Peace. The COVID-19 pandemic is far from over. There are more children across this state getting infected more than any other time during the pandemic. And overall we're on our way to record numbers again. Some of you have asked about sponsored activities but we don't think it would be responsible to continue with our plans while the county is in the red zone. We will follow through with some events we've committed to sponsoring but plan to cease remaining in-person events until further notice. In case you missed it — we want to rethink our town hall schedule. Please take this 3-question survey to help us make them more accessible. We have thousands of people receiving newsletters but less than a hundred results on this survey so far.

Louisville is finally piloting a Safe Outdoor Space for unsheltered residents. It will be in District 4 near Salvation Army. I've said repeatedly that the only solution to houselessness is housing. Until we address our 31,000+ housing gap for families at the bottom, we need every possible option for safe, transitional shelter. This space is one of those options. I'll debate until I lose my voice to get at least half of our American Rescue Plan dollars to address houselessness. This SOS has buildings onsite we could repurpose for housing. We should be proud of this move towards trying something different. Now let's get housing built.

CIVICS

Legislation

  1. Homeless Protection Ordinance — After almost 5 months of debate, the primary sponsors of this ordinance withdrew their sponsorship so the ordinance has died. We will now move forward with our original plans to amend this based on needs we discovered after the E. Market St encampment clearing in February.
  2. Reparations Resolution — We are co-sponsoring this resolution with Councilwoman Paula McCraney (D-7) in support of a federal reparations program for Black American descendants of slavery. It was tabled but will return to the Equity & Inclusion Committee on September 16th at 4:00 PM.
  3. American Rescue Plan Resolution — This resolution establishing priorities for our spending passed the budget committee. It will go to the full council this Thursday.
  4. Houseless Hate Crime Ordinance — This ordinance adds housing status to our bias-related crime (hate crime) ordinance. It was filed today. To help us advocate, please report any hate crimes you observe or have observed in the past against someone houseless, directly to our office. You can learn more about hate crimes here.
  5. Historically Black Neighborhoods Ordinance — We're hosting a feedback meeting with residents from various HBNs in California Park on Tuesday, September 7th at 6:30 PM. You can get updates about the HBN Assembly here.

CITY

Contract Agreements for Louisville Metro Police

Mayor Greg Fischer and Ryan Nichols, President of the River City Fraternal Order of Police (FOP),  have reached tentative agreements on new contracts for LMPD. For more information click here

Free Louisville Bats Tickets

The Louisville Bats will host two community nights, providing tickets, hot dogs, and soft drinks to non-profit groups who would not be able to afford a Bats game under regular circumstances.  These two nights are Wednesday, September 1st and Wednesday, September 8th.  Both games begin at 6:30 pm. Louisville Metro identifies property to pilot Safe Outdoor Space for unsheltered residents

Louisville Metro Government will purchase the property at 212 E. College St. and pilot a Safe Outdoor Space where individuals experiencing homelessness can live temporarily, secure their belongings and access supportive wrap-around services. In the future, the property could become a site for affordable housing. For more information click here.

Operator of Safe Outdoor Space Needed

Louisville Metro Office of Resilience and Community Services (RCS) has issued a Notice of Funding Availability (NOFA) for the operation and management of a Safe Outdoor Space for individuals experiencing homelessness. For more information click here

JCPS 

Jefferson County Public Schools (JCPS) officials broke ground on a new elementary school on West Broadway, marking the first district school to be built in West Louisville in more than 20 years. For more information click here

Butchertown, Phoenix Hill, and NuLu Neighborhood Plan

The Butchertown, Phoenix Hill, and NuLu Neighborhood Plan will look at these three communities to create a guiding document for future growth. Just east of downtown, the 6.3-square-mile study area includes some of the most vibrant and unique communities in Louisville. Historic homes, vibrant corridors, hospital campuses, social services, and world-class parks all come together to create one of the most livable parts of the city. The investigation will be led by the department’s Civil Rights Division and conducted by career attorneys and staff in the Civil Rights Division and in the Civil Division of the U.S. Attorney’s Office for the Western District of Kentucky.
