December 12 Metro Council Meeting

The Metro Council held its last meeting of 2019 last night. A summary of the meeting is below:

Budget - in the November 15 eNewsletter, I reported that the city was going to realize about $4 million more than anticipated from the FY2019 budget once all was said and done. Last night, the Council voted to use those funds as I hoped we would: to help deal with our pension obligation ($2.7 million), to bolster the city's rainy day fund ($1 million), and to move up by one month a police recruitment class ($300,000).   

Planning and Zoning - the Council approved three zoning changes located in districts 4, 8, and 17. The property in District 17 will be used for mini-warehouse buildings at 3331 Freys Hill Road. Access to Freys Hill Road will be restricted and gated at two points. In addition, I added binding elements requiring any change in use to come before the Metro Council for approval.

PARC - an ordinance was passed requiring the Parking Authority of River City, Inc. (PARC) to issue a request for proposal regarding the possibility of expanding on-street parking meters and the potential for privatization of the parking meter system. Upon completion, a written report will be issued to the Metro Council.   

Boards and Commissions - 19 people were appointed or reappointed to various metro boards and commissions including the Commission for Persons with Disabilities, the Library Advisory Commission, the Tree Advisory Committee, the Affordable Housing Trust Fund Board, and the NuLu Review Overlay District Committee. I am grateful for those willing to serve and was happy to see those citizens come from 12 different districts. However, we are always looking for more applicants from District 17. Shared-Use Path - the city accepted $290,000 from the Kentucky Transportation Cabinet to purchase right-of-way associated with the A.B. Sawyer Park shared-use path.

Coffee With Your Councilman

The next "Coffee With Your Councilman" will be Wednesday, December 18 from 8:30 - 9:30 a.m. at Panera, 10451 Champion Farms Drive. This is an opportunity for you to discuss current issues in city government and share any concerns or ideas with me in an informal setting. You are welcome to stop by anytime between 8:30 and 9:30.

Westport Road Corridor Study Update

In total, 82 people attended the public meeting last month to discuss proposed safety and mobility improvements along Westport Road. In addition, 277 surveys were completed online to provide additional feedback. One of the requests made of those participating was to rank the six suggested short-term improvements. The results are shown in the chart above. Extending the eastbound left and right turn lanes at Hurstbourne Parkway was ranked #1 by 84 people, making it the top priority among those who participated.

Meeting attendees and survey respondents suggested numerous other improvements as well. These included the addition of median islands, additional lighting for pedestrian safety, and consolidating entrances at certain locations along the corridor. The project team is currently analyzing those and many other suggestions for feasibility. A report will be published in early 2020 describing the study process and recommended outcomes.

Coat-A-Kid Drive

The Metro Council is once again partnering with citizens, businesses, and other organizations to donate and help collect new coats for JCPS students in need. The JCPS Clothing Assistance Program has worked with the Metro Council the last two years to make sure any donated items are provided to the students who will most benefit from these gifts.

I am asking for your support to make this year's drive a success. The event will run through December 19. Craig & Landreth has generously offered to accept donated items at any of its Kentucky locations: Dixie Highway, Hurstbourne, Fern Creek, Shepherdsville, St. Matthews, and Crestwood.

Winter Break Activities

Looking for ideas to keep your children active over the holiday season? Watching movies, learning about animal habitats, and working on coding are just a few of the dozens of options available for local youth looking for things to do over the winter break. The Louisville Free Public Library alone will offer more than 50 free programs for kids, teens, and families. For a complete list, click here. The Kentucky Science Center and the Louisville Zoo are offering day camps for children ages pre-K through 6th grade. Children can attend as many days as they like or visit one day at a time.
