Early Voting and the Fraternal Order of Police Labor Contract

Early voting has begun and all indications are things are going very smoothly in Jefferson County. There are 4 early voting sites and you may vote at any of them. They include the Louisville Marriott East which is the closest early voting site to District 19. In addition to that site, if you happen to work in other areas of the city, you can early vote at the Yum Center, the Expo Center, and Kentucky Center for African American Heritage. All of these sites are open on Monday thru Saturdays from 8:30AM to 4:30PM and they all include drop off boxes for absentee ballots if you want to ensure they arrive safely with the Clerk’s office.

If you requested an absentee ballot, you will not be allowed to ‘early vote’ at this time. If you have not received your ballot by October 28^th, then you may vote live. On election day there will be 20 sites available for voting and again, you may vote at any of them. Some of the sites on election day include Crosby Middle School and Ballard High School. I want to implore you to vote early if you can. It is secure and it will eliminate long lines at the polls on election day.

If you needed a good excuse to vote, look no further than the debate around the contract for the Fraternal Order of Police and the results of electing poor executive leadership in Louisville. Our officers are the defenders of our city and our security. While we lay asleep in our beds, these men and women patrol the city to prevent crime and hold accountable those that commit crimes against our city.

The LMPD has not been managed properly and we have seen some serious issues arise from a lack of leadership. Their leadership (that would be the Mayor, his civilian Chief of Public Safety, or his appointed Police Chiefs) have failed to weed out the very small numbers of disciplinary problems which led to the scandals from the Explorer case to the Breonna Taylor tragedy. The Mayor’s office failed to give them a proper competitive pay structure, he cut the standards for admission for officers, and cut their training. We have gone from where we would get 500 applications to fill 48 academy positions to now where we only have 17 officers in the most recent academy. Do we need to fix things at LMPD? YES. Of course we do. But that does not mean the dedicated, selfless officers who put their lives on the line for our safety do not deserve a reasonable labor contract that gets them back to a competitive pay structure so we can retain and recruit the best officers for this city.

This contract includes a pay raise, better health insurance premiums for the officers, and several of the reforms that have been discussed at the city level. The Mayor has the authority to make several more reforms that are supported in a bipartisan manner and by the FOP. The rest of the reforms must wait until after the next state legislative session as they would require some state law changes to enact. This contract is already two and a half years delinquent. It only gets them a contract through July of 2021 and the FOP have agreed to immediately start negotiation the next contract in January. The new Chief of Police supports this contract. The FOP supports this contract. I support this contract. We must pass it now.

The Committee I Vice-Chair that oversees this contract did table this temporarily as there were many questions and it is only fair that all questions are answered before Councilmembers have to vote on this. We are having a special session before the next Council meeting to get those questions answered, we will vote for that contract in that Committee meeting and then we will vote on it at the full Council. I will not vote again to delay this as it is already delayed 2.5 years. I am asking my colleagues to pass this bill but I need your support. Please take a moment to email councilmembers and respectfully communicate your support for our officers and this desperately needed contract.

The Louisville Zoo will still host its popular Halloween event "Boo at the Zoo" this year, with some changes due to COVID-19.

"Boo at the Zoo" will start Oct. 1, and continue every Thursday through Sunday night through Oct. 31. Halloween guests will enter the zoo at their reserved times between 5 and 10 p.m.

Everyone is encouraged to wear costumes, and all guests over 5 must wear a mask to go down the route. The zoo will not be handing out individual pieces of candy, but will pass out small sealed treat bags.

The zoo said socially distanced photo opportunities will still be available with costumed characters.

Member tickets are on sale now for $6, while non-members can purchase tickets starting Wednesday, Sept. 16 at 10 a.m. Non-members can purchase tickets for $12.50. Children aged two and under do not require a ticket.

Tickets will cover the cost of Boo at the Zoo admission, parking, Spooktacular Carousel, “not-so itsy bitsy” Spider House and the Headless Horseman of Sleepy Hollow attraction.

Police departments offer Safe Internet Exchange Locations

Since February 2016 folks have taken advantage of their “Safe Internet Exchange Location.” We invite you to make this a safe place to make your internet exchanges or purchases.

The Louisville Metro Police Department also provides MetroSWAP Zones around the city. These areas are located outside of some of our Divisions. There is 24 hour video surveillance.

Agree to meet the person ONLY at a police station.

Meet only during daylight hours.
Tell someone you trust where you are meeting and at what time.
Meet in the parking lot. There will be two (2) designated parking spots at each location for use.

Community Response to COVID-19

Many businesses and local organizations are taking steps to help during this crisis. These include stores opening only for seniors and those most vulnerable at certain times of the day, free digital access for certain households, and waiving delivery fees for orders from independently owned restaurants.
