Frankfort Avenue Water Company Work

Louisville Water has begun a one-year project near the Crescent Hill Water Treatment Plant and there are major traffic changes in the area.  Frankfort Avenue westbound lanes are closed between Stilz and Reservoir Avenues.   One Frankfort Avenue eastbound lane remains open.  Later work in the year-long project will occur on Stilz Avenue and closer to Reservoir Avenue. The official marked detour for this highway is shown below but we all understand that most traffic will not use that detour and find other ways to get around the area. It’s very important that people drive very carefully on streets they are unfamiliar with and which are seeing increased traffic.

The work is in a very small area, but it is affecting the people who live close by and those who travel though the area - and it will for a year.  I’ve spent time trying to make sure that we let people know that Frankfort Avenue businesses are open and accessible.  Go visit them!  I also want to make sure that TARC bus routes remain as accessible to as many people as possible. TARC detours are set out below.  I have heard from many of you about delays, increased traffic and more. My office is passing along all of your concerns to Louisville Water and we’ll all do the best we can to get through this. 

The project is replacing one of the company’s oldest water mains and installing additional pipes to deliver more drinking water and increase the size and reliability of critical mains near the treatment plant.

As the work continues, your patience will be needed – and appreciated. I’m always reminded of a sign posted by Grace Immanuel United Church of Christ, located on Story Avenue, during an extended closure directly in front of the church - “Yes- road work is irritating but be thankful for clean water.”

LWC Frankfort Detour

TARC Detours on Frankfort Avenue

Due to the Louisville Water Company construction, a detour is in effect for TARC Routes #19 and #31, westbound, along Frankfort Avenue. The westbound routes will go south on Cannons Lane, west on Lexington Road and north on Stilz Avenue, before rejoining Frankfort Avenue.

TARC Detour

COVID-19 Cases Increasing

COVID-19 cases in Louisville and Kentucky continue to climb due to the highly transmissible Delta variant. Earlier this week, Governor Andy Beshear cited increasingly “dire” conditions and indicated that by the end of the week he expected more Kentuckians in the hospital with COVID-19 than at any point in this pandemic. In all Metro buildings, visitors are now required to wear face coverings, no matter your vaccination status.

Vaccination rates are slowly increasing. As of August 14, 71.69% of 40207 residents had received at least one shot; 67.14% of 40206 residents were partially vaccinated. Some areas of Jefferson County have much lower vaccination rates, in some cases just half of the 40207 rate. Moderna and Pfizer booster doses have been recommended by the FDA and CDC for people ages 12 and older with moderately and severely compromised immune systems. Anyone 12 and older can easily get vaccinated virtually any day.  The best way to access vaccines is at the website https://www.vaccines.gov/. Enter your zip code and vaccine sites near you will appear. You’ll find links to click and numbers to call.

For residents who don’t have access to technology or have difficulty using an online process, the staff at Louisville Metro’s COVID-19 Helpline, (502) 912-8598, can assist with scheduling an appointment.

Recycling Reminder and Updates

This is not a recycling collection week in Louisville’s Urban Services District (USD), under the new every other week schedule. Recycling will be collected next Friday, August 27. Yard waste and garbage collections remain on weekly schedules. If you have any missed services, please contact Metro311 at 574-5000 or Metro.311@louisvilleky.gov to report the missed collection, with your address, where you set out for collection and when it was missed. You can then follow-up with my office, referencing your service request (SR) number.

Metro is continuing the distribution of recycling carts with blue lids this week.  If you have requested a blue cart but not yet received it, thank you for your patience.  Deliveries are continuing but it may be a few more weeks.

Keep up with the schedule by downloading the Recycle Coach app. Learn more about this recycling cart project at Louisvilleky.gov/RecycleMore. Set reminders and allow notifications to hear from us if there are issues or delays in waste collections.


Sidewalk Improvements

Metro Public Works will be starting sidewalk repair work along Frankfort Avenue this week or early next week, depending on the weather. In the last year, we’ve appropriated almost $150,000 for Frankfort Avenue sidewalk repairs. The first step was precision cutting to repair trip hazards that could be fixed without replacing entire sections.  The work starting now will replace sidewalk sections that can’t otherwise be repaired. In a few cases, trees will unfortunately be removed as part of the work. Every tree will be replaced!

The budget Metro Council passed in June appropriated $2,000,000 for sidewalk repairs, and other D9 sidewalks will be repaired with part of that appropriation.  We’re using D9 funds for the Frankfort Avenue work because Metro general funds are not available for repair of sidewalks along state highways.

We know there is more sidewalk work to be done, not just along Frankfort Avenue. Fixing broken sidewalks and building new ones – from lower Frankfort Avenue to Cannons Lane (where work is underway to relocate utilities so we can build a sidewalk) - has been a priority for me and I’ll keep working on it.


Clifton Heights Bradley Greenway Improvements

Earlier this year, the D9 office appropriated $5,000 for improvements to the Clifton Heights Bradley Greenway. The Greenway is a walking path in the Clifton Heights Neighborhood, located off Lindsay Avenue across from Pryor Avenue.

Metro Parks has begun the improvement work, which includes a gravel pathway from Lindsay to the walking path, a kiosk with area information and rules, and a new garbage can, bench and signage at the entrance. Check out this hidden gem sometime!


Cannons Lane LG&E Work

LG&E is replacing the Cannons Lane Regulator Station, which serves as one of the major gas supply points to LG&E’s high-pressure distribution system. This station is critical to the ability to operate a high-pressure distribution system and reliably serve customers.  The project scope includes replacement of piping, regulation equipment, valves, control equipment, electrical systems, emergency electrical power, and buildings.  A new regulator station will be constructed adjacent to the existing regulator station, located at 554 Cannons Lane.

The project will increase the overall capacity and reliability, provide new gas measurement capabilities, improve pressure control, and replace aging infrastructure.  Construction of the new station will be completed in two phases to minimize the chance of potential outages to customers. 

Phase I will be completed between August and November 2021 and Phase II will be completed in June of 2022. 

Traffic in the area may increase as a result of the project.  Lane closures of Cannons Lane are expected to occur during Phase II of the project. 


The Women’s Cup – August 21

The Women's Cup is the most important international event our community has hosted since the Breeders' Cup, the Ryder Cup and Cyclocross World Championships.

The first games in the series were last night.  The final games are Saturday, August 21, with the third place game at 3:00 p.m. and the final at 6:00 p.m. Please help fill Lynn Family Stadium to reinforce the message that Louisville continues to embrace major events and that our hospitality industry city-wide is open for business.

Women’s Equality Day Program, “Storytellers” - August 28

Louisville Metro’s Office for Women, the Frazier History Museum, and the League of Women Voters Louisville are sponsoring a Women’s Equality Day Program on Saturday, August 28 at the Frazier, 829 West Main Street. 

Featured speakers include: Dr. Carolyn Mazloomi, author, curator, quilter, strong advocate for presenting and documenting African-American-made quilts, and Bess Lomax Hawes National Endowment for the Arts National Heritage Fellow and Hannah Drake, poet, activist, artist, and one of the creators of the (Un)Known Project, a memorial to enslaved Louisvillians. 

The program begins at 10:00 am, with vendors and networking from 9:00 to 10:00 a.m. and following the program.

LWV Community Forum on LMPD – August 25

The League of Women Voters will host a community forum on Wednesday, August 25, at the Lang House, 115 S. Ewing Avenue. The topic is LMPD Policing Reform: What Are the Issues? What Are the Solutions? Guest speaker is LMPD Police Chief Erika Shields. Networking begins at 5:30 p.m. and the program runs from 6:00 – 7:30 p.m.

Vaccinations are strongly encouraged. Regardless of vaccination status, all attendees will be required to wear a mask. This community forum will be recorded for delayed viewing. This event is free to attend, but seating is limited. Registration is required.

Sidewalks Are Not for Bicycles - Unless You're 10 or Under

I've received complaints recently about adults riding bicycles and scooters on the sidewalk, especially along Frankfort Avenue, and noticed a few myself in the last few days.  That's a dangerous habit - and it's against the law in Louisville. 

Riding on the sidewalk is a hazard to pedestrians, especially our blind and visually impaired neighbors, and bicyclists.  The League of American Bicyclists notes that when you are riding on the sidewalk, you must deal with many hazards: pedestrians, street furniture, signs, newspaper boxes, etc. These items don’t just make riding inconvenient; they also can make bicyclists invisible to drivers. 

We definitely need better and safer bicycle facilities and lanes all over Louisville and I have consistently supported those efforts. But riding on busy sidewalks presents serious issues and should be avoided.

Louisville ordinance provides that no person 11 years of age or older shall operate a bicycle on any sidewalk within the geographical boundary limits of Louisville Metro, and nobody of any age shall ride on the sidewalk downtown. Violations of the ordinance are punishable by fines of up to $50.


Louisville Bats Tickets for Non-Profit Groups

The Louisville Bats will host two community nights, providing tickets, hot dogs, and soft drinks to non-profit groups who would not be able to afford a Bats game under regular circumstances. These two nights are Wednesday, September 1 and Wednesday, September 8. Both games begin at 6:30 p.m.

The D9 office has a limited number of tickets available to non-profit groups. Example groups include mentoring organizations, social service agencies, underprivileged kids’ groups and more.

Tickets will be provided on a first-come, first-served basis. To request tickets, please contact Kyle Ethridge and include your non-profit organization name, mailing address, phone, email, game night requested and number of tickets requested.


Mary T. Meagher Closed Until September 6

The Mary T. Meagher Aquatic Center is currently closed for maintenance and cleaning, including replacement of the Olympic pool’s liner. The pool is scheduled to reopen on Monday, September 6, 2021.


Free Movies in St. Matthews Community Park

The Chamber of St. Matthews will host free movies in St. Matthews Community Park, 310 Ten Pin Lane in Trinity Stadium. All movies will begin at sundown. Bring a blanket or your favorite stadium seat cushion as all seating will be on bleachers at Trinity Stadium. No alcohol or smoking is allowed. Concessions will be sold (cash) on site.

  • Friday, August 20, Toy Story, gates open at 7:30 pm and movie starts around 8:30 pm
  • Friday, September 10, Zootopia, gates open at 7:00 pm and movie starts around 8 pm
  • Friday, September 17, Mary Poppins Returns, gates open at 6:45 pm and movie starts around 7:45 pm
