Governor Andy Beshear issued a new set of recommendations for Kentucky counties that have surged into the "red." Most of the guidance aligns with the tighter "Healthy at Home" orders the state issued last spring when the pandemic began. It includes encouraging take-out over dining-in at bars and restaurants. But none of nine steps involves shutting down in-person classes for public school children or ordering hospitals to eliminate elective surgeries. Utility Information

Following Governor Beshear's executive order for stopping utility shutoffs, Louisville's largest utility companies met before a Metro Council to outline how they plan on providing relief for customers behind on their bills. The water company will not be enforcing shutoffs or charging late payments until Jan. 1, 2021, Executive Vice President Dave Vogel said. Vogel encouraged customers behind on their payments to reach out to the company to set up a payment plan. MSD's bills often appear alongside the water company's, so it will be working with Louisville Water on many of its policies.

Testing Sites

The majority of testing sites in Louisville are returning results in 48 hours or less.  That includes sites administered by Blue Water labs, University of Louisville sites, Norton sites and several others. Reminder we have the full list of testing sites online.

Yard Waste Collection Updates & Changes

Residents who normally receive city yard waste collection on Thursdays or Fridays will temporarily receive collection on Saturdays until January 16, 2021.

This change is due to COVID-19 constraints on waste collection staff and operations. Garbage and recycling routes and Monday, Tuesday, Wednesday yard waste routes are not affected. After January 16 and until April 5, the yard waste winter schedule will begin and all yard waste will be collected on the household's regular collection day BY METRO311 REQUEST ONLY.

Yard Waste Guidelines

As a reminder, the following items are accepted in yard waste collection:

  • Leaves, twigs, straw, pine needles
  • Shrubbery trimmings
  • Branches and tree trimmings - must be less than 2 inches in diameter and less than 4 feet long
  • Wood ash
  • Seasonal items: Pumpkins and gourds free of decoration other than coloring, Christmas trees

Acceptable items may be tied into bundles or placed in durable metal or plastic containers, 20-40 gallon capacity with handles or paper yard waste bags, none weighing more than 60 pounds. Yard waste in plastic bags are not permitted and will not be collected.


Churchill Downs 2020 Fall Meet

Churchill Downs  "2020 Fall Meet" runs through November 29th, Wednesday's through Sunday's. Officials with the track announced a limited number of spectators would be allowed in for the fall meet with COVID-19 safety protocols in place. Before fans could enter they were met with temperature checks and medical questionnaires, once inside masks were mandatory. Items must already be separated into categories for easy off-loading.

COVID-19 Policies: Staff will wear personal protective equipment, including face coverings, and will stay at least 6 feet away from citizens. Citizens should remain in their vehicle if possible and must wear a face covering if exiting their vehicle.

Jefferson County Public Schools’ (JCPS) meal sites will undergo several scheduling changes in November in observance of holidays:

   All meal sites will be closed on Tuesday, Nov. 3 in observance of Election Day. Sites will be open Monday, Nov. 2 for families to pick up three meals for each child.    The new evening pick-up time will be 3 - 5 p.m. instead of 4 - 6 p.m. at the eight sites currently offering evening meal distribution:

 

    • Butler Traditional High School
    • Carrithers Middle School
    • Eastern High School
    • Greathouse Shryock Traditional Elementary School
    • Male High School
    • Seneca High School
    • Valley High School
    • Westport Middle School
  • Roosevelt-Perry Elementary School will resume evening pick up on Tuesday, Nov. 10.
  • Farnsley Elementary School will no longer offer evening meals.

On Thursday, Nov. 19, JCPS Nutritional Services will distribute a special Thanksgiving meal and on Tuesday, Nov. 24, families will receive five of each meal for every child to cover them for the holiday break.

*Since Sept. 1, the 130 meal sites at schools across the district have served an average of 16,800 children each Tuesday and Thursday. The number of children served has steadily increased each week.*

Update on In-School Instruction

JCPS wants to assure families that a plan is in place to safely reopen our schools when the data supports that decision. When they see a significant reduction in the number of cases, they will consult local and state health officials and make a determination about when they can safely return to in-person instruction. Students in middle and high schools will alternate between classroom and virtual learning once in-person instruction resumes at Jefferson County Public Schools, and those who refuse to follow COVID-19 guidelines could face disciplinary action. The updated planning document is available on JCPS website.  


COVID-19 and High School/College Sports

Public Health and Wellness officials continue to urge caution of COVID cases linked to sports at the youth, high school and collegiate levels in the state.

Sanctioned basketball practices began last week under Kentucky High School Athletic Association guidelines. Louisville Metro Public Health and Wellness reported new COVID cases with practices picking back up.

Dr. SarahBeth Hartlage, Interim Medical Director at Louisville Metro said that indoor sports are hotspots for COVID spread and the expectation is for case counts to increase significantly due to the close proximity of players, lesser air circulation indoors, and the fact that multiple hands touch the same objects. 

At the collegiate level, the University of Louisville announced that Saturday's football game versus the University of Virginia is tentatively postponed and all team activities have been paused indefinitely due to positive COVID-19 tests within the program.

Our office has been made aware of an increase of vehicle thefts and items stolen from vehicles. Here are several tips from LMPD that may seem simple but very effective,!

  1. Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices and even loose change.
  2. Always lock your vehicle doors.
  3. Remove garage door openers from vehicles usually parked outside.
  4. Do not leave your keys in your vehicle.
  5. Do not leave the windows of you vehicle open, or partially open.
  6. Try to park your vehicle in a well-lit area.
  7.  Never leave a firearm unprotected in your vehicle.
  8. Immediately report any suspicious person, or vehicle to (502) 574-7111.

Metro Public Works is offering a free leaf drop-off service November 10 through December 12. Drop-off will not be available on November 26 and 27 in observance of the Thanksgiving holiday. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents.

State Transportation Crews Prepare to Respond to State’s First Snow Season During COVID Pandemic

Chilly early November temperatures signal the fast approaching winter months – primetime for the Kentucky Transportation Cabinet’s (KYTC) snow and ice removal efforts. Nearly 2,000 frontline crews charged with maintaining safe travel on state routes will face the first snow and ice season during a health pandemic and Governor Andy Beshear calls upon TEAM Kentucky to keep fellow Kentuckians safe on and off the roads.     KYTC snow-fighters have been trained, salt and road treatment supplies restocked statewide, 1,024 plow trucks serviced and contingency plans are in place– all part of the state’s preparedness plan to respond to winter weather. This year, the cabinet’s proactive planning has had to take into account the novel coronavirus 2019 (COVID-19) pandemic, which to date has killed more than 1,400 Kentuckians and has the potential for sidelining entire work crews.     Kentuckians are asked to partner with KYTC by paying attention to weather advisories, limiting trips during poor weather conditions, and showing the crews grace as they make the necessary adjustments brought on by the pandemic.     A statewide brigade of trucks and plows is ready for deployment before, during and after winter weather events, and a strike force of four plows is positioned for statewide deployment from Frankfort during major winter weather events. The Cabinet is stocked with a supply of 375,000 tons of salt, 1.1 million gallons of brine for anti-icing efforts and 1 million gallons of calcium chloride, an additive to salt for deicing.    KYTC uses a three-tier system to prioritize treatment and snow clearing on state-maintained routes. Route designations are based on factors, such as traffic volume and connectivity to critical services, like hospitals. During routine snow and ice events, crews operate using snow and ice priority route maps for maximum efficiency of equipment and materials usage. For severe winter storm events, the Cabinet has established a snow emergency plan to deploy resources within each county as needed to cover highest priority routes.    Click here to follow your local KYTC Department of Highways district office on Twitter and Facebook for regional transportation updates. Councilman Triplett is participating in the discounted recycle cart program with Solid Waste. District 15 residents benefit! The 95-gallon and 65-gallon recycling carts are available for District 15 residents for only $25 -- this is a 50% discount. Due to the change in KY tax code, we must now charge sales tax on the value of the item - therefore the total for the cart is $28 - $25 for the cart and $3.00 for tax.
