Friday Thoughts

Happy Friday! I hope everyone is staying well and getting ready to enjoy the holiday season.

Last night, the Metro Council passed two significant pieces of legislation - one involving fair housing and the other involving police reform. The Fair Housing Ordinance basically specifies landlords cannot discriminate against renters based on a number of factors, such as their source of income. This means, for example, that someone cannot be denied the opportunity to rent simply because their primary income is from child support, alimony, or some type of voucher program. This legislation passed without any no votes and was supported by the Louisville Apartment Association because it provided a good balance between the rights of both renters and landlords.

The other piece of legislation, which passed 25-1, created the Civilian Review & Accountability Board and the Office of the Inspector General (OIG) to provide additional civilian oversight of LMPD. The Civilian Review & Accountability Board, made up of trained civilians nominated from a diverse cross section of the community, will review cases and determine whether it agrees or disagrees with the internal findings of LMPD. This feedback is critical to the continuous improvement of LMPD and reestablishing trust across our community. If the board consistently agrees with LMPD’s internal decisions, it tells the public that those processes generally work and are fair. If the board consistently disagrees with the internal findings, it will provide a data point to drive a larger conversation around what might need to change. It is important to note that the board does not discipline officers - it only reviews and recommends.

The OIG is a common position within all levels of government and serves an important role as essentially an auditor - someone who can review departmental operations and make recommendations (in this case to the police chief, the mayor, the Civilian Review & Accountability Board, and the Metro Council). Overall, I think this legislation should be viewed as a positive for both the public and the police, and I believe most of my colleagues agree which is why it received overwhelming support.

On another note, I am happy to announce that in the next few weeks, LMPD’s 8th Division will officially move into its new home near the intersection of Goose Creek Road and Westport Road. While we probably won’t be able to celebrate with the type of community event we would like, we are still excited to welcome them to our district!

Finally, next week will kick off the annual shopping rush along our main retail corridors. This will bring increased traffic and additional people into our neighborhoods. Police will be monitoring, but no policing can beat good prevention. Don’t leave items visible in your car, don’t leave your vehicle unlocked, and don’t leave your garage door open and unattended. If you see something suspicious, call the police and let them check it out.

November 19 Metro Council Meeting

Below are some of the items considered at last night's Metro Council meeting.

Police Reform - The Council approved an ordinance creating a Civilian Review & Accountability Board as well as the Office of Inspector General. The new board will consist of 11 members appointed by the mayor and approved by the Metro Council. Three appointees will be recommendations of the Metro Council, two will be at the discretion of the mayor, two will be self-nominated, and four will be chosen from names submitted by eight organizations including GLI, the Louisville Urban League, and the University of Louisville. All board members are required to complete many hours of training to serve.

The Office of Inspector General has the authority to investigate complaints, examine and review operations within LMPD, and provide recommendations for improving those operations.

Access to Rental Housing - An ordinance was approved prohibiting discriminatory decisions based on lawful source of income, conviction or arrest history (with certain exceptions), prior military service, or homeless status.

Land Use - Zoning changes were approved for properties in District 22 along Bardstown Road and in District 20 along Rehl Road. A zoning change was denied regarding parcels near the intersection of Westport Road and Fountain Avenue. Lastly, the Council approved a neighborhood plan for the James Taylor - Jacob School neighborhood located in District 16 near Hays Kennedy Park. 

Boards/Commissions - Appointments were made to the Air Pollution Control District Board, the Pleasure Ridge Park Fire Protection District Board, and the Downtown Management District Board.

Collective Bargaining Agreement - The Council approved a collective bargaining agreement between Louisville Metro Government and employees of the Louisville Metro Corrections Department.

Pop-Up Drop-Off Event - Tomorrow

I wanted to include one final reminder about tomorrow's Pop-Up Drop-Off event. These are free recycling and large item disposal events held in various parts of Jefferson County. The final 2020 event will be tomorrow from 10 a.m. until 2 p.m. at the University of Louisville Shelby Campus, 440 N. Whittington Parkway. Some of the accepted items (as well as some of the items not accepted) are shown in the above picture. Please visit the Pop-Up Drop-Off website for a full listing of what you may bring, directions to the event space once you are on campus, and more information.

WHEN: Saturday, November 21 from 10 a.m. until 2 p.m.

WHERE: U of L Shelby Campus, 440 N. Whittington Parkway

Staff will wear personal protective equipment (including face coverings) and will stay at least six feet away from those participating in the drop-off. Residents should remain in their car, and must wear a face covering if exiting their vehicle.
   


Middle Fork Beargrass Creek Survey

Part of MSD's mission is to ensure safe, clean waterways. To that end, they are looking to residents for help in planning future improvements to the Middle Fork Beargrass Creek watershed. This watershed, covering approximately 25 square miles, runs from west of Cherokee Park all the way to Middletown. If you live, work, or play in this area (and many District 17 residents do), please take a few minutes to complete this short survey and help prepare a better future for this watershed and all who depend on it.
 


Light Up Louisville

Due to social distancing guidelines, Light Up Louisville will not be held downtown this year. But, there may still be an opportunity for your family to see some of Santa's helpers, Frosty the Snowman, and a few of Santa's best elves! This mobile convoy will visit more than 20 neighborhoods throughout the community on November 27 and 28 as well as December 5, 12, and 19. Visit the Light Up Louisville website to nominate your neighborhood for a visit.

Many people in our community are facing social isolation while living with terminal illness. Volunteers with Hosparus Health would like to delivery some joy to their door, but they need your help. Please consider donating a few items to fill their Holiday Care Bags, small gifts delivered to adult patients this holiday season. Contact Sylvia Johnson at sjohnson1@hosparus.org to learn about items on the wish list or with other questions.
