One thousand dead in Louisville: Get vaccinated, help end the pandemic

As Louisville reached the tragic milestone of 1,000 residents lost to COVID-19, Mayor Fischer and Louisville Metro Public Health & Wellness leaders on Tuesday urged everyone who is 16 or older to sign up for a COVID-19 vaccine. Residents can find information on making an appointment at louisvilleky.gov/covid19. The Mayor also visited a new vaccination site at Whitney Young Elementary in Shawnee last Friday and is reminding residents that the new regional vaccination site at Cardinal Stadium is set to open Monday. Meanwhile, Metro Public Health & Wellness’ LouVax Mobile operation will hold vaccination sites throughout the community, and healthcare partners continue offering appointments for shots. While social distancing, wearing masks and COVID-19 tests remain critical, the Mayor said, “Vaccines are key to ending this pandemic — to getting back to concerts and ballgames, to dinners with friends, hugs with children and grandchildren.”

In-person unemployment appointments scheduling now, services begin April 15

After being closed for more than three years, regional offices to reopen for in-person unemployment insurance assistance

Gov. Andy Beshear and Labor Cabinet Secretary Larry L. Roberts announced Tuesday that in-person unemployment insurance (UI) services will open April 15 at more than a dozen regional Kentucky Career Centers (KCCs).

KCC staff will be available for in-person assistance by appointment only. Kentuckians may schedule Monday through Friday appointments at kcc.ky.gov.

Current openings are for appointments April 15 to 30. Beginning April 19, appointments for May 3 will become available, with additional appointment times opening each day thereafter.

“When you combine years of painful staffing cuts, an out-of-date system designed to tell people no and the effects of a once-in-100-years pandemic – many Kentuckians have been unable to obtain benefits,” Gov. Beshear said. “In addition to taking many new actions to help Kentuckians in need, we are now making good on our promise to begin putting unemployment specialists back into the local career centers.”

Labor Secretary Roberts said the Kentucky Career Center staff is working diligently to prepare for opening day.

“It has taken a lot of work to make it happen in a short window of time, but our staff has worked hard in recent weeks to pull everything together to get us in a position to once again provide services that unemployment claimants need at this critical time,” Roberts said.

Under the previous administration, KCC locations around the state stopped providing in-person assistance to UI claimants in the fall of 2017.

The record level of unemployment spurred by the pandemic and years of painful staffing cuts, location reductions and failure to upgrade IT systems slowed the state’s ability to help many Kentuckians who lost jobs through no fault of their own.

The Governor’s proposed budget included General Fund spending of $1.1 million in fiscal year 2021 and $8.4 million in fiscal year 2022 to provide funding to restore employees to help with unemployment claims at the career centers throughout the commonwealth.

On March 31, Gov. Beshear spoke about the need for additional state funding to bolster career center staffing for the long term. The Labor Cabinet will be utilizing current staff in the career centers that normally provide career counseling services to begin offering in-person UI assistance.

The Louisville Free Public Library and the city’s Commission on Public Art (COPA) are now accepting proposals to commission five new temporary artworks in Louisville's public libraries.  Proposals are now being accepted for the Iroquois, Newburg, Shawnee, Portland and Fairdale branches.

This opportunity is open to any artist in Louisville/Jefferson County, and any artistic discipline—including visual art, installation, performance, spoken word, event-based, and media art. Emerging artists are encouraged to apply and artists may apply as an individual or as a team.

Champions Trace Lane closed through early May for bridge replacement 

The Kentucky Transportation Cabinet (KYTC) has closed the bridge on Champions Trace Lane (CR 1021) over the South Fork of Bear Grass Creek. The closure began the week of April 5 to replace the structure and is scheduled to be closed for 30 days. Detour signs will be posted.

Our online community meetings about the 2021 Jefferson County PVA assessments have been so successful we added one additional meeting. The community-wide meeting will be on Zoom on April 20 at 6:30 p.m. This meeting will not be area-specific, rather for all areas being reassessed in 2021. 

The role of the PVA is to fairly assess the value of all property. This is an important part of the process to determine the taxes collected to fund our cities, school districts, and emergency services. 

The first step of the appeals process in 2021 is available from April 23rd to May 17th. The notices will be mailed on April 23. 

The detail of the map at right shows District 10 residential reassessment areas in blue, Area 2 and Area 7 to the lower right.  If you are a residential property owner in areas 2, 3, 5, and 7, your property will be reassessed this year. National Youth Violence Prevention Week is April 12-16. 

The Office for Safe and Healthy Neighborhoods is partnering with organizations such as Jefferson County Public Schools, the Youth Violence Prevention Research Center (YVPRC), Metro United Way, and many more to bring events to youth and young adults across the city that promote safety and peace for all.

Everyone can initiate a small act that promotes peace during this week. Individuals and organizations can donate time or resources, generate ideas, collaborate, and share on social media many different and creative ways to raise awareness and educate youth and communities on effective strategies to prevent youth violence. Over the past few years, more than 75,000 local students have participated in events during National Youth Violence Prevention Week. No act or idea is too small that encourages young individuals to play a positive role in making his or her community safer.

Whittenberg Scholarship applications open for young artists pursuing a professional career in the performing arts

The William Tolbert Whittenberg Scholarship for Performing Arts Excellence awards young artists (ages 16-22) from the Greater Louisville region up to $10,000 to pursue advanced study in the performing arts. To be eligible for the 2021 Whittenberg Scholarship, applications must: be from the Greater Louisville Region, between the ages of 16 and 22, and plan to pursue a professional career in the performing arts.

Special open enrollment period underway for health insurance through May 15

HealthCare.gov is open now through May 15. During this special enrollment period, all Americans have an opportunity to sign up for healthcare.  For free, local help available to anyone enrolling in health insurance, Kentuckians should visit kynect.ky.gov to find a kynector near them. Kentuckians enrolling in a plan on HealthCare.gov are guaranteed to receive comprehensive coverage, without being denied care or charged more due to a pre-existing condition. All plans cover essential benefits, including doctor and hospital visits, prescription drugs, mental health treatment, and maternity care. In addition, Kentuckians with Qualified Health Plans also receive free preventive care services, such as immunizations and health screenings. Testing and treatment of COVID-19 are considered essential health benefits and are covered by all HealthCare.gov plans. Kentuckians should avoid insurance plans offered outside of HealthCare.gov that seem too good to be true. “Junk insurance” products pose huge financial risks to consumers. These products can refuse to pay for care for pre-existing conditions, charge consumers more based on their gender, and impose annual coverage limits. Free tax help

Free federal and state income tax preparation is now available for eligible residents. The Louisville Asset Building Coalition’s Volunteer Income Tax Assistance, or VITA, and AARP Tax Aide programs provide trained, IRS-certified volunteers to offer free tax services via online or at select drop-off sites. The service is available to individuals and families who earned less than $66,000 in 2020. Learn more.

Impacted by COVID-19? LG&E account past due? ACM might be able to help!

The Association of Community Ministries (ACM) and its 13 neighborhood-based member organizations, in collaboration with Metro Government’s Office of Resilience and Community Services, are working to get millions of dollars in Metro COVID-19 Utility Relief Funds to our neighbors struggling with outstanding LG&E account balances.

ACM has streamlined the intake process with a new centralized portal that allows Jefferson County applicants to pre-screen and apply for assistance by answering a few questions on a mobile device, computer, or tablet. A Community Ministries' representative will contact the applicant within a week to complete the process.

The Association of Community Ministries has worked with partners at Metro Government to extend the time period of applicable past due balances covered to March 16, 2020 - March 3, 2021, and to increase the maximum benefit from $500 to $1,000.

As a result, LG&E customers who have already received assistance through this program may be eligible to receive additional help up to the $1,000 threshold and are encouraged to reapply.

TreesLouisville's Residential Shade Tree Rebate Program continues

Thanks to a generous grant from the Louisville Metro Department of Parks & Recreation, TreesLouisville is excited to announce another round of its Residential Shade Tree Rebate Program! Since nearly 70 percent of available planting space in Jefferson County is privately owned, planting a tree at home is one of the best and easiest ways you can help expand our community tree canopy and grow a greener, healthier neighborhood. To participate, purchase and plant an eligible shade tree on your residential property and apply to receive $30 back on up to three trees. This program is open to residents of Jefferson County, KY on a first-come, first-serve basis until all funds have been claimed. Evolve502 Scholarships available - apply by June 30

JCPS seniors can go to college for free through a new scholarship offered by Evolve502. The scholarship, which launched Oct. 1, allows eligible students in the Class of 2021 to begin postsecondary studies tuition-free at any Kentucky Community and Technical College school, including Jefferson Community and Technical College, or Simmons College of Kentucky to pursue an associate degree or career credential, or take 60 hours of credit. The Evolve502 scholarship is a last dollar scholarship, meaning Evolve502 will fund the difference between federal and state financial aid and college tuition. The application takes about five minutes to complete online at evolve502.org/scholarship. Once applications are submitted and reviewed, applicants will receive a follow-up email with next steps including completing the federal financial aid form and applying to eligible colleges. In addition to the scholarship, Evolve502 is offering opportunity grants to support students whose families earn less than $40,000 annually. The opportunity grants are $1,000 per semester ($2,000 maximum per year) and can be used to assist in costs outside of tuition including healthcare, transportation, books and more. The grants will automatically be given to Evolve502 Scholarship recipients who meet qualifications. The deadline to apply is June 30.

Low-income households may qualify for a ten-percent sewer bill discount under a new Emergency Wastewater Rate Assistance Program (EWRAP) offered by MSD. For more information, click here, call 540-6000 or email.

Senior citizens age 65 or older with a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

The Louisville Water Foundation works with community agencies to help customers keep their water turned on. Drops of Kindness offers residential and business customers help with resolving unpaid bills and reducing future financial obligations. If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify. More information is here. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. A new interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
