Budget Consideration Underway

Now that Mayor Fischer has made his FY22 Budget proposal, Metro Council is deliberating how best to spend the funds available to us, and we want your input in making those decisions. On May 24 at 6:30 pm, I want to hear from you in a virtual town hall on the budget. Mark your calendars for that meeting and look for information on how to access it in the May 13 eNews.  

While the COVID-19 pandemic has dramatically affected the financial condition of many individuals, families and businesses, Louisville’s economy as a whole has held up much better than we feared at this time last year. That is reflected in the budget Mayor Fischer proposed last week. Tax receipts, combined with federal funds and reduced expenses, will allow us to invest in human services, public safety and infrastructure, and to advance the calls for equity and resources needed in our historically disinvested neighborhoods.

To decide how to prioritize those needs and how best to address them, the Council’s Budget Committee, which I chair, will hear from members of the public and Metro officials in thirty hearings between now and June 24, when the full Council is scheduled to approve a budget for the year starting July 1.

While the pandemic prevents the public from attending Budget Committee meetings in person, the Committee will be taking public comments in two ways. An online form for written comments will be available on May 3 on the Metro Council Clerk’s website. Comments will be taken through May 31.

The Committee schedule also includes two opportunities for three-minute public comments about the budget, via WebEx.

  • May 13, 2021 at 6:00 p.m. (A link on the Metro Council Clerk website will be active on May 12 from 3:00 p.m. to 4:30 p.m. to sign up to speak on May 13)
  • May 27, 2021 at 5:00 p.m.  (A link on the Metro Council Clerk website will be active on May 26 from 2:00 p.m. to 3:30 p.m. to sign up to speak on May 27)

The Committee begins budget hearings on Monday, May 3, at 3:00 pm, with an overview of the proposed budget, focusing on projected Revenue, Operations, Capital and Debt, followed by a presentation on Human Resources.

The public may watch all committee meetings live on Metro TV, Spectrum Cable Channel 184, on UVERSE at Channel 99, or on Facebook. Proceedings may also be streamed live from the Metro Council Clerk’s Archived Media page.

PVA Property Assessment Appeals

The Jefferson County PVA has mailed out reassessment notices, and many property owners in areas 2, 3, 5 and 7 on the map below have seen an increase. In addition to the mailed post cards, individual property valuations and other information are also available at the PVA website, www.JeffersonPVA.ky.gov.

If you choose to appeal your property’s assessed valuation, you have until May 17 to begin the process. That is a strict deadline. Appeal conferences will take place virtually or over the phone, due to COVID-19 restrictions. 

If you appeal, you will be asked to provide documentation, including photos of your property or sales of similar properties supporting your appeal. Interior photos are particularly important if you are contending that your property valuation should be lower because of the condition of your property. The PVA has no way of viewing a property’s interior or knowing the condition of it, and successful appeals are often supported by evidence of interior conditions. 

You should also consider applying for exemptions if you are disabled or own a residential property and are over 65 years old. More information on those exemptions and how to qualify are on the PVA’s website.

Vaccinations are now available for all Kentuckians ages 16 and older and the waits are VERY short. Getting vaccinated is the best way to fully reopen the community and keep us all safe.

D9 Farmers Market Openings

Rainbow Blossom will be hosting a weekly Farmers Market on Sundays from Noon – 4:00 p.m. at 3738 Lexington Road. The Farmers Market will open on Sunday, May 2 and run through October 31. For more information, visit https://www.rainbowblossom.com/farmers-market/.

The St. Matthews Farmers Market will be celebrating opening day on Saturday, May 8.  The market is open every Saturday through September 25, from 8:00 a.m. – Noon at Beargrass Christian Church, 4100 Shelbyville Road. New Roots – Fresh Stop Market Produce

New Roots is a local nonprofit organization connecting families to affordable, fresh food through their biweekly Fresh Stop Markets. Starting in June and going through October, interested families can come to their neighborhood Fresh Stop Market (or nearby) and pick up a big bag of nine varieties of seasonal produce every other week. All families must pre-order and pay one week ahead of each biweekly market, using automatic recurring payments of SNAP or Debit/Credit. The time to sign up is now!

New Roots has eight Kentuckiana locations this season: West Louisville (Park DuValle and California), Old Louisville, Shelby Park, Hikes Point, Berrytown, Portland, Southern Indiana (New Albany) and one in Hazard, Kentucky. Bags (called shares) are valued at $40 but there are discounts for families paying with SNAP Benefits/P-EBT cards ($6) and for those with limited resources paying with credit/debit cards ($12). Everyone gets the same bag of nine varieties of fresh, seasonal, organic and chemical-free produce, no matter what they pay. There are opportunities for the entire family to volunteer as well. Signups have started and there is a limited amount of produce so don’t delay getting involved. Everyone must sign up in advance. Ripple Effects Photo Contest for Youth

Water is vital to life on Earth and Louisville is fortunate to be nestled along the mighty Ohio River, and close to beautiful streams and wetlands. But we also face frequent flooding, and pollution is a threat to many of our waterways.

To mark Earth Day 2021, the Louisville Free Public Library, together with the Kentucky Division of Water, Kentucky Center for African American Heritage, University of Louisville College of Education, Louisville Water Company, Waterfront Park, and River City Paddle Sports, is launching a photo contest for K-12 students in the Louisville area on the theme of water.

Ripple Effects: Exploring Water in Louisville invites young people in the community to capture images of what water means to them. From rivers to raindrops, puddles to ponds -- what is most beautiful about water in our community and what water-related problems do we need to address? How do we use, recreate, and interact with water?

Photo submissions are due by June 10 (one photo per student). Cash prizes for 1st ($200), 2nd ($100), 3rd ($50), and honorable mention ($25) will be awarded for the best photographs in the following age categories: kindergarten through 2nd grade; 3rd through 5th grade, middle school, and high school. The winning entries will also be featured in an exhibit this fall as part of the Louisville Photo Biennial. Winners will be announced at a special awards ceremony on June 21 at Waterfront Park.

Students who do not have access to a camera or smart phone are able to check out a digital camera from the Louisville Free Public Library.

Photography Workshops

Ripple Effects partner organizations will host three workshops in May for students interested in learning the art of photography. Workshops are free for students K-12, but space is limited and registration is required. The Kentucky Center for African American Heritage and the Louisville Free Public Library will host two virtual classes on Wednesdays, May 5 and 12 featuring photographer Aukram Burton and members of the Louisville Photographic Society. On Saturday, May 8, Waterfront Park will host an in-person workshop with photographers John Nation and Joe Wolek.

Yard Waste & Recycling Bin Stickers Available

Keeping garbage and recycling contained is essential to a safe and healthy community. Containment prevents disease, reduces litter, and makes it safe and efficient for crews to collect. For those reasons, our local ordinances say that all household garbage and recycling must be set out in appropriate containers. No bags containing garbage or recycling can be set on the ground outside of the containers.

  • Louisville Metro provides a black 95-gallon wheeled garbage cart to households within the Urban Services District. You may request a smaller 65-gallon garbage cart instead.
  • An orange 18-gallon recycling bin is also provided and larger carts have been available for sale.  
  • Yard waste can be collected in bundles, in paper yard waste bags, or store-bought containers.

In some situations, you can use store-bought containers for garbage or recycling, but for all types of waste, the containers must be less than 40-gallon capacity, have handles for lifting, and be marked to indicate what is in them. The D9 office has a limited number of yard waste and recycling identification stickers available. If you are interested in obtaining one, please contact Kyle Ethridge and include the type of sticker you are requesting.

Whitehall Peony and Hydrangea Sale – May 6

Whitehall House & Gardens, 3110 Lexington Road, will host its annual Peony and Hydrangea Sale at 6:00 p.m. on Thursday, May 6.

Peonies on Display

Although the public is always welcome to tour Whitehall’s gardens throughout the day from sunup to sundown, the date of the Peony and Hydrangea Sale has been selected as when they estimate Whitehall’s impressive collection of over 60 peony varieties will be at their peak. There is no charge to visit the gardens.

A limited selection of herbaceous peonies will also be offered for sale. Peonies available for purchase include: Abalone Pearl, Coral Charm, Moon River and Sorbet. Peonies will be planted in 1-gallon pots at $35 each. A small selection of hydrangeas, including Blushing Bride and Bloomstruck, will also be available in 2-gallon pots at $35 each. The sale will begin at 6:00 p.m. Please note that early access to the sale area will not be permitted. All visitors to the sale should wear masks.

Annual Shakespeare in the Parks Spring Tour

Kentucky Shakespeare has announced the return of the FREE Shakespeare in the Parks tour, which has already kicked off. The spring tour includes a 7-actor, 90-minute production of Romeo and Juliet and will tour to multiple parks in May.

Audience members are required to adhere to current facemask mandates and are invited to bring their own chairs and blankets for this free, socially-distanced, family-friendly community event.

UCHM Rummage Sale Rescheduled to May 8

UCHM

United Crescent Hill Ministries (UCHM) will host a rummage sale on Saturday, May 8, from 9:00 a.m. – 2:00 p.m. at 150 S. State Street.

Donations of gently used household items are now being accepted and can be dropped off at UCHM between 9:00 a.m. – 4:00 p.m. Monday through Friday. Please call UCHM at (502) 893-0346 or email Emily Purdy at epurdy@uchmlouky.org to set up a drop off time. No clothing donations, please. All proceeds will go to UCHM Senior Activities.


Headliners Music Hall Concert Series in May

Headliners Music

Headliners Music Hall, 1386 Lexington Road, will hold sporadic Friday, Saturday, and Sunday parking lot concerts in the Headliners/Distillery Commons parking lot in May.

The first weekend in the series will feature Louisville’s indie rockers Quiet Hollers with Heather Summers (May 14 – SOLD OUT) and back to back Back2Mac shows (May 15 – SOLD OUT & May 16). The Fleetwood Mac Tribute band’s Sunday show on May 16 is an all ages event for the entire family. The May lineup will close out the month with shows from Nick Dittmeier & The Sawdusters with Wolfpen Branch (May 28), Keller Williams (May 29) and Carly Johnson’s Album Release Party with Scott T. Smith (May 30).

All concerts will be fully seated with reduced capacity. Seating is in four-person pods, with customers purchasing the entire four patron-capacity pod.  All tickets must be purchased in advance.

The concert grounds will incorporate both Headliners and Distillery Commons Parking lot, offering ample room.
