If you are denied a ballot at the polls, request to have an immediate hearing before your county board of elections. Any decision of the county board of elections can be immediately appealed to a circuit court judge. Do not leave the poll without a hearing. If you are offered a "Provisional Ballot", please note that ballot will be only for federal offices, i.e. President, U.S. Senator and U.S. House.

If a person in Kentucky did not request an absentee ballot, and now needs one because of being quarantined or another reason, they can apply for an application for an absentee ballot by contacting their county clerk through November 3. The ballot can be picked up by any designated person at the Election Center at 701 West Ormsby. After properly filled out and signed by the voter, the ballot is returned to the county clerk's office, mailed or put in one of the inside drop boxes at the various voting locations.

We’re in the red in every single ZIP code,” Louisville health officials caution

Mayor Greg Fischer and Public Health and Wellness Director Dr. Sarah Moyer said Tuesday that Louisville’s COVID-19 cases are continuing to increase at an alarming rate, and we remain in the red alert level in every ZIP code in Louisville. That means there are more than 25 cases per 100,000 residents. “This virus isn’t going away,” the Mayor said. “Right now, it’s hitting us harder locally than it did in the spring and early summer. For us to get our kids back in school, and for us to recover economically and to build the more equitable economy the people of our city deserve, we have to take control of the situation by, again, wearing masks, limiting where we go and who we’re around. We can’t let our guard down.” Here are the key data metrics for the week of October 27, 2020: There were 1,888 new cases over the previous week. This is the highest number of positive cases Louisville has experienced since the outbreak began. Our total case count is at 23,459. Louisville’s rolling two-week average positivity rate is at 6.1 percent. Hospitalization data: 8 percent of patients currently hospitalized have COVID-19. 42 patients in ICU with COVID-19 as of October 27. 22 COVID-19 patients on ventilators as of October 27. COVID-19 cases are in every Louisville ZIP code. There continues to be a higher rate of positive COVID cases in west and south Louisville among Black and Latino communities. Largest increase in case counts in the 15-34 age demographic at 35 percent. The largest sources of spread of the virus are household contacts, workplaces, attendance at gatherings and travel. “We know the largest sources of spread are from household contacts, specifically where family members are having gatherings,” said Dr. Moyer. “We also know that workplaces are a common source of spread.” Dr. Moyer cited a recent mobility study conducted by University of Louisville health economist, Dr. Seyed Karimi, shows that travel to workplaces has increased.   “If you own your own business or have employees, please make sure people can work from home virtually if possible. If that’s not possible, please make sure you’re doing the safe guidelines with wearing masks and being socially distant,” Dr. Moyer added. The Mayor and Dr. Moyer expressed support for and stressed the need to follow new “red zone” recommendations released by Governor Beshear which also included allowing employees to work from home when possible, reducing in-person shopping by ordering online for delivery or curbside pick up as much as possible, not hosting or attending gatherings of any size; and prioritizing and supporting businesses that follow and enforce the mask mandate.

“So many of our businesses are doing an outstanding job at following all the Healthy at Work COVID-19 prevention protocols,” Dr. Moyer said. “Please support them. I also encourage anyone who sees businesses not adhering the mask mandate or other prevention protocols to file a complaint by contacting Metro311.”

Moyer reported that in the month of October health inspectors have issued orders to 50 businesses for not following the mask mandate or other safety practices.

Louisville Health COVID-19 Helpline has increased staffing to improve support

The Louisville Metro Department of Public Health and Wellness and Lacuna Health has increased staffing for its COVID-19 Helpline to even more quickly provide support and answers to residents and businesses with questions about COVID-19 – and to initiate the contact tracing process among those testing positive for the virus. 

Louisville is in the red alert level status which means there are more than 25 COVID-19 cases per 100,000 residents daily. On Tuesday, Public Health officials announced the city added 1,888 new cases.

Metro’s Contact Tracing team is available to answer the hotline 24 hours a day, 7 days, and bilingual team members and language translation services are available. The number is 502-912-8598.

Karen Handmaker, a population health expert and former executive at IBM Watson Health, who is overseeing the city’s contact tracing and helpline efforts, said it is important that people who test positive reach out to the contract tracing team, because as many as 40 percent of positive COVID-19 test results the department receives have no contact information. 

“We can’t call to check on someone who has recently tested positive if we don’t have a phone number,” Handmaker said. “We encourage anyone who has recently tested positive to please call the helpline. Our contact tracers and care advocates want to make sure you get the care you need, have what you need to safely isolate and quarantine, and answer any questions you have.”

Handmaker said the COVID-19 Helpline is also helpful for businesses. “Our care advocates can provide helpful guidance and information to businesses who have an employee test positive,” she said.

Residents, businesses and employees are encouraged to reach out to the LOU HEALTH HELPLINE (502-912-8598) if: 

• They or a family member has tested positive and needs to know their next steps;
• They are waiting for a test result and aren’t sure what to do;
• They were in close contact with someone who tested positive and need guidance;
• They have questions about safely isolating, quarantining;
• They’ve test positive and want to ensure others they’ve been in contact with are notified of their risks by contract tracers.

Mayor recognizes LOU Covid Rapid Response Group for collaborative, innovative efforts to manufacture PPE

UofL-led group partnered with local manufacturers, makers to tackle COVID-19

Thursday, Mayor Greg Fischer recognized the contributions of the LOU Covid Rapid Response Group to helping combat the COVID-19 pandemic through the manufacturing and distribution of Personal Protective Equipment (PPE) starting in March. The group is a collection of manufacturers, suppliers, universities and individuals designing and manufacturing or 3D printing PPE for hospital systems in more than 10 states.

“Since the start of the pandemic, the LOU Covid Rapid Response Group has used their time and talent to help combat the spread of COVID-19 through the creation of PPE. Because of the already collaborative and innovative manufacturing ecosystem in Louisville, this group was able to form and grow quickly to meet the demands for PPE,” said Mayor Fischer. “I want to thank everyone involved in the LOU Covid Rapid Response Group for their efforts to ensure our frontline workers had access to PPE as soon as possible.”

Since the spring, the LOU Covid Rapid Response Group has made and distributed more than 140,000 units of PPE, including face shields, 3D-printed test swabs, ventilator parts, N95 masks and other PPE innovations. In addition to more than 40 regional manufacturers and suppliers like GE Appliances, Clayton & Crume and Fast Radius, the group includes more than 160 individuals who have 3D printers in their homes, offices and classrooms.

“I am pleased and quite proud that the University of Louisville and this community of manufacturers came together to provide resources for our health care workers who are working so hard to care for all of us during this pandemic. This work is a great example of how the researchers and innovators at UofL translate their knowledge to provide an immediate, tangible benefit to our community,” said UofL President Neeli Bendapudi.

The LOU Covid Rapid Response Group tapped into existing partnerships between educational institutions and manufacturing and logistics businesses and created new ones that will persist into the future. Through the group, researchers and students at UofL found innovative new ways to create PPE, including laying out a blueprint for 3D-printed COVID test swabs and face shields, and manufacturers were able to use those to make the PPE in-house.

As with other industries, manufacturers’ and suppliers’ operations were negatively impacted by the COVID-19 pandemic. By pivoting to making and distributing PPE, these businesses were able to stay open and allow employees to continue earning a paycheck.

Mayor Fischer and President Bendapudi honored leaders and organizations within the group at an event at UofL’s AMIST (Additive Manufacturing Institute of Science and Technology) facility where some of the PPE is made. AMIST supports and promotes applied research, materials testing and professional training activities for clients from industry and government.

Noting that October is Manufacturing Month, the Mayor stated, “Manufacturing is an essential part of Louisville’s economy, and while the industry is undergoing changes related to the introduction of new technologies, manufacturers in Louisville have showcased, through this group and other partnerships, how nimble they can be.”

In Louisville, the manufacturing sector employs more than 81,000 workers regionally, working at approximately 1,500 manufacturing companies. The industry accounts for 16.5 percent of the region’s annual GDP, compared to 11.2 percent of national GDP.

MSD update on new FEMA floodplain mapping

New Federal Emergency Management Agency (FEMA) flood maps become effective February 26, 2021. At that time, any related flood insurance requirements will also take effect. The new preliminary FEMA maps remove approximately 1,400 properties from floodplain maps and add 1,100 new properties to the maps. Flood insurance is still recommended even if your property is removed from the mapped floodplain, as the flood risk is only reduced, not removed. Check with your insurance agent to determine the right amount of flood coverage needed. Note that your lender still retains the right to require flood insurance if they feel it is necessary. If you live in an area newly affected by a flood risk map change, review your options with your insurance agent as policies purchased 30 days before the effective map date may be eligible for a lower-cost flood insurance policy. Buildings newly mapped into the floodplain may be eligible for a lower premium during the first 12 months after a map change. Buying an insurance policy before the new flood map goes into effect will save more money. Your insurance agent can give you more information on how to save. Schnitzelburg Area Community Council seeks nominations for #1 Citizen Award

Do you know of someone doing good things for "ole Schnitzelburg?" Nominate them for the #1 Citizen award. More than half a century ago, Kenny Schmied was named the first #1 Citizen. Schmied quietly served Schnitzelburg each day, without asking for thanks or recognition - he just loved “ole Schnitzelburg.” Using him as inspiration, a group of Schnitzelburgers decided to recognize one selfless individual each year. Nominees don’t have to currently live in Schnitzelburg, although they must have a proven commitment to the betterment of Schnitzelburg at some point in their life. A subcommittee of the Schnitzelburg Area Community Council reviews the nominations and determines the winner for the year. The #1 Citizen is usually announced at the #1 Citizen Dinner, without the honoree having any prior knowledge of winning. Planning study to identify improvements to the I-65/I-264 interchange - and KYTC wants your feedback

The Kentucky Transportation Cabinet (KYTC) launched a planning study in fall 2019 to identify improvements to reduce congestion and improve safety at the I-65/I-264 (Watterson Expressway) interchange in Jefferson County. The interchange has the highest number of crashes in the Kentuckiana Regional Planning & Development Agency (KIPDA) region.

Goals of the project are to increase safety for all users, manage and reduce roadway congestion, ensure timely and efficient movement of freight, and reduce and/or mitigate negative environmental impacts.

District 10 events

Continuing its tradition of a fall site-specific production for Halloween, Kentucky Shakespeare returns to live theatre with an immersive new drive-in production of Shakespeare’s classic tragedy, Macbeth. The hour-long, seven-actor live theatre experience was created in direct response to COVID-19, with audience members viewing from the safety of their closed vehicle, listening to the production via short range FM radio transmission. The production is at the former site of the Louisville Metro Recycling Center at 1297 Trevilian Way, in Joe Creason Park, across the street from the Louisville Zoo.

Set in a future dystopian society, the production is directed by Producing Artistic Director Matt Wallace and features a cast of Kentucky Shakespeare actors with Brian Hinds as Macbeth, Jennifer Pennington as Lady Macbeth, Dathan Hooper as Macduff, Jon Huffman as Duncan, Zachary Burrell as Banquo, Angelica Santiago as Lady Macduff, and Braden McCampbell as Malcolm. All actors also play other roles in this ensemble production. Donna Lawrence-Downs is the Costume Designer, Jesse AlFord is the Lighting Designer, Karl Anderson is the Scenic Designer, Laura Ellis is the Sound Designer, Eric Frantz is the Fight Choreographer, and Gregory Maupin is the Editor/Dramaturg. “It’s been a long road to get here, navigating challenges of this pandemic, but we’re delighted to be able return to live, in-person Shakespeare with this new experience,” says Matt Wallace, Producing Artistic Director. “It’s a pretty great feeling to create live theatre again, following the postponement of our in-person summer season. LIHEAP Vendor solicitation for 2020-21 season

Vendors wishing to participate in the LIHEAP 2020-2021 program must complete required paperwork and return the appropriate documentation. Vendor Packets can be downloaded from the louisvilleky.gov website by clicking here, or arrangements can be made to pick up in person by calling 574-3082. LIHEAP, the Low-Income Home Energy Assistance Program, is a federally funded program that provides financial assistance to help eligible, low-income households meet their home heating needs. LIHEAP vendors are defined as any business that supplies energy, such as rental facilities where utilities are included in the rent or provides home heating fuel to individuals applying for the LIHEAP program. Examples of home heating fuel include oil, kerosene, propane, bottled gas, wood, electric or natural gas.

Leaf drop-off

Mowing over leaves to mulch them back into your lawn is a great option for reducing waste. Mulching not only returns vital nutrients to the soil, but experts say that it can help your grass grow even better the following year! Of course, residents with yard waste collection can also set them out in containers or paper bags. And all Louisville Metro residents will have the option to dispose of them for free at one of three drop-off sites beginning Tuesday, November 10. Metro Public Works is offering the free leaf drop-off service through December 12. Drop-off will not be available on November 26 and 27 in observance of the Thanksgiving holiday. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents. Eviction prevention help

Mayor Fischer announced Wednesday that Louisville Metro Government has removed the income requirement for all of its eviction prevention assistance programs in an effort to streamline the application process for all applicants. The income requirement has been replaced with a maximum cap on monthly rental assistance.

“We’re making this change to streamline the intake process to get help to our residents facing eviction more quickly. So many tenants have accumulated rent debt due to previous COVID-19-related unemployment, and while some may have regained employment, they still might never be able to get caught up on their rent payments and stabilize their household without assistance,” the Mayor said.

JCPS meal pick-up schedule changing in November

Meal sites closed on Election Day, but open Monday, Nov. 2 Jefferson County Public Schools’ (JCPS) meal sites will undergo several scheduling changes in November in observance of holidays: All meal sites will be closed on Tuesday, Nov. 3 in observance of Election Day. Sites will be open Monday, Nov. 2 for families to pick up three meals for each child. The new evening pick-up time will be 3 to 5 p.m. instead of 4 to 6 p.m. at the eight sites currently offering evening meal distribution: Butler Traditional High School Carrithers Middle School Eastern High School Greathouse Shryock Traditional Elementary School Male High School Seneca High School Valley High School Westport Middle School Roosevelt-Perry Elementary School will resume evening pick up on Tuesday, Nov. 10. Farnsley Elementary School will no longer offer evening meals. On Thursday, Nov. 19, JCPS Nutritional Services will distribute a special Thanksgiving meal and on Tuesday, Nov. 24, families will receive five of each meal for every child to cover them for the holiday break. Since Sept. 1, the 130 meal sites at schools across the district have served an average of 16,800 children each Tuesday and Thursday. The IRS has determined that there are thousands of individuals in Jefferson County who are eligible for the IRS Economic Impact Payment (stimulus payment) but who have not yet received this payment. The IRS has extended the deadline for non-filers to register for their Economic Impact “stimulus” Payments to November 21.

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. Frazier Museum and partners organizing “Thank a Suffragist” events for election week and beyond

The unification of voice in a common cause is what has led many victories in American history. A conscious melding of voices from local leaders like Susan Look Avery, the Nugent Sisters, Mary Virginia Parrish, and Rebecca Rosenthal Judah, just to name a few, made tremendous headway for women to acquire the legal right to vote in Kentucky. Much like the eclectic nature of these leaders, a tremendous partnership of the leading historical agencies in Louisville — Cave Hill Heritage Foundation, the Filson Historical Society, the Louisville Metro Office for Women, and the Frazier History Museum — has brought these stories to life again to inspire, teach, and enrich our community, inspiring a necessity to vote and work for a common cause. Thank a Suffragist (Election Day), Tuesday, November 3, 10 a.m. – 2 p.m. General public is invited to visit Cave Hill Cemetery, receive a complimentary copy of the suffrage history booklet Louisville Women and the Suffrage Movement: 100 Years of the 19th Amendment, and enjoy a self-guided tour of the Cemetery. Graves will be marked with signage for easy identification. Visitors are encouraged to sign the special-made “Thank a Suffragist” signs provided in cooperation with the Louisville Metro Office for Women. Free coffee from Heine Bros. will be provided. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. A new interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Call 502-574-7111 for non-emergency related help or to find a towed vehicle. Call 574-LMPD to report crime tips. The Louisville Metro Police Department is providing MetroSWAP Zones outside of some Division offices. There is 24 hour video surveillance. LMPD recommends: Agree to meet the person ONLY at a MetroSWAP station. Meet only during daylight hours. Tell someone you trust where you are meeting and at what time. Meet in the parking lot. There will be two designated parking spots at each location for use. Make this interaction brief and to the point. Get your reduced cost recycling cart before funds are depleted

Councilman Mulvihill is committed to providing carts to District 10 residents at a reduced cost. These recycle carts will be available on a first come first served basis until the funds are depleted.  The photos at left show the sizes: 64 gallon on the left, 95 gallon on the right.

The carts normally cost $53, but Councilman Mulvihill has made them available for residents of District 10 for a reduced cost of $28. Please call 574-1110 or email us for the form. This offer is available to urban service district residents.

What's the difference between a Recycling Bin and Recycling Cart? The District 10 Discount Cart Program only includes Recycling Carts in 65- or 95-gallon size. Please call 574-1110 or email us for the form. This offer is available to urban service district residents. Households with city waste services receive one garbage cart (all black) and one 18-gallon orange recycling bin for free. If you have just moved into a residence and either of these are missing, contact Metro311 online or call 311 or 574-5000 to make a request.

RecycleCoach app helps Louisville Metro customers with collection reminders, recycling information and more

Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Download from the App Store or Google Play.

Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
