A Message from District 15!

Happy New Year District 15 Friends, Residents & Neighbors! 
Well....2020 was certainly a very difficult year for all of us in District 15 and throughout all of Louisville. Whether it was COVID-19 or social unrest, all aspects of our lives were affected and changed.
However, all of us here in the District 15 Metro Council Office want to assure you we continued to be hard at work for all our residents under any circumstances. As an example of this continued effort, in 2020 we reported 3,143 Metro Call concerns, 600 more than 2019. These concerns were either reported to our office or found on many of our own inspections throughout the district. We also assisted 631 residents with requested information and updated 525 residents on their concern's status. Our office answered just over 2,700 calls. That is an increase of 500 calls from 2019. We consider it an honor and privilege to serve you. Please let us know how we can help you. Call or email us anytime! All of us working together will improve our neighborhoods and quality of life. Let's make 2021 a much better year all around!


Holiday Trash - Recycle Pick-up Schedule

There is no garbage or recycle collection on Monday, January 18th in observance of the Martin Luther King, Jr. Day holiday.

Collection will resume Tuesday, January 19th and will be delayed by one day for the rest of the week. (Example: residents that have a Monday pickup will have collection on Tuesday.)

Yard Waste Collection Suspended January 17th through April 4th

Weekly yard waste collection will be suspended for the winter from January 17 until April 4th. This budget cutting measure will reduce the number of trucks operating in low-demand months.

Yard waste collection resumes during the week of Monday, April 5. While individuals may request collection as needed during the suspension through Metro-Call at 574-5000, please plan to set out your yard waste – INCLUDING CHRISTMAS TREES – by January 16.


Christmas Tree Removal & Composting

Drop-Off sites for Christmas Trees will be available for all Louisville/Jefferson County residents at four locations through January 30th. The Hubbards Lane site will also instantly recycle Christmas trees into mulch that will be offered back to citizens for home use. hose wishing to receive mulch must bring an appropriate container in which to carry it. All lights and ornaments should be removed from trees before they are dropped off or set out for collection. The federal and state government control what vaccine Metro receives, how much, when they get it and who gets it first. Metro is working through the Vaccine Implementation Task Force to plan and ensure an efficient and equitable distribution of the vaccine. Metro's community Vaccine Communications Task Force has also been meeting to collaborate on collective ways to provide support in alleviating fears, sharing accurate, timely and easy to understand information across the community that will include instructions on where and how to get vaccinated. Reminder: Priority groups in the phased allocation plan for the COVID-19 vaccine are set by the federal and state government. The local health department is responsible for making sure those groups receive the vaccine when it's their turn.

COVID-19 Vaccine Sign-Up for Phase 1B - First Responders & People Aged 70+

This includes: nonmedical first responders such as police and fire; corrections workers, education – grades K-12 as well as pre-K educators located in a school, people 70 and older.

If you are a nonmedical first responder, work in corrections or education (K-12), your appointment will be scheduled through your employer. You do not need to take any additional action.

JCPS board updates and NTI resources

The Jefferson County Board of Education (JCBE) heard an update very recently on the district’s response to the COVID-19 pandemic, including discussion of a possible back-to-classroom timeline, vaccinations for JCPS employees and the status of winter athletics.

JCPS has released a Non Traditional Instruction Resources document, which includes NTI hubs, meal sites, utility assistance, clubs and activities, tutoring, and other resources.

Financial Assistance - Drops of Kindness

LIHEAP Spring 2021

The LIHEAP Crisis Component will run through March 31, or until available funds have been expended, whichever comes first. This year’s Crisis Program will allow residents receiving a current utility bill with a past due amount and residents receiving a disconnect notice to apply for assistance. To apply, residents must schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week. Applicants must be a resident of Jefferson County with a household income at or below 150 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $3,275.00).  Applicants must also meet one of the following eligibility requirements:

  • Received a disconnect notice from LG&E, or
  • Received a current bill with a past due amount, or
  • Have a current payment plan with LG&E due to a past-due balance, or 
  • Received an eviction notice if utilities are included in the rent, or
  • Be within four days of running out of bulk fuel; or
  • Be within ten days of running out of pre-paid electric service.

Landbank Authority & Vacant & Abandoned Properties

The Landbank Authority approved the sale of 90 properties last year during its meetings, held mostly virtually, on the second Monday of each month. The properties were sold through multiple programs that allow residents and small developers to purchase city-owned vacant and abandoned properties at below-market rate and repurpose them as rentals, single-family homes, side yards and more.

In 2021, the Landbank Authority will be increasing its focus on advancing racial equity in Louisville. The Landbank Authority is undertaking a racial equity review of its programs to identify ways the programs can be improved.  It has launched new partnerships aimed at increasing Black homeownership and preventing displacement.

In addition to the property sales, the Landbank Authority in 2020 launched a 24-month preferred developer pilot with REBOUND to help the west Louisville-based nonprofit meet the goal described in the A Path Forward plan to empower 100 Black households to achieve homeownership by June 2022 through greater access to Landbank-owned properties.

Separately, REBOUND, along with partners Bates Community Development Corp., Center for Neighborhoods and River City Housing, also will work with the authority to secure appropriate sites for a community land trust in the Russell and Smoketown neighborhoods following their successful response to a city-issued Request for Proposals. A community land trust is a tool to create permanently affordable homeownership opportunities and prevent displacement.

Locate legal Short Term Rentals with new interactive map

Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators.

A new interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb.

If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). City's HUD Grant Applications Being Accepted

Louisville Metro Government (LMG) will begin accepting applications from local non-profit organizations for programs or activities seeking funding as sub-recipients to the U.S. Department of Housing and Urban Development grants listed below for LMG fiscal year 2022 (July 1, 2021 – June 30, 2022).

HUD-Funded Grants:

  1. Community Development Block Grant (CDBG),
  2. Emergency Solutions Grant (ESG), and
  3. Housing Opportunities for Persons with AIDS (HOPWA).

These grants are administered locally by the Louisville Metro Office of Resilience and Community Services (RCS). Grant activities are guided by a 5-year Consolidated Plan as well as an annual Action Plan, both of which are available online at https://louisvilleky.gov/government/housing/public-notices-federal-plans-and-project-compliance.

Discounted Recycle Carts Available

Councilman Triplett is participating in the discounted recycle cart program with Solid Waste. District 15 residents benefit! The 95-gallon and 65-gallon recycling carts are available for District 15 residents for only $25 -- this is a 50% discount. Due to the change in KY tax code, we must now charge sales tax on the value of the item - therefore the total for the cart is $28 - $25 for the cart and $3.00 for tax. To order your recycle cart call Solid Waste Management (SWMS) at 574-3571 or submit the form below.
