 
Our client Greg Deetsch with GDBA, LLC is seeking to rezone the property referenced above from CM to M2. The project will consist of 4 RV/boat storage buildings on property located on approximately 3.73 acres. We have filed a plan for pre-application review with the Planning and Design Services (PDS) that has been assigned case number 20-ZONEPA-0024, and the assigned case manager is Dante St. Germain. The property is located between the railroad tracks and Blankenbaker Access Road as shown on the attached “LOJIC Site Location” attachment.
The present zoning is CM & M2. The proposed application will be to change all of the zoning for the property to M2. The form district is Suburban Workplace with no proposed change thereto. There is no subdivision of the property, so the patterns and lot count shall remain as one lot. The building heights for the four storage buildings will be no more than 50 feet, but will most likely be less, around 35-40 feet. The applicant is still considering options in this regard and will update at the time of the meeting. Landscaping, screening and buffering will be as shown on the colored site plan, with many trees to the west being preserved and additional trees and landscaping being added along the east and west side of the site, and along the internal drives parallel to Blankenbaker Access Drive, which will be at least the minimum amount required by Chapter 10 of the Louisville Metro Land Development Code (LDC).
We anticipate preserving some of the existing trees and vegetation as shown on the attached colored aerial. A tree preservation plan will be provided to the planning commission’s staff landscape architect for approval prior to beginning any construction activities as required by the LDC. It is possible the applicant will ask for a waiver of some of the tree canopy regulations, with the justification being that this is an industrial area and that trees are being added along the roadway.
Sanitary sewer service will need to be extended to tie into the site by sewer lines along Blankenbaker Access Drive, which will be performed at the costs of the applicant. Storm water will be directed to an on-site detention basin of approximately 9,500 square feet which will assure that post development rate of run-off does not exceed pre-development conditions.
There is one proposed access point to this project from Blankenbaker Access Drive. It is as shown on the colored site plan. At this time, no road improvements are planned.
NOTICE OF POTENTIAL CHANGES. Please be advised that this “Detailed Summary” is required to be provided in order to schedule the “neighborhood meeting” and to begin the application process. While every effort is made to make it accurate, changes may be made to the development plan before or after the neighborhood meeting and after various agencies and PDS staff review the plan. Those changes will be available for public review PDS’ Customer Service Portal. Instructions how to access this information is provided in the PDS portal exhibit. Additionally, those changes with the final plan would be presented at the time of the public hearing(s).
