Louisville Metro Council District 25 Vacancy

The Louisville Metro Council has accepted the resignation of District 25 Councilman David Yates.  In 2020, Councilman Yates was elected to the Kentucky State Senate representing District 37.

          “David Yates is a dedicated public servant who has served on this Council for ten years, including serving as President in 2016 and 2017,” said President David James (D-6).  “Now he moves on to serve the people of District 37 in the Kentucky Senate.  We wish him well and know he will continue to serve with the same distinction and dedication as he has for the people of Southwest Louisville.”

          The Metro Council now moves forward in finding a replacement.  KRS 67C.103(12) states that in the event of a vacancy, “council shall elect a qualified resident of the council district not later than thirty (30) days after the date the vacancy occurs.”  KRS 67C.103(6) defines a qualified person as “at least eighteen (18) years old, a qualified voter, and a resident within the territory of the consolidated local government and the district that he or she seeks to represent for at least one (1) year immediately prior to the person's election.”

The Rules of the Louisville Metro Council sections 10.01, 10.08, 10.09, 10.10, 10.11, and 10.12 set forth the rules and procedures when a vacancy occurs.  Pursuant to Rule 10.01, the 25th District Metro Council seat is declared vacant as of January 4, 2021. 

Rule 10.08 states: “Within seven (7) business days after a vacancy shall have occurred on the Council, qualified persons interested in being appointed pursuant to Kentucky Revised Statutes to the vacant seat shall submit a resume to the Clerk of the Council.”

All persons interested in filing for the 25th District Metro Council seat, who meet the criteria stated above in KRS 67C.103, should submit a resume by email to the Clerk of the Metro Council (metrocouncilclerk@louisvilleky.gov) or sent by registered or certified mail, and must be received in the Clerk’s office within four (4) business days after mailing.

Pursuant to Rule 10.09:  “The Members of the Council shall review any resumes so submitted and shall indicate in writing to the Clerk the name of any applicant who that member wishes to be personally interviewed at a special meeting of the Council, which shall be duly called pursuant to these rules and held not less than seven (7) days nor more than thirty (30) days after the occurrence of the vacancy.”  This is scheduled for Monday, January 25, 2021. 

“As the Council follows this process, I want the people of District 25 to know they can still contact the Metro Council with any concern or issue,” said President James.  “The council will make every effort to ensure a smooth transition during the coming weeks.”


Mayor Fischer announces Erika Shields as the new Chief of Louisville Metro Police

Mayor Greg Fischer announced former Atlanta Police Chief Erika Shields as the new Chief of the Louisville Metro Police Department, saying she has all the qualities that city leaders, community residents and rank-and-file described as key for leading the department into a new era. “Erika Shields is an experienced, progressive, reform-minded leader, a well-respected visionary both locally and nationally for her ability to build strong and legitimate community and police relations; and strategize, execute, and produce results,” Mayor Fischer said. “She believes in the rules of policing but also knows when to revise them. She is skilled but open to new ideas, tough and undaunted by challenge. She is a leader, as the public called for, who not only understands but embraces the co-production of public safety, with accountability, transparency, honesty, integrity, and compassion.”  Shields has long been an advocate for 21st Century policing – with a focus on reducing crime while strengthening trust and collaboration with residents and ensuring accountability among officers. She is committed to developing a culture of technology, innovation, excellence and transparency in policing. 

Shields will be sworn in as Chief on January 19, 2021. Former LMPD assistant chief Yvette Gentry will continue to serve as Chief in the interim.


LIHEAP Crisis Phase for Utility Assistance Now Open

The program that helps prevent low income residents of Jefferson County from being disconnected from utility services began on, Monday, January 4, 2021. The Low Income Home

Energy Assistance Program (LIHEAP) is administered by the Louisville Metro Office of Resilience and Community Services. The LIHEAP Crisis Component will run from Jan. 4 - March 31, or until available funds have been expended, whichever comes first. This year’s Crisis Program will allow residents receiving a current utility bill with a past due amount and residents receiving a disconnect notice to apply for assistance.

To apply, residents must schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week. Applicants must be a resident of Jefferson County with a household income at or below 150 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $3,275.00).  Applicants must also meet one of the following eligibility requirements:

  • Received a disconnect notice from LG&E, or
  • Received a current bill with a past due amount, or
  • Have a current payment plan with LG&E due to a past-due balance, or 
  • Received an eviction notice if utilities are included in the rent, or
  • Be within four days of running out of bulk fuel; or
  • Be within ten days of running out of pre-paid electric service.

Applicants must provide copies of the following documents.

  • Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, or proof of $0 income). Note: Zero Income forms are available at the LIHEAP Drop Box locations or by clicking here.
  • Social Security card(s) or (official documentation with Social Security Numbers) or Permanent Residence card (Green Card) for each member of the household; and
  • Disconnect notice or a current bill with a past due amount for metered utilities; or
  • Eviction notice and copy of lease if heating expenses are included in the rent. or 
  • Statement from utility company that shows 10 days or less of service if participating in pre-paid electric service.
  • Family Profile Form and Remote Processing Form can be downloaded at louisvilleky.gov/LIHEAP or found at the LIHEAP office Drop boxes. 

Individuals who are unable to apply for this program own their own may send an authorized representative to drop off required documentation their behalf with a note including the applicant’s name, address, phone number, and the name of the designated representative. Residents who are homebound and who are unable to designate a representative to drop off documentation on their behalf may call 502/780-7937.

Copies of LIHEAP documentation, along with the downloadable Family Profile form and the Remote Processing form, should be dropped off at the LIHEAP site you select, on the day of your appointment.  Applicants will then be contacted by LIHEAP staff within 72 hours (3 business days) of the appointment time.

There are seven LIHEAP locations with Drop Boxes for the 2021 LIHEAP Crisis program:

  • Neighborhood Place Ujima located at 3610 Bohne Avenue, 40211
  • Bridges of Hope Neighborhood Place located at 1411 Algonquin Parkway, 40210

All Office of Resilience and Community Services and Neighborhood Place offices remain closed for walk-in clients in an effort to help stem the spread of COVID-19.  Staff are serving clients remotely via phone, secure drop boxes and email communication.

External Agency Fund Applications

Louisville Metro Government will begin accepting External Agency Fund applications on Jan. 15, 2021 for fiscal year 2022 (July 1, 2021 through June 30, 2022). These grants, funded through the city’s General Fund, are awarded to non-governmental or "external” agencies that contribute to the city's cultural, social and economic vitality. A summary of the application process is as follows with more details listed below:

  • Starting Jan. 8, 2021, applications guidelines may be viewed for reference at http://louisvilleky.gov/government/external-agency-fund
  • All agencies wishing to apply should have at least one representative attend the virtual application orientation on Thursday, Jan. 14, via WebEx from 10 a.m. to 12 p.m.  The orientation will provide information about deadlines, how to access the application and other general information.
  • Following the orientation, the city will begin accepting applications. The deadline to apply is Thursday, Feb. 4, by 5 p.m.

The External Agency Funds (EAF) are awarded annually to nonprofit organizations offering programs or services in Louisville/Jefferson County that align with the Mayor's strategic goals. The competitive grants are available for Social Services programs, administered by the Louisville Metro Office of Resilience and Community Services, and for Arts and Creative Industries programs, administered by Louisville Forward.

For the Social Services funding program, qualified nonprofits committed to providing services that achieve meaningful outcomes for Louisville citizens in the following key areas are encouraged to apply:

  • Decreasing homelessness;
  • Increasing household financial stability;
  • Increasing youth, teen, and/or young adult engagement in quality programming; and/or
  • Increasing access to services and resources for a targeted population. 

For the Arts and Creative Industries funding program, qualified nonprofits committed to providing programs that achieve meaningful outcomes for Louisville citizens in the following focus areas are encouraged to apply:

  • Arts experiences for everyone;
  • Creative workforce; and/or
  • Creative community spaces and neighborhoods.

Applications will be reviewed by separate External Agency Fund panels, which include Metro Council members and community members, and those recommendations will be included in Mayor Greg Fischer’s recommended fiscal year 2022 budget.

Louisville Metro Government employs a competitive granting strategy and strives to award funding to agencies that demonstrate measurable positive impact in the community and are good stewards of taxpayer dollars. Successful grantees will be required to report on their success in meeting goals, outcomes and how the taxpayer dollars are spent.

The deadline to apply is Thursday, Feb. 4 by 5 p.m.

We are soliciting community input for PlayWorks at Waterfront Park, the first major component of the Waterfront Park 22.5-acre Phase IV expansion.

PlayWorks is a 1.5 acre outdoor experiential learning area created in collaboration with the Kentucky Science Center and celebrates our waterfront's history by using authentic objects as a catalyst for families and kids to make play out of work.Â Visitors will have the opportunity to play and explore around real river and industrial artifacts, including turning a towboat propeller, moving a conveyor belt, and role playing as an excavator operator.


Christmas Tree Composting

Starting Saturday, December 26, drop-off sites will be available for all Louisville/Jefferson County residents at four locations. The Hubbards Lane site will also instantly recycle Christmas trees into mulch that will be offered back to citizens for home use. Those wishing to receive mulch must bring an appropriate container in which to carry it. All lights and ornaments should be removed from trees before they are dropped off or set out for collection. Christmas tree vendors may recycle their unsold trees on Saturday, December 26 only, and only at the Hubbards Lane site.

All locations will close at 1 p.m. on Thursday, December 31 and will be closed Friday, January 1 and Saturday, January 16.

Metro Public Works will also provide curbside pickup of Christmas trees within the Urban Services District (the old City of Louisville boundaries) after the holiday. Residents with City curbside yard waste pickup may set their Christmas trees and greenery out on their regular collection day. Trees must not be in plastic bags, and all decorations must be removed. 

Residents normally serviced by private waste haulers should check with those companies to see whether and when tree pickup is available.

  1. Don’t fall for a secret shopper scam! A local consumer reported to BBB Scam Tracker that she received a check to be a Secret Shopper. She was told to deposit the $2000 check, keep $500 for payment, then use the rest to purchase gift cards and send the gift card information. The check was fake, and the victim is out the money!
  2. A local consumer fell for a car wrap scam. Scammers used the address of a local business. The victim was sent a check, was told to cash it at the bank, keep part of it for payment, then take the rest of the money and deposit it to an account for the decal people to put the decal on his car. Supposedly, every two weeks, he would continue to be paid while the decal was on his car.
  3. Don’t fall for an employment scam! Several victims have reached out to BBB Scam Tracker saying they were contacted by “shipping companies” out of the local area, offering jobs as “Quality Control Inspectors.” Victims are told they will make a large sum of money to pick up packages, inspect them, and reship them. In order to get the job, the scammers ask for your personal information.
  4. A new phishing scam involves calls offering assistance with claiming unemployment benefits. The scammers usually claim to be from a federal or state labor department and ask for personal and confidential information. Just hang up.
  5. Scammers are using the confusion surrounding the second round of stimulus checks to take your money. Don’t provide personal information, upfront fees, or click on any links to fill out an “application” for the payment.
  6. Scammers are still cashing in on COVID scams. Be wary of anyone who reaches out to you in regards to getting the vaccine via a phone call, text, or email. Scammers impersonate the CDC,  in an attempt to steal your personal information.
  7. A fake notice from Amazon says that someone spent thousands of dollars using your account. In some cases, people receive what seems to be an invoice from Amazon requesting payment. The message contains a supposed fraud-hotline number. Victims are told they must send money to correct the "mistake."
  8. The New Year is a good time to check your free credit report, with one of the three major credit reporting agencies: Equifax, Experian, or TransUnion. Go to www.annualcreditreport.com or call 1-877-322-8228.
  9. Make a NY resolution to be a smart consumer in 2021. Update anti-virus software on your computer; change passwords; read the fine print; get everything in writing; and don’t forget to visit bbb.org to research businesses and charities.
  10. Tax season is right around the corner! Do your research before you hire a tax preparer. Find out what their service fees are upfront, avoid those who base their fee on a percentage of your refund, and never sign a blank tax form. Check out companies at bbb.org.
