Dear Friends,

From time to time I ask you to help me, help you. Please contact your State Senator and ask them to support HB 484. This will give us more local control of our County Employees Retirement System (CERS). This is critical as we face budget challenges created by our pension obligations. Your Metro Council is working hard to make meaningful improvements in our local budget.

Keeping the Facts Straight about HB 484

  1. House Bill  484 will remove the politics and political influence from our pension management system.
  2. HB 484 allows for Local Control of the Local Pension System — CERS is 76% of the pension assets KRS manage and 64% of its membership, yet it only has 35% representation on the KRS Board of Trustees, and there are no CERS representatives on the KRS Investment Committee at this time.
  3. HB 484 will maintain one pension administration structure, currently known as the Kentucky Retirement Systems (KRS), while providing stability for CERS.
  4. HB 484 establishes a CERS Board of Trustees for investments, auditing, asset allocations, medical and other professional/technical services for the CERS trust.
  5. HB 484 Removes Political Influence — Currently, a governor can reorganize the KRS Board of Trustees at any time. That happened in 2016, just three years after the legislature passed a bill to fix the unfair representation CERS had on the KRS Board of Trustees. The governor reduced CERS representation.
  6. HB 484 prohibits a governor from abolishing, reorganizing or replacing the board.
  7. HB 484 maintains one Administrative Structure — the Kentucky Public Pensions Authority (KPPA) would hire one actuary for KRS and CERS. Current KRS employees would transition to KPPA.
  8. CERS could NOT Manipulate Employer Contribution Rates — CERS would report its actuarial valuation, employer contribution rates, assumptions and trends to the Public Pensions Oversight Board by December 31, allowing time for a legislative correction.
  9. HB 484 establishes a CERS Board of Trustees and KRS Board of Trustees eliminating the potential for a conflict of fiduciary duties.

Report Street Light Outages to LG&E

If you see a streetlight out in your neighborhood (or anywhere in Louisville), please note the address and report it to LG&E for repair. Click here to fill out the online form to report broken or malfunctioning streetlights. We always recommend adding your contact information to the request, so a technician who has questions can contact you. LG&E makes repairs during the day. Make sure you follow up if the streetlight hasn’t been repaired within seven (7) days.


Tax Preparation Appointments Available Now

My office is partnering with the Louisville Asset Building Coalition (LABC) to provide FREE tax preparation services again in 2020. The service is FREE if you earned $66,000 Adjusted Gross Income (AGI) or less in 2019 or if you qualify for the Earned Income Tax Credit (EITC). Call the appointment line to see if you qualify and make your appointment! Appointments at United Crescent Hill Ministries, 150 S. AARP Tax-Aide has a mission to serve any person who comes through the door, with special attention to those 60 years of age or older. Assistance will be available at St. Mark’s Episcopal Church, 2822 Frankfort Avenue, from 10:30 a.m. – 2:30 p.m. every Wednesday through April 15.

Do you instead file your own taxes? Through the LABC website, there are two options to self-file online. The “Intuit Turbo Tax Freedom Edition” is available if you have $33,000 or less in income. The software has a well-designed interview process that guides you through the process of making decisions about your filing status, inputting your income and making decisions about deductions and tax credits for which you may qualify. The other option is “H&R Block My Free Taxes”, which is available if you make $66,000 or less. This program is developed by H&R Block and uses an interview process. MetroCall has switched to a new Metro311 reporting system for the general public. You can now report issues, track issues, view past issues, comment on issues, and more from one site. Please visithttp://iframe.publicstuff.com/.

To report a new issue, follow these steps:

  1. Visit http://iframe.publicstuff.com/
  2. For City, type in Louisville and select “Louisville Jefferson County Metro Government”
  3. Program developers suggest you now “sign up” for an account in top right corner. This will allow the system to track all requests. You can also choose not to sign up, which will let you make service requests anonymously.  
  4. To report an issue, select the issue or type something into the search box. Then select issue.
  5. Next fill out the series of questions. You can enter an actual address or drag and drop the pin on the map to the location.Please be sure to check the address to ensure it’s a valid address.
  6. Include all details in the description and click submit.

Play around with the new system to become familiar with all the great features. You can now track other people’s service requests and the system will keep them in your account. Please let our office know if you have any issues.
