited attendance so guests can spread out.
Events include a Virtual 22 Push-Up Challenge on Nov. 6, USA Cares’ March of Valor on Nov. 7, and Age Friendly Louisville’s Virtual Veterans Appreciation event on Nov. 11. Also on Nov. 11, the VA will host a groundbreaking ceremony for a new VA Medical Center in Louisville.
One special feature of the week is the Veterans Day Parade taking place on Saturday, Nov. 6, between 11 a.m. and 3 p.m. at the Southeast Christian Church campus, 920 Blankenbaker Pkwy. This year’s event will once again be a Parade in Reverse, meaning that the different parade units will be stationary, and the crowd will drive through the parade grounds, honking horns and waving flags in celebration. Veteran's Club is hosting the 5th annual 22 Push-Up Challenge to bring awareness to Military Suicide. This event challenges the community to do 22 push-ups in remembrance of the 22 Veterans who die by suicide each day across our nation.
Each participant who completes the 22 push-ups will receive a challenge coin. This is free to event and refreshments will be provided by the American Foundation for Suicide Prevention.

Enter the Corridor of Freedom at Southeast Christian Church and drive-through waving to Veterans. This parade "in reverse" will feature Veteran & military units who will be stationed along the parade route, while residents are highly encouraged to decorate their vehicles with flags and positive messages for the Veterans!
This is a family friendly event and a great chance for the kids to participate in thanking the men and women who have fought both in the past and currently to keep our country safe.

JCPS is holding a two-day vaccination clinic for all students ages 5 and up. The clinics will be set up at 24 schools across the district.
Families can register for the vaccination on the JCPS website. A limited number of walk-ins will be accommodated.
While the primary focus for the clinics is on children 5-11, all eligible students will be available to receive the vaccination during the clinics. Eligible family and staff members will be able to receive Pfizer booster shots as well.
The clinics will be held November 13-14. The second round of shots will be available on December 4-5.

We are still searching for some more volunteers for our upcoming Appreciation Dinner that will be on Thursday, December 2nd at the Gillespie. Currently, we are looking for:
- 3 more people to assist with setup- setup begins at 9 am, and we want to wrap up around 3:30 pm or 4 pm.
- 6-8 more people to help during our event- tasks include greeting guests with programs, directing guests to certain locations (ex: bar, bathrooms, buffet line, etc.), and help catering service by serving food on the buffet line.
- If volunteers who help during the event could stay to assist with teardown, we would very much appreciate it.
We are also looking for any corporation, extra curricular organizations, or student affiliated organizations that may be interested in volunteering to do landscaping cleanup and reorganizing our storage space at one of our Respite Homes. With the seasons changing, we are looking for a group of individuals who can generously donate their time to gather leaves around our property, collect trash from our parking lot and tree lines, and tame our raised therapy garden beds.
For those who are interested in volunteering to help with landscaping, we ask that you all supply your own equipment such as:
- rakes
- gardening gloves
- trash bags
- leaf blower(s)
- extension cord(s)

The Metro Public Works free leaf drop-off sites will be open Tuesday-Saturdays, November 9 through December 11. Drop-off will not be available on November 25 and 26 in observance of the Thanksgiving holiday. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be taken back by residents
