Monday evening, German-Paristown Neighborhood Association leaders and members dedicated an artwork with a familiar inspirational message: "We will get through this together."  The artist, Billy Keith, is an area resident and solar artist. Keith uses  large magnifying lenses to burn artwork into wood. He's shown in the photo to the right with the piece, which includes the Louisville skyline. Louisville officials report COVID-19 cases continue to surge

Mayor Greg Fischer announced Tuesday he is extending his State of Emergency order through August 31 (from July 31) because of a continued surge in COVID-19 case counts.

According to Dr. Sarah Moyer, director of the Louisville Metro Department of Public Health and Wellness, COVID-19 cases are being primarily spread among people going to bars, gyms, workplaces, youth camps and sports, family gatherings and in travel to hot-spot areas such as those Governor Beshear outlined in his recent travel advisory: Alabama, Arizona, Florida, Georgia, Idaho, Nevada, South Carolina, Texas, Mississippi and Puerto Rico.

Dr. Moyer provided a reminder that the virus doesn’t move, people move.

“When we look at the data, people in Louisville are moving now as they were back in March when we had to close things down and stay at home,” Dr. Moyer said. “Remember the data we are seeing today is reflective of our movements two weeks ago. If we want to keep businesses open, get kids back to school, we must slow things down. We all need to reduce the number of people we’re encountering daily.”

Dr. Moyer emphasized that anyone who travels to any “hot spot” states should add a 14-day quarantine to their vacation plans. She also said it’s important for anyone who tests positive or anyone who was a close contact of someone who tested positive to quarantine at home for 14 days and follow these directions:

• Stay home and away from other household members. Do not go to work or go to the grocery store.  The only exemption is medical care, if needed.
• Do not have family or visitors over.
• Check your temperature twice a day and keep daily records.
• If you experience any symptoms, immediately call your medical provider who will make sure you get tested.

Dr. Moyer also added that people who have been tested should stay home and isolate while awaiting their test results. “If you thought you were at risk enough to get tested, or have symptoms, please stay home so you don’t risk exposing others in the community.”

Dr. Moyer encouraged anyone who has been tested and awaiting results make a list of anyone they’ve been in contact with beginning 48 hours before symptoms started. “If any of them were within six feet of you for more than 10 minutes, they are considered a high-risk exposure. If your test comes back positive, these are the people our contact tracers will help you identify to have them safely quarantine at home, so they aren’t exposing others to the virus,” she added.

Louisville Water program can help customers remove privately owned lead service lines - including 77 in District 10

Louisville Water has a program in place to assist in the removal of privately owned lead service lines. Under the program, Louisville Water will pay 50 percent of the removal cost up to $1,500. If a customer meets certain income criteria they may be eligible for a Louisville Water Foundation grant to cover the remaining cost. Additionally, Louisville Water offers free water quality testing for any customer who has a concern.  Louisville Water reports that there are 77 properties with privately owned lead service lines in District 10, and 814 such properties across Louisville Metro. To make customers aware of the program Louisville Water is mailing each of those 814 customers a letter outlining the program. If they don’t hear back from those customers LWC will follow up with a postcard and phone call.

JCPS updates

Kids get nutritious meals at no charge at any of the JCPS Summer Meal sites. You just have to be 18 years of age or younger. Summer 2020 sites will be drive-up locations and meals will be allowed to be taken off site due to COVID-19. There are no income limitations for the program, and all JCPS students are eligible.

Kentucky Expo Center renovations to main gate near completion

Major renovations at the Kentucky Expo Center, including a new main gate, are nearing completion. The improved main gate has more lanes and improved signage, as seen in the rendering above. The project also improved energy efficiency in the Expo Center. The KEC still plans to host the 51st Annual Street Rod Nationals and the Kentucky State Fair.

Cyril Allgeier Community Center providing free Summer Blessing meal packs for youth

The Cyril Allgeier Community Center is distributing Summer Blessing meals, free to anyone 18 years old and younger. The child does not have to be with a parent to receive the meal. Come to the center at 4101 Cadillac Court Monday through Thursday from 8:30 a.m. to 7 p.m., ask the staff for a meal and you will receive it, no questions asked. From Louisville Parks and Recreation: While we are not able to serve together at this time, individual service can have a HUGE impact on our parks and public spaces! For your safety and the safety of all park users, volunteers are required to wear a mask and practice safe social distancing while volunteering in the parks. Gather Limbs and Fallen Sticks - Summer storms and wind mean there are a lot of small limbs and sticks throughout the parks. These quickly become tripping hazards and can make grass cutting difficult.  Gather sticks and limbs in piles near parking areas and roads Email LMPRvolunteer@louisvilleky.gov and share where you have gathered sticks so the crew can pick them up Weeding Tree Rings and Landscape Beds -  Pull weeds around young, mulched trees or landscaped beds; pull/cut vines growing up trees (be cautious of poison ivy) Debris can be gathered in old grocery bags or trash bags and disposed of in any park trashcan Help us see what you are seeing in your neighborhood park! Complete a Park Assessment. This simple online form will help us identify future projects and areas for improvement. Due to a temporary closure in response to COVID-19, the Louisville Zoo will celebrate its annual bash for the Earth — Party for the Planet: A Month-Long Celebration of the Earth — in July. Usually held in April, this month-long celebration will include $5.25 admission for Fun Day Mondays on July 6, 13, 20 and 27 as well as $8.25 admission on July 26 when the Zoo will celebrate its Earth Day Festival. The Zoo’s social channels will also feature conservation-minded videos on each Saturday in July from some of the Zoo’s eco-partners. The student winners of the Trashformation Recycled Art Contest will also be announced July 26 on the Zoo’s social channels and on the Zoo’s website at LouisvilleZoo.org/Trashformation. Everyone, including members, must reserve or purchase tickets online at louisvillezoo.org/tickets. No one will be admitted without a ticket. Guests will be asked to choose their date and hour of arrival. Tickets are valid for the reserved date and time only, however guests may enjoy the Zoo at their leisure. The special ticketing policy, including frequently asked questions, is available at louisvillezoo.org/together. The Zoo remains in communication with the Mayor’s office and the Louisville Metro Department of Public Health and Wellness on our COVID-19 response and has closely worked with them on the reopening and ensuring we are following the latest safety guidelines.  Staff members have mandatory temperature checks as they arrive to work. All staff in public areas wear masks. The Zoo strongly encourages guests to wear masks as well. Zoo keepers continue to wear masks around vulnerable animal populations. The Zoo will be cleaning and disinfecting high-touch areas frequently. All of the restrooms will be open with step-and-pull entry or touchless access. Zoo staff and markers will be present to help encourage social distancing.

July 27 - 50th Annual World Championship Dainty Contest - with modifications for safety - watch on Facebook Live

From the Schnitzelburg Area Community Council: The SACC is proud to present the 50th Annual World Championship Dainty Contest. Even though this is an outdoor event, we knew that social distancing would be hard on a narrow Schnitzelburg street. Ultimately, we decided that it would be best to alter the event so that we can celebrate its 50th year while protecting the players and volunteers that make this event possible. The Dainty will still be held on the last Monday in July (the 27th). The event will begin at 5 pm. Here is what is changing: The event will be held at Germantown Baseball in the parking lot No spectators Masks will be required and strict social distancing will be enforced There will be no vendors (this includes beer!) The event will be streamed on Facebook Live and we will have a colorful cast of commentators for the event. How can you play? New Global Louisville Directory will connect immigrants to services that cater to multicultural communities and highlight immigrant-owned businesses

Louisville Metro Government’s Office for Globalization, part of Louisville Forward, is making efforts to address one of the challenges foreign-born communities face in their professional and personal lives by launching a new Global Louisville Directory.

The directory will act as a one-stop shop for foreign-born residents to access resources, career pathways, business development resources and more. The Global Louisville Directory also will promote immigrant-owned businesses and entrepreneurs, skilled professionals and community organizations who cater to the needs of Louisville’s immigrant communities.

"Louisville is a growing city greatly impacted by the diverse group of immigrants who’ve chosen Louisville as their new home and who share their cultures with us every day. The Global Louisville Directory further allows us to recognize and support the entrepreneurial spirit that many in our immigrant communities bring to our city,” said Sabeen Nasim, director of the Office of Globalization.

The directory was born out of conversations in November 2019 with leaders of Louisville’s foreign-born communities and is part of the Louisville Welcoming Economies Pilot, a partnership with nonprofit, nonpartisan Welcoming America, which provided technical assistance on the project. In 2018, Welcoming America named Louisville as a "Certified Welcoming” city, one of only a few in the United States.

"The Global Louisville Directory is an example of the kind of practice that all cities can learn from as they strive to help all residents, including new Americans, feel at home. The Directory is a creative solution that facilitates accessibility for language-diverse Louisvillians looking to open a business, learn English, find a job or health services, engage in civics, or share their cuisine with the community, while affirming the importance of interconnectedness and creating a new avenue to boost small business at a time when both are sorely needed," said Rachel Peric, Executive Director of Welcoming America.

The Global Louisville Directory is personalized to the needs of the international community and currently can be translated into eight different languages. The Office of Globalization plans to expand that into additional languages as well as grow the number of businesses, organizations and services listed.

As part of the Louisville Welcoming Economies Pilot, the Office of Globalization will also facilitate workshops throughout the upcoming year customized to the individual needs of foreign-born entrepreneurs and skilled professionals helping them to reassess and redesign their business and leadership models in light of the COVID-19 global pandemic.

The launch of the directory follows last week’s release of research from New American Economy highlighting the demographic and economic characteristics of immigrants in Louisville. The research reinforced the demand for the Global Louisville Directory as it is released at a time when communities across the country are working to ensure services and support are available to all residents.

COVID-19 pandemic forces changes as WorldFest and Hike, Bike and Paddle move to a virtual platform

Mayor Greg Fischer announced this week that two popular Labor Day events, WorldFest and Hike, Bike and Paddle, will not be held in-person this year due to ongoing COVID-19 health and safety concerns.

“These annual events celebrate the beautiful diversity of our city,” said the Mayor. “So, it’s disappointing that we won’t be able to gather in person to dance, exercise, try new foods and learn about other cultures. This was a difficult decision to make, but we must continue to prioritize the health and safety of our residents, vendors, guests and sponsors.”

Virtual WorldFest will provide live and pre-recorded content on social media platforms from Monday, August 31 – Friday, Sept. 4. Content will include a virtual Parade of Nations; a Global Village showcasing unique heritage, culture and dress; food and cooking segments; kid’s crafts; music, dance and more.

WorldFest has been called a “Top 20 Must See Event in September” by the Southeast Tourism Society and plays a major role in Louisville being twice named an “Event City” by the International Festival & Event Association. For the past 18 years, WorldFest has attracted record setting crowds, with last year’s attendance topping more than 160,000 over the four-day Labor Day weekend.

Earlier this year, the Mayor announced the Hike, Bike and Paddle scheduled for Memorial Day weekend would move to a virtual platform. Since then, more than 1,000 Louisvillians have participated in the event. The first-of-its-kind Virtual Hike, Bike and Paddle is now being extended through September 7.

Participants in the virtual Hike, Bike and Paddle are asked to complete a healthy lifestyle activity and upload pictures of themselves running, jogging, hiking, biking, paddling, or doing any other exercise while still practicing good social distancing. That includes other activities that have traditionally been part of Hike, Bike and Paddle, such as Tai Chi, Yoga and Zumba.

Louisville Metro accepting applications for small business grants, eviction prevention assistance

More than $42 million in federal CARES dollars will fund new programs Louisville Metro Government is now accepting and processing applications for both the Small Business COVID-19 Relief Grants and Eviction Prevention COVID-19 Relief Fund. Funding for the two new programs comes from federal CARES (Coronavirus Aid, Relief, & Economic Security) Act money, with each program receiving $21.2 million toward their mission. Small business assistance The Small Business COVID-19 Relief Grants program, administered by Louisville Forward, will provide up to $50,000 to small businesses with the goal of helping prevent business closures caused by the COVID-19 pandemic. At least 50 percent of the program funds would be dedicated to businesses in in low-to-moderate income census tracts.          Eligible expenses include payroll, utilities, mortgage/rent, fixed costs, such as interest on debt service and insurance, and technology to allow for online sales. Funds will be disbursed in three payments and recipients will be required to report proof of grant expenditures. Eviction prevention Eviction Prevention COVID-19 Relief Fund aims to aid low-to-moderate income households that are delinquent on rent payments as a result of the COVID-19 pandemic. Individual households may begin applying for rental assistance through the Office of Resilience and Community Services immediately. To be eligible, households must earn at or below 60 percent of the area median income ($45,840 annually for a family of four) and have had their income impacted by the COVID-19 pandemic. Landlords may apply for assistance on behalf of their tenants to the Office of Housing. Applications being accepted now for LIHEAP Summer Cooling Program

Louisville Metro Office of Resilience and Community Services joins with Community Action Agencies across the state to begin accepting applications for the new Low-Income Home Energy Assistance Program (LIHEAP) Summer Cooling Program. Designed to help offset the cost of higher electric bills due to rising temperatures, the program is the network’s latest resource to help families during the COVID-19 public health crisis. Applications will be accepted now through October 31, 2020, or until funds are depleted.

The LIHEAP Summer Cooling Program is separated into two components, Subsidy and Crisis, to assist with electric cost. Eligible households can apply for one or both components and participation in prior LIHEAP programs will not affect a household’s eligibility. Households must meet eligibility requirements, with a household income at or below 60% of the Kentucky median income.

The Subsidy component provides households one-time benefit ranging from $50 to $200 depending on income levels and housing category. The Crisis component is available to eligible households who demonstrate a home energy crisis situation. Crisis benefits will cover the minimum needed to alleviate the crisis not to exceed $600. Households can reapply each time they experience a crisis situation until they reached their maximum benefit.

Modified service delivery for LIHEAP (Low Income Home Energy Assistance Program) All six LIHEAP offices remain closed for walk-in clients in an effort to help stem the spread of COVID-19.  Residents can still apply for LIHEAP by utilizing secure drop boxes in front of seven locations.

Jefferson County residents wishing to apply must schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week.

Applicants will be assessed for both the Subsidy and Crisis programs and may receive benefits from both programs if eligible.

LIHEAP required documentation, along with the downloadable LIHEAP Family Profile form and the Remote Processing form, should be dropped off at the LIHEAP site you select, on the day of your appointment.

A copy of the required documentation is advisable but if original information is mailed, the LIHEAP staff will make arrangements to return to the recipient.  

Applicants will then be contacted by LIHEAP staff within 72 hours (3 business days) of the appointment time.

Free electric fans for older adults and disabled individuals

Thanks to the generosity of local businesses, community organizations, and residents, hundreds of electric fans have been collected to provide heat relief for older adults and people with disabilities.  The Fan Fair giveaway qualifications and guidelines are as follows: Person 60 years of age or older Or documentation verified by a physician of a disability Resident of Jefferson, Oldham, Henry, Shelby, Spencer, Trimble or Bullitt Counties Proof of address and age ​One fan per household Household must not have functional central air conditioning Qualified individuals may call one of the sites below for more information and instruction on how to apply to receive a fan. Appointments are required in advance due to most sites remaining temporarily closed for walk-in clients in accordance with the CDC and Louisville Metro Department of Public Health and Wellness guidelines. MSD offers a rate assistance program for qualifying senior citizens

Senior citizens who are age 65 or older, have a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

From the Lawn Care for Cleaner Air program for the Air Pollution Control District: Most of us are stuck at home and many things have changed, but your grass is still growing. Why not take advantage of the Lawn Care for Cleaner Air program and save up to $100 on a new, air-friendly, electric-powered mower? You can get rebates on electric string trimmers, electric blowers, and reel mowers too. (Make sure to practice social distancing when making your purchase, of course!) Now is a great time to recycle that old, polluting equipment and save some cash on new gear that will make breathing a little easier for you and your community. Homestead Exemption can help seniors with property taxes

Are you 65 years of age or older, or will you turn 65 in 2020? Do you own and occupy your primary residence (as of 1/1/2020)? You may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. 

Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify.

Homeowners who are veterans of the United States Armed Forces and have a service connected disability, or civilians who have been determined to be totally and permanently disabled under the rules of the Social Security Administration or the Kentucky Retirement Systems, may also qualify for a homestead exemption. AARP offers Friendly Voices call for senior citizens

Recognizing that many senior citizens are homebound and unable to see their family and friends these days, AARP created a toll-free phone line so they can just hear a friendly voice.

“We mostly are hearing about people feeling lonely, feeling isolated,” Rawlins said. “This is a friendly phone call – not a doctor, not a counselor… just someone to let them get some things off their chest, express how they’re feeling, what they’re afraid of.”

Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. A new interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Get your reduced cost recycling cart before funds are depleted

Councilman Mulvihill is committed to providing carts to District 10 residents at a reduced cost. These recycle carts will be available on a first come first served basis until the funds are depleted.  The photos at left show the sizes: 64 gallon on the left, 95 gallon on the right.

The carts normally cost $53, but Councilman Mulvihill has made them available for residents of District 10 for a reduced cost of $28. Please call 574-1110 or email us for the form. This offer is available to urban service district residents.

What's the difference between a Recycling Bin and Recycling Cart? The District 10 Discount Cart Program only includes Recycling Carts in 65- or 95-gallon size. Please call 574-1110 or email us for the form. This offer is available to urban service district residents. Households with city waste services receive one garbage cart (all black) and one 18-gallon orange recycling bin for free. If you have just moved into a residence and either of these are missing, contact Metro311 online or call 311 or 574-5000 to make a request.

RecycleCoach app helps Louisville Metro customers with collection reminders, recycling information and more

Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Download from the App Store or Google Play.

Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
