No USD Curbside Recycling This Week!

The new recycling schedule in Louisville's Urban Services District (USD) has started and this is the first week without curbside recycling.  Recycling resumes next week (Friday, July 30 for most of D9) and will occur every other week after that time.  (Garbage and yard waste collection remains on a weekly schedule and yard waste collection in D9 is back to Friday collections).  Keep up with the schedule with the Recycle Coach disposal calendar, alerts and more here.

We are gradually moving toward use of recycling carts, instead of the small 18-gallon orange bins, and residents who recycle have been receiving free 95-gallon blue-topped carts. Although the first round of recycling cart deliveries is complete, there are still many recyclers who have yet to receive one. If you’re still waiting, here’s what you need to know:

  1. If you have not already filled out the Recycling Cart Request Form, do that as soon as possible.
  2. If you HAVE filled out the form, please do not fill it out again.
  3. Metro Public Works (MPW) started delivering to addresses with Monday recycling collection and then moved to addresses with Tuesday recycling collection. Then Wednesday, and so on. (District 9 collects on Fridays, so it might be a few weeks).
  4. This second round of deliveries are being done by MPW crews (not contractors). Crews can only deliver about 85 carts per day and there are over 2,000 requests.
  5. While you wait for your new cart, you may continue to use your old 18-gallon recycling bin(s) as well as additional container(s) or cardboard boxes for recycling overflow. You may also utilize one of the recycling drop-off dumpsters. There are two in D9 – in the parking lot of the Mary T. Meagher Aquatic Center at 201 Reservoir Avenue and near the Bowman Field Driver’s License Branch at 3501 Roger E. Schupp Street.

COVID-19 Cases Increasing

COVID-19 cases in Louisville doubled in the last week and the more contagious and possibly more deadly Delta variant is now the dominant strain, health officials announced this week.

Though the city remains in the yellow, or second-to-safest zone, health department director Dr. Sarah Moyer said the city will likely be in the orange, or second worst, zone by the end of the week.

Nearly all serious illnesses and deaths are among people who are not vaccinated.  As of July 17, 64.54% of 40206 residents had received at least one vaccine shot; 69.28% of 40207 residents were at least partially vaccinated.  Both rates are among the highest in Jefferson County, where vaccination rates in the western and southern sections of the county remain relatively low, in some cases less than half of those in eastern zip codes.  Maps with vaccination rates by zip code are here.  Higher rates are in darker green colors.    

Anyone 12 and older can easily get vaccinated virtually any day.  The best way to access vaccines is at the website https://www.vaccines.gov/. Enter your zip code and vaccine sites near you will appear. You’ll find links to click and numbers to call.

For residents who don’t have access to technology or have difficulty using an online process, the staff at Louisville Metro’s COVID-19 Helpline, (502) 912-8598, can assist with scheduling an appointment.

Utility Assistance Available

Louisville is making additional funding available for its COVID-19 Utility Relief Program, starting with $2.5 million to help residents who have fallen behind on Louisville Gas and Electric Company (LG&E) bills as a result of COVID-19.

The funds are designed to assist residents with a past-due amount on an active LG&E account. The outstanding balance must have occurred since March 16, 2020, and customers will need to attest they have had a financial hardship during the pandemic.

Customers with outstanding balances could receive a one-time credit for up to $1,000 on LG&E bills.

An additional $2.5 million will be shared with Louisville Water Co. in the coming weeks; details on that spending are not yet finalized.

Funding for the Utility Relief Program comes from the first round of American Rescue Plan Local Fiscal Recovery funds (ARP), which have been approved to address the city’s most urgent needs. The LG&E funds will be distributed by the city’s Office of Resilience and Community Services (RCS) via the Neighborhood Place network.

Schedule a drop off appointment in advance at one of four Neighborhood Place Drop Boxes. Appointments can be scheduled by phone by calling 502-977-6636 or online at LGEHelp.itfrontdesk.com.

The federally funded LIHEAP Summer Cooling is also currently operating, providing cooling assistance for qualified residents separated in two components, Subsidy and Crisis.  Eligible households can apply for one or both components. Households must meet eligibility requirements, with a household income at or below 150% of the Kentucky median income.

LIHEAP, the Low Income Home Energy Assistance Program, is also administered through the Office of Resilience and Community Services. Check here for eligibility and how to apply.

American Rescue Plan Public Input – July 26 and Online

Louisville and other cities and counties across the country can make meaningful and long-lasting change with funds from the American Rescue Plan State and Local Fiscal Recovery funds.  Louisville Metro is receiving $388 Million from the federal law, which was shepherded through Congress this year by Rep. John Yarmuth.

We appropriated a relatively small portion of the funds in June, focusing on health-related needs, eviction prevention, utility assistance and additional “ambassadors” like the ones you see downtown.

The bulk of the funds remain to be distributed and we are happy to have received many public comments about ways to spend it at two hearings and through a public comment form. A final in-person public comment session is on Monday, July 26 from 6:00 – 8:00 p.m. at West Broadway Church of Christ, 3921 West Broadway.

Plus One Emergency Response

I was very happy to see the formal execution of an agreement between Louisville Fire Department and suburban fire departments, including St. Matthews Fire and Rescue, which will allow local departments to automatically provide mutual aid when responding to a fire or other emergency.

A half-mile buffer zone will be set up around each department's district. When there's a call within the buffer zone, units from both the home department and bordering department will respond.

Two serious fires in D9, near the Louisville Fire and St. Matthews jurisdictional border, accelerated calls for a change in policy, which I joined.

Leash Law Reminders

Recently I’ve received several calls and emails regarding reminders for the animal leash law in Louisville. I thought it might be helpful to share some information from the current Metro Ordinance.

All animals, excluding community cats, shall be kept under restraint at all times. 

Restraint shall mean on the premises of the owner or on premises which the animals’ presence has been explicitly allowed, and confined in a secure enclosure, or accompanied by the owner and under his/her direct control. If off the premises of the owner where permission has not been granted, the animal must be restrained by a lead or leash and under the control of a responsible person physically able to control the dog, or except for dangerous dogs, and potentially dangerous dogs, accompanied by a responsible person into an enclosed “off-leash” area designated by the Kentucky Department of Parks or the Metro Department of Parks and in conformance with all regulations and/or requirements imposed as a condition of utilizing such “off-leash” area by such Departments of Parks, or their designees.

There are eight Louisville Dog Run Association Parks, including the fenced-in area at Champions Park in D9. But, contrary to what some people apparently believe, it is illegal to allow dogs to run off-leash in the rest of Champions Park or elsewhere in Louisville.

Sanitary disposal of animal feces is required. Owners must have in their possession a suitable device for the picking up, collection and proper sanitary disposal of animal feces or manure. Owners are required to immediately remove all feces deposited by such animal(s) and dispose of same in a sanitary manner.


Pop-Up Drop-Off Event – July 24

Pop-Up Drop-Offs are free recycling and large item disposal events for residents of Jefferson County. Through a partnership between the Department of Public Works, the Waste Management District, and Metro Council, these events are held monthly, March through November, at various locations.

The July event is scheduled for Saturday, July 24, from 10:00 a.m. – 2:00 p.m. at Metro Fleet Services, 3515 Newburg Road.

Residents can have documents shredded, recycle electronics, tires, and scrap metal, dispose of prescription medication and bulky items, and compost yard debris. Items must be separated into those various categories for easy off-loading at each area. Limitations and guidelines are found at Louisvilleky.gov/PopUps

The goal is to give all Jefferson County residents opportunities to dispose of unwanted items properly and to keep as much material out of the landfill as possible. 

Future events will be announced and are posted on the Recycle Coach app calendar.

You can also recycle up to three electronic devices, up to four tires, and dispose of up to three large household items for free, year-round at the Waste Reduction Center at 636 Meriwether Avenue.

National Night Out Events – Tuesday, August 3

National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, more caring places to live. National Night Out enhances the relationship between neighbors and law enforcement while bringing back a true sense of community. Furthermore, it provides a great opportunity to bring police and neighbors together under positive circumstances.

LMPD’s 5th Division will host a National Night Out celebration at the Peterson-Dumesnil House, 301 S. Peterson Avenue from 6:00 – 9:00 p.m. This event is free and open to the public. Enjoy free food & drinks, door prizes, music, child ID cards, and more.

School Supply Donations

JCPS students return to the classroom in less than three weeks, on August 11. Two ministries in D9 are collecting school supplies for families in need.

United Crescent Hill Ministries (UCHM) is gathering monetary and backpack donations to support the families in our community so that everyone is ready for the upcoming school year. They are asking community members to sponsor a child/children with a $20 donation per child and a donation of a new backpack. All financial or backpack donations are appreciated. The Emergency Assistance Committee Members will purchase the needed school supplies based on donations received and distribute them to families.

To make a donation for the UCHM school supply drive, sponsors can visit UCHM’s website, or send checks to 150 South State Street, Louisville, KY 40206 with the memo line “school supplies”. Louisville Rowing Club – Rowing Camp

Louisville Rowing Club

The Louisville Rowing Club will host a rowing camp for rising 9th-12th grade boys and girls to learn the sport of rowing this summer!

Spend time with experienced coaching staff on the water and on land learning boat handling, rowing technique, general conditioning on the ergometer (rowing machine), and land-based workouts.  No experience is necessary!  The final session is being offered the week of August 2nd - 6th (MON-FRI) from 6:00 – 8:00 pm. Cost is $150.

Each day there will be approximately two hours of activity plus fun dry-land activities with your new crew. Once a camp is successfully completed, athletes interested in continuing will be provided with information regarding membership at LRC in the Junior Novice Program slated to begin in the fall.

Neighborhood Institute Fall Registration Open

The Lucille Leggett Neighborhood Institute is a neighborhood leadership-education program established in 1987 by the Center For Neighborhoods, a non-profit civic organization. The Neighborhood Institute equips neighborhood leaders with the resources necessary to effect positive change by acting through and with their neighborhood groups.

Classes will meet at the Center For Neighborhoods, 1126 Berry Blvd, every Tuesday from 6:00 - 8:30 p.m. beginning on August 17, with dinner provided.

The Neighborhood Institute Fall 2021 is open to all neighborhoods, Metro Council Districts and the whole community. There is no charge to attend, but space is limited.
