City’s Office of Resilience and Community Services and Neighborhood Place are open for face-to-face services
Louisville Metro Office of Resilience and Community Services and Neighborhood Place locations are now open to the public for face-to-face appointments.
The offices were temporarily closed for walk-in clients more than a year in response to the COVID-19 pandemic, but remained open for staff to fill essential functions, with some staff working remotely. Following the new COVID-19 guidelines from the CDC and in alignment with Governor Beshear’s rescinded mandates, the facilities are now open for in-person client meetings.
In order to continue to meet the need of high-volume programs, including Eviction Prevention assistance and LIHEAP (Low Income Home Energy Assistance Program), appointments will be required in advance for some services. See guidelines below.
Neighborhood Place All seven Neighborhood Place locations are open to serve residents Monday through Friday, from 8 a.m. to 4:30 p.m. by appointment only. To find a Neighborhood Place in their area, residents may call Metro311 at 311 or 574-5000, or visit https://louisvilleky.gov/government/neighborhood-place.
Neighborhood Place partner agencies will continue to offer a mix of drop-off and remote services in addition to in-person services, by appointment. See below:
- To schedule an appointment for Eviction Prevention assistance, call 502/308-3344 or visit louisvilleky.gov/Neighborhood Place starting Monday, June 28.
- For financial assistance administered by RCS (including food, transportation, childcare), contact the Neighborhood Place nearest you.
- For SNAP Food Benefits (food stamps), Medicaid, Temporary Assistance for Needy Families (KTAP/TANF), and Child Protective Services administered by the State’s Cabinet for Health and Family Services’ (CHFS) Department of Community Based Services (DCBS), call 1-855-306-8959.
- For Home Visitation administered by Healthy Start, call 574-6661.
- For Truancy Diversion administered by Jefferson County Public Schools (JCPS), call 313-HELP.
Neighborhood Place clients may be asked to wait in their vehicles to ensure adequate spacing in the waiting rooms. Guest/clients visiting Neighborhood Place are encouraged to follow the mask guidelines from the CDC and Governor Beshear in accordance with their health and vaccination status. While Kentucky’s statewide mask mandate has been lifted, employees may still choose to wear face coverings as this is a personal preference.
Senior Nutrition/Meals on Wheels The city’s Meals on Wheels continues to operate delivering to more than 1240 homebound senior clients once per week with a five-frozen meal pack until daily, meal delivery can resume.
Louisville’s senior congregate meal sites, which provide a nutritious lunch, socialization and activities for residents age 60 and over will begin reopening in stages by the end of the month.
“We all look forward to being able to get back together, and we are excited to provide these nutritious meals on site to our seniors,” said Marvita Starks, program manager for the city’s Senior Nutrition Program. “But even more important than the meals, is the social connection and wellbeing this service helps to foster among older residents.”

Free electric fan distribution for older adults and individuals with disabilities starting June 21
Thanks to the generosity of local businesses, community organizations, and residents, hundreds of electric fans have been collected to provide heat relief for older adults and people with disabilities.
The Fan Fair giveaway qualifications and guidelines are as follows:
- Person 60 years of age or older

Or documentation verified by a physician of a disability
- Resident of Jefferson, Oldham, Henry, Shelby, Spencer, Trimble or Bullitt Counties
- Proof of address and age
- One fan per household
- Household must not have functional central air conditioning
Qualified individuals may call one of the sites below for more information and instruction on how to receive a fan. Distribution of fans will begin on Monday, June 21. Appointments are required in advance. The locations include:

Fan Fair is an annual event sponsored by KIPDA Area Agency on Aging and Independent Living and Louisville Metro Office for Aging & Disabled Citizens (OADC). These organizations first joined forces in 2016 to implement a Fan Fair and Community Resource event in response to the numerous calls they received requesting heat relief. The Fan Fair/fan giveaway event is now in its sixth year.
Due to the COVID-19 pandemic, alternate plans were made for the 2021 Fan Fair to distribute fans at multiple sites in place of a larger, community gathering.
Monetary donations are still accepted and appreciated to purchase additional fans. Checks can be made payable to KIPDA, Attn: Fan Fair, mailed to 11520 Commonwealth Drive, Louisville, KY 40299.

Enrollment Now Open for Spring LIHEAP
In response to economic challenges caused by the COVID-19 pandemic, Louisville Metro Office of Resilience and Community Services, as part of the Community Action Agency network in Kentucky, is now taking applications for an added spring open enrollment period for the Low Income Home Energy Assistance Program (LIHEAP). Applications will be accepted through June 30, 2021, or until designated funds are depleted on a first-come, first-serve basis.
Applicants for the Spring LIHEAP must be residents of Jefferson County with a household income at or below 150 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $3,313.00). This program assists with electric/gas (LG&E) or other energy utilities, or rent if utilities are included. Residents can apply regardless of the status of their utility bills. The benefit amount awarded is based on an individual’s income and primary fuel type. Benefits are paid directly to the primary utility/fuel vendor (i.e. LG&E).
Jefferson County residents wishing to apply must schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week.
Copies of LIHEAP documentation, along with the downloadable Family Profile form and the Remote Processing form, should be dropped off at the LIHEAP site you select, on the day of your appointment. Applicants will then be contacted by LIHEAP staff within 72 hours (3 business days) of the appointment time.

Alley Action clean-up work continues in Area E the week of June 21
Click the map for a detailed view of Alley Area E. The Alley Action Clean-up initiative follows the same rotational format as the Large Item Pick-Up events (A,B,C, etc.), but due to its more involved nature, Alley Action, may be taking place in different areas as Large Item Pick-Up on a given week. Once a given alley area has been completed, a new area will be announced in the Works Week.

MetroSWAP - A Safe Zone for Online Sellers
Did you just sell an item online and need a place to meet to complete the transaction? Marketplace, Craig's List, and all other online sellers, if you are looking for a public place to exchange your items, look no further than in the parking lot of a police station. Do you share custody of a child and are looking for somewhere to exchange custody? Again, a great place to consider is at a MetroSWAP Zone.
The Louisville Metro Police Department is providing MetroSWAP Zones around the city. These areas are located outside of some of our Divisions. There is 24 hour video surveillance.
Tips for using MetroSWAP:
- Agree to meet the person ONLY at a MetroSWAP station.
- Meet only during daylight hours.
- Tell someone you trust where you are meeting and at what time.
- Meet in the parking lot. There will be two (2) designated parking spots at each location for use.
- Make this interaction brief and to the point.

Be informed about crimes with LMPD's crime mapping website
The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical.
Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Call 502-574-7111 for non-emergency related help or to find a towed vehicle. Call 574-LMPD to report crime tips.
Please call the LMPD non-emergency number, instead of sending an email, if you're seeing suspicious activity in your neighborhood. Sending emails to LMPD delays response, and officers need to be dispatched for the activity. These citations continue the nuisance abatement process. Report an issue now with the Metro311 Online Reporting system
For more than 30 years, Metro311 has been the city's customer service center.
If you have any issues with animals, business concerns, garbage, parks, property maintenance, etc., you can use Metro311 to report. Once a service request is entered, the appropriate agency will respond. *Please note* - Following an inspection, a service request may be transferred to a department other than the one it was originally assigned in order to ensure the request is properly handled.
For convenience, Metro311 has a downloadable app. When you download the free app to your iPhone or Android you can submit service requests immediately. Use it, if you need a city service and help with non-emergency issues. Just search for "Louisville Metro 311" in your app store.
