Mayor Fischer and local leaders kick off SummerWorks 2021

LOUISVILLE (March 18, 2021) - Louisville Mayor Greg Fischer today joined Jefferson County Public Schools (JCPS) Superintendent Dr. Marty Pollio, Greater Louisville Inc. (GLI) President and CEO Sarah Davasher-Wisdom, and other community partners at the YouthBuild Louisville headquarters downtown to announce the start of SummerWorks 2021.

“As we kick off the 11th season of SummerWorks, it’s amazing to see the impact this program has made and the resilience it has shown,” said the Mayor, who praised the SummerWorks team for finding innovative ways to operate despite the challenging circumstances presented by COVID-19. “This year, we have an opportunity to keep building on our strong foundation to make it the best season yet for youth and employers.”

The Mayor drew attention to a new set of online tools available to SummerWorks participants this season, which will make it easier than ever for youth to get prepared for and connected to good summer jobs. He also highlighted the partnerships SummerWorks has forged in recent years with the Academies of Louisville at JCPS and GLI, who have embraced the common goal of building the nation’s leading talent pipeline.

“JCPS values our partnership with SummerWorks and the hundreds of students who have received real, paying jobs through this program,” Pollio said. “We’re looking forward to the expansion of our partnership this summer.”

"GLI is always proud to support SummerWorks and its impact on Louisville’s youth,” said Davasher-Wisdom. “Our youth are the future of our workforce, and it is imperative we continue investing in their learning and education. These opportunities are also important to keeping talent in our city and growing a well-rounded homegrown workforce.”

One example of a young person who has benefited is Sheikhnoor Hussein, a student in the IT and Law Academy at Waggener High School, who has worked in the IT Department at Humana the past two summers. Sheikhnoor, whose family immigrated to the United States from Somalia, said his SummerWorks experience at Humana gave him valuable professional experience and improved his collaboration skills. “SummerWorks also helped me see what kinds of careers and jobs might be out there for me,” he said.

Promoting equity will continue to be a priority for SummerWorks in 2021. Youth applicants who face barriers and come from disadvantaged backgrounds are prioritized in the job-matching process to ensure that those who are most in need of a good summer job have a better chance of landing one. SummerWorks is also continuing to sponsor jobs and work-learn experiences at nonprofits and agencies across the community that share this commitment to equity.

All Louisville youth who are between the ages of 16-21 (as of June 1) are eligible to enroll in SummerWorks. Once they register online and complete a new virtual job readiness training course, youth will be able to apply for job opportunities geared toward them.

SummerWorks, which was founded by Mayor Fischer in 2011 after federal funding for summer jobs was eliminated, has directly placed Louisville youth in more than 6,700 summer jobs. The program’s core operating funds are approved by the Louisville Metro Council. Private donations sponsor jobs for youth in greatest need of the opportunity. Those contributors include the James Graham Brown Foundation, JPMorgan Chase, the Gingko Foundation, the Community Foundation of Louisville, the Diaz Family Foundation, and other organizations and individuals.

FY 2021-22 Budget Discussion

The time of year is upon to discuss the annual budget.  The FY 2021-22 budget will be proposed by Mayor Fischer on April 22.  While this process has sometimes seemed complex and inaccessible to citizens, the challenges of this past year have made understanding how the budget works even more important.  Though a few years old, The People's Guide to the Budget, compiled by Kentuckians for the Commonwealth, is a good overview for understanding how the budget process works. Youth Community Listening Session Recruitment

To elevate the voices of youth and young adults who hold marginalized positions in Louisville, researchers from the University of Louisville are working in partnership with Louisville Metro Office of Youth Development on a study that will help us to improve support for youth and young adults in Louisville.  The purpose of the study is to understand youth experiences, voices, and challenges during the COVID-19 pandemic and the uncovering of systemic racism and oppression in response to the recent murders of Black Americans at the hands of police. We are interested in the experiences of youth and young adults in Louisville between the ages of 12 and 24 who hold marginalized positions (e.g., youth and young adults of color, LGBTQIA+ youth and young adults, etc.). To participate, youth under 18 must have parental consent, which can be obtained electronically.  Additionally, all participants will need access to an electronic device with a microphone and camera. (Please note: this can be a laptop or desktop computer, tablet, or cell phone; if you do not have internet access or equipment like headphones, the research team may be able to provide you with a Wi-Fi hotspot or other equipment). Participation for this study involves filling out a brief online survey and engaging in a virtual community listening session with some of your peers. LFPL Resumes In-Person Services March 26

With the city’s COVID-19 positivity rate no longer in the Critical Zone, Mayor Greg Fischer announced that the Louisville Free Public Library is expanding in-person services at all locations on March 26. Patrons will be encouraged to browse and pick up library materials and check out using self-check kiosks. Building capacity will be limited to ensure social distancing, and visits will be limited to no more than 90 minutes. In order to expand services safely, the Library has reconfigured furniture, computer stations, and equipment to ensure safe physical distancing can be maintained. Masks and temperature checks are required to enter library facilities, and all patrons (age 5 and older) must properly wear a face covering at all times during their visit. The Library will have masks available for patrons who arrive without them.  Study rooms and meeting spaces are not available for use at this time. However, as it has since August, computer access, printing and free faxing services will still be available at the libraries. New Pop-Up Market for Entrepreneurs

Six more local organizations will receive training through Louisville’s Trauma Resilient Community project

Six more community partners are receiving training in the Trauma Resilient Community (TRC) Model to promote resilience and equity for Louisville families and young people most affected by race-based trauma, community violence, and civil unrest in west and south Louisville.

As a part of this project funded by the Substance Abuse and Mental Health Services Administration’s (SAMHSA) Resiliency in Communities After Stress and Trauma (ReCAST) Grant, six agencies were selected to receive training and support to implement the Trauma Resilient Community (TRC) Model within their agencies. The agencies joining the project are Backside Learning Center, Boys & Girls Haven, Change Today Change Tomorrow, Hope Collaborative, La Casita Center, and Survivor’s Corner.

The Trauma Resilient Community Project, led by Metro’s Office for Safe and Healthy Neighborhoods (OSHN), uses a community-based approach to build a trauma-informed system of care to better serve children and families affected by trauma. This training will help develop the knowledge and skills of people who respond to, make referrals, and provide services to some of the city’s most vulnerable residents. 

 “It's important that our community partners can understand, recognize, and respond to the effects of trauma within a culture that promotes empowerment, safety, and healing for residents,” said OSHN Director Monique Williams. “As a city, we are in desperate need of healing from many recent traumatic events over this past year, so we are excited and grateful to partner with these six new agencies that will be a part of that healing process for many of the children and families across our city.”...

Louisville Metro Government launching new, more efficient open records management system

LOUISVILLE, Ky. (March 18, 2021) — On Monday, Louisville Metro Government (LMG) will launch a new open records management system to improve efficiency and consistency in responding to requests for documents and other public materials.

The NextRequest public records management software adds important tools for open records requestors to communicate with LMG’s Open Records staff and to track the status of their request. Within Metro Government, NextRequest will streamline the process for gathering records from departments into a single software tool and includes features such as automatic reminders of due dates for departments.

To take full advantage of the new features, requestors on Monday will need to create an account and begin making requests at https://louisvillemetrogov-ky.nextrequest.com.

The new open records system applies to all LMG entities, including Louisville Metro Police Department, Ethics Commission and MetroSafe. Metro Council and the Coroner’s Office will also be using NextRequest.

Any Open Records request made prior to March 22 do not need to be resubmitted. Those requests will still be processed.

Youth Needed for TRC Community Advisory Board

The Trauma Resilient Communities Initiative is looking for youth and young adults, aged 16-24 to serve on their Community Advisory Board.  Participants will meet virtually to track progress on the TRC goals and initiatives.  The 3-5 hour commitment per month pays $20/hr and provides excellent experience.  Most importantly, participants will know they are making a difference in their community!  The TRC Team is taking applications until March 31, 2021.

Team members will engage in the following:

• Serve as a TRC ambassador by spreading awareness of the project and engaging future community members and partners in the work of the project
• Provide input regarding how to best engage the community in the work of the project, with a focus on engaging youth and other underserved community members
• Identify and address barriers for accessing trauma-informed services
• Co-develop a trauma-informed behavioral health inventory guide
• Participate in regularly scheduled meetings
• Participate in trauma-informed training opportunities offered by the project, as available

Compensation:

• Youth members will be compensated hourly for their participation- members are asked for a 3-5-hour monthly commitment
• Members will be compensated $20 per hour.

Requirements:

• Completion of this application and follow-up interviews
• At least 16 years old AND no older than 24 years of age (*under 18 will require parental consent)
• West or South Louisville resident

JCPS to Open Hotline Monday for Transportation Questions 485-RIDE provides important bus stop information

March 15, 2021 —Jefferson County Public Schools (JCPS) is opening its bus hotline to help answer transportation-related questions for families before schools reopen to in-person classes starting next week.

Beginning today, parents will be able to dial 485-RIDE to speak with a member of the JCPS team who can provide important information about their child’s bus number and help locate bus stops closest to home.

485-RIDE will be open at the following times:

Monday, March 15                 8 a.m. – 5 p.m.

Tuesday, March 16                 8 a.m. – 6 p.m.

Wednesday, March 17            7 a.m. – 7 p.m.

Thursday, March 18                7 a.m. – 7 p.m.

Friday, March 19                    7 a.m. – 6 p.m.

Monday, March 22                 7 a.m. – 6 p.m.

In addition, families can use the online JCPS Bus Finder to find their student’s bus number, nearest bus stop, and pickup times.  Families can also get additional information on the reopening of schools on the JCPS Back to School web page.

Also available to families year-round is the district’s customer service helpline, 313-HELP. The helpline streamlines service for JCPS families looking for answers to district- and school-related questions. During the school year, 313-HELP is open Monday through Friday from 6 a.m. to 6 p.m.

In the event families call their child’s school after the school day ends and get a recording during the first week of school, they can press “0” to get patched through to the main office line. School personnel will be on-site and manning phones at their schools until children are home.

You’ll see that just under 40% of students have chosen to remain in virtual instruction. Those students will continue to learn online along with their in-person peers as outlined in the document above.

School Meals Students who attend school in-person will receive free breakfast and lunch. Families of in-person and virtual students can receive curbside meal pickup on Wednesday March 24 with pickup available at most middle and high schools. Families will receive eight days’ worth of meals and snacks for each child. After Spring Break, curbside meal service will move to Saturdays from 10 a.m. -1 p.m. at the following sites, beginning Saturday, April 10 and continuing through May 22, with the exception of Derby Day, on May 1. In lieu of that, sites will be open Oaks Day, Friday, April 30. Finally, while this is NOT a JCPS program, the American Rescue Plan Act has extended P-EBT payments for free/reduced price meal eligible families to purchase meals they would have otherwise receive at school. That federal program will be administered by the Kentucky Cabinet for Health and Family Services.

OSHN Spotlight: REimage

The Office for Safe and Heathy Neighborhoods partners with multiple innovative programs. Their monthly OSHN spotlight aims to inform about initiatives across our city that are making a difference. REimage is a partnership between Kentuckianaworks and the Louisville Metro Office for Safe and Healthy Neighborhoods that offers a second chance for young adults age 16 -24 who have been involved in the court system. REimage provides assistance with career training, GED prep, enrolling in college, finding a good job, navigating the court system, transportation, and more! Participants are paired with professional case managers and mentors who help clients meet their goals.  REimage staff can assist participants in educational attainment such as GED prep, completing the FAFSA, and enrolling in college.  They can also assist with employment services such as interview prep, writing a resume, internships, and many professional opportunities through the Kentucky Youth Career Center.  REimage also prepares youth and young adults for success after their program by focusing on empowerment and skills needed to meet long-term goals.  Youth Empowerment Services include leadership development opportunities, money management and expungement services. Mayor announces city is loosening restrictions on special events, offering parks activities

Changes stipulate adherence to health guidelines to prevent COVID-19

LOUISVILLE (March 16, 2021) – Mayor Greg Fischer announced today that Louisville Metro Government is loosening its restrictions on special events, and is now accepting permit requests for events that adhere to state and local Health Department guidance on preventing the spread of COVID-19, based on CDC recommendations.

Louisville Metro Parks & Recreation also is accepting permit applications for organized public events in the parks, under the same COVID-19 restrictions, the Mayor said, and is moving ahead with plans to host summer sports leagues for youth and adults beginning this spring.

In a related matter, the city is conducting a public survey to gather feedback regarding the future use of loop roads in Cherokee and Iroquois parks, which have been closed to vehicle traffic since April 2020 to increase recreational space for social distancing.

“It’s important that we continue to stick to the precautions we know are working to prevent the spread of COVID-19, like social distancing and wearing masks,” the Mayor said. “But the steps we are announcing today are significant as we work to safely reopen our community and our economy and move past COVID-19.”

Special Events

The city’s Office of Special Events is accepting applications for events via its online portal. Applicants are required to download and review the state’s guidelines and guidance on events and submit a COVID-19 Safety Protocols plan with any application.

Those protocols include communicating that individuals should stay home if sick; remain at least six (6) feet apart from people not a part of their household; wear a cloth face covering or mask over your nose and mouth; and screen and exclude persons with fever, symptoms of COVID-19, and/or direct exposure.

If an event involves more than 50 people, organizers must maintain a record of guests, for contact tracing and notification purposes if someone becomes infected.

These same guidelines apply to Special Event permits in parks.

Summer sports leagues and camps

Parks has been gradually moving toward opening more amenities to the public. Within the past few months, playgrounds and basketball courts have been re-opened to the public with social distancing recommendations in place.

Permit applications for organized public events in the parks are now being taken via the Iroquois Amphitheater office (502) 368-5865. This does not impact private use of parks facilities, including shelters and pavilions, which remains prohibited.

Parks also will host summer sports leagues for youth and adults beginning this spring, again following state and local Health Department guidance on preventing the spread of COVID-19, based on CDC recommendations.

Registration is now underway for kickball, softball, T-ball and the RBI team and baseball clinics funded by the Cincinnati Reds Community Fund. Information and registration for adult athletic leagues can be found here. While online registration is preferred, those looking to form a team or sign up their child can also call the Cyril Allgeier Community Center at (502) 574-4515 for additional information. “We are excited to provide the community with more opportunities for healthy activities and are looking forward to welcoming back those of all ages to the playing field,” said Dana Kasler, director of Parks and Recreation. “Since the beginning of the pandemic, we know our community has missed being able to participate in our sports programs, and we are eager to promote a safe return to play.”

Loops at Cherokee and Iroquois Park

Louisville Parks and Recreation is currently accepting feedback regarding the future use of loop roads in Cherokee and Iroquois parks through a public survey process. To increase recreational space with appropriate social distancing, the loops at both parks have been restricted from vehicle traffic since April 2020, and some members of the public have expressed a desire to make those adjustments permanent. The surveys, which can be found at bestparksever.com, will be open until 5 p.m. this Friday, March 19, 2021. Following the evaluation of the survey results, virtual public meetings will be scheduled for additional feedback. The first, to discuss Cherokee, is set for 6-7 p.m. Tuesday, March 23. Check Parks’ social media and website for details on how to join and for updates on the Iroquois meeting, expected to take place within the next few weeks. Nearly 5,000 residents have already completed the two surveys.

If you are a minority or woman (or both!) business owner, you can become certified in Kentucky as a Minority and Women Owned Business Enterprise (MWBE). By becoming certified by the commonwealth, you gain access to benefits that can help grow your business. For example, you can get free marketing, including your company’s listing in Kentucky’s Small Business Connection database. You can also gain access to vendors and contractors, make connections with public- and private-sector buyers, get construction and subcontracting procurements and gain advantages in small-purchase procurements. And many private companies and large corporations want to increase diversity representation by contracting with minority- and women-owned businesses. So it’s a great idea to get MWBE certified. To qualify, your company must be at least 51% majority owned by a woman OR a member of a racial or ethnic minority group who is a lawfully admitted permanent resident. You must have owned and operated your business for at least one full year and must have filed a federal business tax return. To get started, you need to complete a rather long government form that describes your business and provide documents that prove your status as a minority or woman (or both!) business owner. But don’t worry, the form and documentation required are mostly stuff you have handy or that you’ll know off the top of your head. One Love Louisville Violence Prevention Training

Turn your passion into action and learn the tools needed to make a difference in your community! Our next Ambassador Institute will be held on April 24, 2021. To adapt to the virtual platform, we have shortened the training. Training will take place from 9:30 a.m. to 12:30 p.m. Participants will be trained in Mental Health 101, Suicide Prevention, Community Organizing, Conflict Resolution, and the Public Health Approach to Violence. Trainings will be led by experts from Seven Counties, the Kent School of Social Work, the Youth Violence Prevention Resource Center, and more!
