Solicitation of Interest issued for redevelopment of former Rhodia property

Selected developer will be required to meet with resident advisory group

LOUISVILLE, KY (May 20, 2020) – Louisville Metro Government today issued a Solicitation of Interest for the redevelopment of the former Rhodia property, located at 1495 S. 11th St. The city is seeking proposals to transform the underutilized and dilapidated property into a sustainable development that will provide needed amenities and jobs to residents.

The 16.7-acre property, located at 1495 S. 11th St., was previously used for manufacturing coating products and other specialty chemicals, first by the Dabney Jones Company and then later by French chemical company Rhodia SA. A wastewater treatment plant last operated on the property before it became vacant in 1994. One historic structure, the two-story Jones-Dabney Company Laboratory, remains on the land; it is the only Art Moderne building in Louisville.

“The large Rhodia property, located near downtown and the University of Louisville, provides an immense opportunity for any developer,” said Mayor Greg Fischer. “It will be critical that developers who submit a proposal engage with the surrounding residents and produce a project that complements the neighborhood.”

The redevelopment of the Rhodia property will have a significant, positive impact on the surrounding neighborhoods, including the Parkway Place Apartments public housing complex west of the site, the Mayor said, but that should not mean displacement of existing residents. A plan to mitigate that potential will be key to a successful proposal.

“This property is an important opportunity for the Park Hill Neighborhood. I look forward to working with prospective developers to bring a project to this historic neighborhood,” said Council President David James, D-6.

Responses to the Solicitation of Interest are due no later than 3 p.m. on June 17 and should include:

• A detailed narrative describing aspects of the proposed project, including type and size of development, number and size of buildings, proposed uses, rationale for the design concept and an environmental remediation plan;
• An explanation of the development team’s qualifications and experience undertaking a project of similar size and scope;
• A detailed financial plan, including expected sources of funding, any city and state incentives anticipated to be requested, and a five-year forecast of projected income and expenses;
• A commitment to hire and train workers from the surrounding neighborhoods and CDBG-eligible census tracts;
• A plan to address/mitigate displacement and/or gentrification and for engaging with residents, property owners and neighboring businesses throughout the process.

All submissions will be posted on Louisvilleky.gov for public review on June 19 and the public comment period will run through July 17. Louisville Metro also will host a virtual open house where each developer will give short presentations and respond to questions. The city will provide a location for viewing, provided social distancing can be observed.

Each submission will be evaluated by a seven-person selection committee, and the selected developer will be required to meet regularly with a Project Advisory Group, comprised of Park Hill residents, throughout the planning and construction process.

All Project Advisory Group meetings will be posted and open to the public. This group will help advise Louisville Metro and represent their neighborhood’s interests to the selected developer.

Temporary Regulatory Relief for Restaurants

As Kentucky restaurants begin to reopen on May 22, 2020, and because of limited allowable indoor seating capacity, Louisville Metro wants to help restaurant owners find solutions to increase their outdoor seating capacity.

Sidewalk/Right of Way Dining

On May 12, 2020, Louisville Mayor Greg Fischer announced that the Department of Public Works will temporarily suspend application fees for restaurants seeking an encroachment permit to add or expand their outdoor seating on public property, including sidewalks. Restaurants will still need to apply for a permit online. To obtain a permit, the business will need to provide proof of insurance.

Here are step-by-step directions for how to apply for an encroachment permit through Accela. If you have questions about the permit, please call Public Works at (502) 574-5810.

Alcohol Beverage Control (ABC) Information for Outdoor Dining

Restaurants wishing to sell alcohol outdoors on property that they do not currently own or lease will need to submit a material change letter to local and state ABC authorities, along with documentation such as a copy of a lease or a letter of approval giving the restaurant permission to use the space. In the case of sidewalk seating, a restaurant would need an approved encroachment permit from Public Works.

If restaurant owners want to add a supplemental bar, they will need to submit an ABC application to local and state ABC authorities to add a supplemental bar to their license.

JCPS Update

Dear JCPS Family,

We continue to be amazed at the tremendous effort you and our teachers are making to ensure your student is continuing their education under extraordinary circumstances. Each week, more than 90 percent of JCPS students have been in communication with their teachers and participating in Non-Traditional Instruction (NTI). While we know school-at-home can’t match the instruction your student gets in a traditional classroom, we are thrilled with the effort. Here are some updates:

Graduating Seniors: A web page has been created just for you. It has the schedule for every school’s virtual graduation ceremony which will be livestreamed on JCPS’ YouTube Channel, information and scheduling for cap and gown pickup as well as a list of the community-sponsored celebrations for the Class of 2020. We hope you will participate in your school’s virtual graduation ceremony. It will feature speeches by your principal and a classmate, the reading and posting of seniors’ names plus your school’s Class of 2020 video. Videos for all 28 graduating classes can be foundhere.

Picking up items from school: Schools will be communicating with you about opportunities to pick up any items left at school when our buildings closed in March. Your school will be notifying you of the date and time where a drive-thru and walk-up will be set up to distribute your belongings that were left in your student’s locker or classroom. 

NTI Survey: Parents and students, JCPS wants to hear your views on your NTI experience. Parents are encouraged to provide feedback by taking this survey.  We’ve designed another survey just for students.  Students can take thissurvey.

JCPS Launches Survey to Gain Feedback on NTI Plan Insights will be used to improve plan for the future May 15, 2020 – Jefferson County Public Schools (JCPS) is asking parents, students and teachers to weigh in on how the district’s first Non-Traditional Instruction (NTI) program went for them. “Non-Traditional Instruction has been a completely new way of learning for our entire JCPS family, and I’m proud of the incredible efforts of everyone involved, from students to parents to teachers, to make it work,” JCPS Superintendent Dr. Marty Pollio said.  “We are looking to gain valuable feedback from families about their NTI experience.  In a short period of time, JCPS created a platform with innovative instructional practices and provided resources to our community to ensure learning could continue even when we couldn’t be together.  As a district, we always want to listen to our employees, parents and students about any new measures or initiatives and see how JCPS might improve, especially if we are forced into a similar, unfortunate school-at-home situation in the future.” The survey opens today, and is available until Friday, June 12. In Case You Missed it: The Works Week

No Memorial Day waste collection, drop-off locations closed Saturday

There will be no residential garbage, recycling, yard waste or bulky waste collection within the Louisville Metro Urban Services District (former Louisville city limits) on Memorial Day, Monday, May 25. Collection through the week will be delayed by one day because of the holiday. To receive automatic reminders of changes due to holidays, download our Recycle Coach app at the App Store or on Google Play.  Residents who rely on private waste haulers should consult those haulers about holiday collection schedules. Also, our three staffed recycling drop-off locations and the Haz Bin hazardous waste disposal site, will be closed on Saturday, May 23 in recognition of the holiday and closed on Monday as usual. (The Waste Reduction Center is still temporarily closed for maintenance.) A map and complete list of the drop-off sites and regular operating hours can be found at our website.

I-65/I-264 Interchange Planning Study

The Kentucky Transportation Cabinet (KYTC) is conducting a planning study of the I-65/I-264 (Watterson Expressway) interchange in Jefferson County to identify improvements to reduce congestion and improve safety. The interchange has the highest number of crashes in the Kentuckiana Regional Planning & Development Agency (KIPDA) region. KIPDA serves as the Metropolitan Planning Organization (MPO) for the Louisville/Jefferson County KY – IN urbanized area.
The study will identify short and long-term solutions to address severe congestion, unreliable travel times and safety concerns for the heavily traveled area. Peak traffic in the corridor creates large queues that extend into mainline I-65 and I-264, slowing and stopping traffic.
The I-65/I-264 interchange facilitates movement throughout the Louisville Metro area including access to Louisville Muhammad Ali International Airport, UPS Worldport, Kentucky Air National Guard, Kentucky Fair and Exposition Center and Kentucky Kingdom.
Project goals are to increase safety for all users, manage and reduce roadway congestion, ensure timely and efficient movement of freight and reduce and/or mitigate negative environmental impacts.
The planning study began in late 2019 with a final report expected in late 2020. The Project Team’s final report will include all actions, an inventory of existing conditions, presentation of alternatives, public involvement notebook and final recommendations.

A short project overview video will be provided in the coming days; the public is encouraged to watch the video and fill out an interactive questionnaire to help identify and prioritize improvements to the interchange. Responses will be accepted May 20 through June 20, 2020.

KYTC to start bridge replacement project

Bridge replacement to begin on U.S. 150 in Jefferson County on May 26 Detour of through traffic will be in place for 90 days during construction  

LOUISVILLE, KY (May 11, 2020) - The Kentucky Transportation Cabinet (KYTC) advises motorists of work scheduled to begin later this month to replace the bridge on U.S. 150 (East Broadway) over South Fork of Beargrass Creek in Jefferson County. The bridge, in downtown Louisville, will be closed for 90 days beginning on Tuesday, May 26. Detour signs in the area will direct drivers to alternate routes. Through traffic will be directed to Baxter Avenue, via Barrett Avenue or East Chestnut Street.

Lighter traffic volumes due to the COVID-19 pandemic and earlier-than-usual closures of public schools have allowed KYTC to accelerate the start date of the project to reduce the impacts on travelers. The nearly 100-year-old structure typically carries an average of more than 19,000 vehicles per day. A contract was awarded in February to Louisville Paving and Construction in the amount of $1,428,000 to replace the aging structure.

This project is part of KYTC’s Bridging Kentucky Program, a statewide initiative to restore aging structures to remove weight restrictions that prevent use by school buses, emergency vehicles, and businesses.

The Metro Solid Waste office is pleased to announce a one-day only compost bin and rain barrel truckload sale on Saturday, June 13! The online store offers several types of compost bins, kits, accessories, and rain barrels. Shop online and pick up your items at 1030 Phillips Lane, across from the Kentucky Exposition Center on Saturday, June 13, 9 a.m. - 1 p.m. (Staff will wear personal protective equipment and will stay at least 6 feet away from citizens. Staff may be able to safely place your order inside your vehicle or, if not, they can leave it for you to put in.) Mayor Fischer announces the latest public safety steps to ensure more transparency and strengthen public trust

LOUISVILLE, Ky. (May 18, 2020) – Mayor Greg Fischer today was joined by Metro Council President David James and other Councilmembers, as well as leaders of the faith community to announce new public safety steps in the wake of the officer-involved shooting of Breonna Taylor.

”It’s critical that we at Metro Government and Louisville Metro Police do all we can to learn from this tragedy, and apply the painful lessons of the events of March 13 into our collective work to preserve public safety and strengthen public trust in our city, which is always our No. 1 priority,” the Mayor said.

In partnership with the Metro Council, the Mayor’s Office will establish a work group of community and police leaders to explore a process for a strong and independent civilian review of police disciplinary matters. Mayor Fischer urges Louisville businesses to take a cautious approach to reopening as COVID-19 restrictions are eased

LOUISVILLE, Ky. (May 18, 2020) – Mayor Greg Fischer today announced the easing of COVID-19 restrictions on more public activities as the city takes a gradual approach to reopening the economy.

On Wednesday, funeral homes will be allowed to reopen, in addition to retail shops. Louisville Metro Government has begun to reopen some of its buildings to the public, and activities such as in-person fire inspections and hands-on fire training are resuming. Requirements for Metro Government employees returning to work today include mandatory face coverings, temperature checks, and daily health-monitoring questionnaires.

Meanwhile, many local restaurants are preparing to reopen their dining rooms in anticipation of the May 22 lifting of those restrictions. To help, the city has made it easier for restaurants to open and expand outdoor dining areas on sidewalks and in parking lots. The Mayor urged business operators against rushing back without taking all the necessary precautions laid out in Gov. Andy Beshear’s Healthy at Work reopening plan.

“But let’s keep in mind that while the Governor’s plan lays out when businesses can reopen, it doesn’t mean a business should reopen right away,” the Mayor said. “In order to reopen and stay open, businesses have to follow strict guidelines for social distancing, cleaning and disinfecting and for the use of personal protective equipment..." To read more

Mayor Fischer talks about need for mental health awareness during today’s tele town hall

LOUISVILLE, Ky. (May 19, 2020) – Mayor Greg Fischer today discussed mental health amid the COVID-19 pandemic during a tele town hall featuring experts from the mental health community.

“If you feel a little off-kilter, a little bluesy, a little depressed, a little anxious – that is totally normal,” the Mayor said. “The world hadn’t been upended quite like this before for almost everyone that's alive right now.”

May is Mental Health Awareness Month in the U.S.

Mayor Fischer invited family therapist Amanda Villaveces and Nancy Brooks, Louisville executive director of the National Alliance on Mental Illness, to talk about the need to care for your mind as well as your body during this uncertain time.

4 JCPS Seniors Awarded More Than $80,000 Through Employee Scholarship Fund

Dr. Pollio surprises students at their homes with award blitz

May 20, 2020 – Four Jefferson County Public Schools (JCPS) seniors were awarded more than $80,000 from the JCPS Employee-Sponsored Student Scholarship Fund today, making it possible for them to attend and, in most cases, complete four years of higher education.

JCPS Superintendent Dr. Marty Pollio surprised each of the recipients at their homes, delivering the news along with larger-than-life checks.“I’m so proud of these students for overcoming incredible obstacles while maintaining their focus on education and making a difference in the world,” Dr. Pollio said. “Their message and stories of inspiration are exactly why we started the scholarship fund.”Winners were selected from more than 130 applicants.  As part of the selection process, finalists for the scholarships wrote personal statements, prepared presentations outlining their plans and financial needs, and took part in virtual interviews with Dr. Pollio and other JCPS administrators.“We really wanted this scholarship to be impactful, and ensure that these dollars didn’t just help start them on their path but would help them secure their degree,” Dr. Pollio added.  “For that reason, the scholarships aren’t a one-size-fits-all award.  The amount of funding was really personalized to reflect their specific circumstances, and is catered to their individual stories and needs.” Scholarship recipients include:

• Deja Andrews, Seneca High School, who received a total of $30,000. Deja plans to major in biology at the University of Michigan-Dearborn, where she’ll be attending while living with and caring for her grandmother, who helped raise her.
• Gobinda Bastola, Fern Creek High School, who received a total of $20,000. Gobinda, who grew up in a refugee camp in Nepal, will attend the University of Louisville majoring in computer science.  He hopes to create an app to help other teenagers find information on and access to colleges and scholarships.
• Zoe Clemmons, duPont Manual High School, who received a total of $24,800.  Diagnosed with muscular dystrophy as a child and now mobile with a wheelchair, Zoe has overcome physical and other barriers in her life while excelling in school.  She will attend the University of Louisville majoring in nursing to give back to the profession that supported her throughout her life.
• Saeedatu Nasara Shamsudeen, Central High School Magnet Career Academy, who received a total of $6,000.  Nasara plans to attend the University of Louisville majoring in public health with a pre-med track.  The Central High School senior was born in West Africa, Ghana, and was separated from her parents for six years until she came to the U.S.  She graduates as class salutatorian.

This is the second year for the scholarships, which Dr. Pollio initiated shortly after he was hired as superintendent. Funding is raised through donations by JCPS employees and the State of the District Address luncheon.  In just two years, more than $131,000 has been awarded.

As the community begins to reopen, Mayor Fischer boosts the city’s COVID-19 testing and tracing capabilities

LOUISVILLE (May 20, 2020) – Mayor Greg Fischer today outlined steps he is taking to significantly boost the city’s COVID-19 testing and tracing capabilities, as the city and state move ahead on a gradual reopening of the economy.

Those steps include expanding COVID-19 testing, initiating a broad contact-tracing system, and increasing Louisville Metro Department of Public Health and Wellness (LMPHW) staff, including two executive consultants to oversee testing and tracing.

“We are about two months into the COVID-19 crisis, and I couldn’t be prouder of our city’s response,” Mayor Fischer said. “While we still have work to do, as evidenced by the number of cases and deaths, we have successfully flattened the curve. Our hospitals have never been overwhelmed. We’ve shown we know how to adapt and to work together, and that’s why I have tremendous confidence as we enter the next phase of our plan to gradually and safely reopen our economy.”

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Tim Burkett Major Tim Burkett began his career with the former Louisville Division of Police (LPD) in 1999 . He was a patrol officer and division detective in the former Fourth District. Additionally, he was a Sex Crimes detective and served on the Dignitary Protection Team (DPT). In 2007, Burkett was promoted to sergeant where he was a patrol sergeant and a division detective sergeant in the Eighth Division. In 2010, Burkett was promoted to lieutenant and commanded the Property Room. He also served as a Special Events lieutenant in the Special Operations Division. While in the Special Events Unit, he was responsible for planning and operating medium to large scale special events. He has been part of the command group for the PGA Championship, the Ironman Triathlon, Thunder over Louisville, the National Rifle Association (NRA) National Convention and many other events. He has been the lead on numerous events including marathons, parades, Muhammad Ali's Memorial Service and the world renowned Kentucky Oaks and Kentucky Derby. After being promoted to major, Burkett commanded the Special Operations Division Major Burkett holds a Master of Science degree in Criminal Justice with a cognate in Public Administration. He was a Dean's Scholar graduate of the University of Louisville's Southern Police Institute Administrative Officers Course. He is a certified instructor with the Commonwealth of Kentucky Department of Criminal Justice Training

Visit at https://lge-ku.com/outages/report/streetlight to report a street light outage in your neighborhood. When reporting a street light outage, be sure to have the pole number, which can be found on a metal plate on the pole.
