Councilwoman Fowler would like to wish the constituents of District 14 a safe and happy 4th of July! Also, the Louisville Metro Council is on summer break for the next two weeks. The Kentucky Transportation Cabinet (KYTC) recently awarded a contract for repair of the bridge over Pond Creek on Pendleton Road in Jefferson County. This project includes full depth patching of the deck and a latex concrete overlay. Construction at the bridge on Pendleton Road is currently scheduled to begin on May 28. Lane closures will be used for two weeks during the initial phase of construction. Motorists will be directed through the work zone via flagging operations.
Full closure of Pendleton Road is scheduled to begin on June 13 and will last for approximately 30 days. The road will be closed between East Orell Road and Medora Road. Motorists will need to follow the signed detour via East Orell Road to Blevins Gap Road to Medora Road and then reconnect with Pendleton Road. This bridge on Pendleton Road over Pond Creek was built in 1938 and is currently posted with a weight limit of nine tons. Louisville Paving and Construction was awarded the construction contract for $426,000. The project is scheduled for completion in September 2019. This bridge repair project is part of KYTC’s Bridging Kentucky program. Bridging Kentucky includes more than 1,000 state, county, and municipal structures that are rated in poor condition or have restricted weight limits. More than 70 of the bridges on the list are currently closed to traffic.
Each bridge will be addressed in the next six years, either replaced with a new structure designed to last at least 75 years or rehabilitated to extend its life by at least 30 years. Those with restricted weight limits will reopen to school buses, emergency vehicles, commercial trucks, as well as passenger vehicles. To learn more about the Bridging Kentucky program, visit bridgingkentucky.com. The date and duration of this work may be adjusted if inclement weather or other unforeseen delays occur. Visit goky.ky.gov for the latest in traffic and travel information in the Commonwealth of Kentucky. Traffic information for the District 5 counties is also available at facebook.com/KYTCDistrict5 and twitter.com/KYTCDistrict5 .

We are sad to announce that the Mary M Miller riverboat cruises scheduled for this Sunday, June 23rd have been CANCELLED.
Due to the large amount of rain we have experienced recently, the water levels at Riverview Park are too high for the boat to safely enter the docking area in order to board passengers.
Weather certainly has not been on our side for this event, but all reservations will be honored for the newly rescheduled date of Sunday, August 11th. Cruise times will remain at 1:30 p.m. and 4:00 p.m. with boarding beginning 30 minutes prior to each departure.
If you have any questions or concerns, please call my office at (502) 574-1114. I apologize for any inconvenience this causes and I am keeping my hopes up for beautiful, sunny weather August 11th!

Attorney General Andy Beshear has issued a scam alert to warn former and current college students about companies offering student loan debt relief for a fee. Beshear’s office and the Federal Trade Commission (FTC) say it is illegal for companies to charge upfront fees before providing debt relief services. Kentuckians in Allen, Breckinridge, Clark, Daviess, Fayette, Jefferson, Kenton, Mason and Warren counties have recently reported receiving strange calls and voicemails from a woman claiming she needs to discuss new federal student loan repayment options. Many getting the calls say they don’t even have student loans, but were provided a callback phone number and reference number. The third-party companies behind the calls claim to offer document preparation services and pretend they can help you qualify for a loan forgiveness program – but they may want upfront fees and personal and financial information. According to the FTC and the Office of the Attorney General, some companies that promise debt relief are scams. To spot them follow these tips: -Never pay up front -Consolidating federal loan debt with the U.S. Department of Education is free and reputable private lenders don’t require upfront payment. -Watch out for imposters -Be wary of scammers pretending to be an employee of the federal government. Directly contact the Department of Education at StudentAid.gov or 800-433-3243, or independently contact your private loan servicer via a verified number or website. -Resist pressure -Know that no company can promise fast loan forgiveness and never rush to qualify for repayment plans, loan consolidation or loan forgiveness programs. -Beware of legal tricks -Be wary if a company asks you to sign a “power of attorney,” a “third-party authorization” or other such agreements that give third-parties legal permission to talk to your student loan servicer and make decisions on your behalf. -Never provide sensitive information -Never provide your FSA ID or PIN or other personal and financial information to someone who randomly calls you over the phone or contacts you via email. Beshear’s Office of Consumer Protection urges former and current students who feel they are victims of questionable services to complete a complaint form. Students having problems with their student loan servicer or a debt collector, should contact the Student Loan Ombudsman of the U.S. Department of Education at 877-557-2575. Since taking office, Beshear and his team have worked to protect students from predatory for-profit colleges and lenders. Last week, Beshear’s Office of Consumer Protection secured $2.2 million in debt relief for former Kentucky ITT Tech students pressured by deceptive lending practices. To date, nearly 8,000 Kentucky students have received more than $8 million in student loan debt relief or restitution from for-profit colleges Beshear has held accountable.
This past weekend’s storms produced thunderstorms, flooding, and heavy rains. As residents begin to evaluate damage that may have occurred, BBB serving Louisville, Southern Indiana, and Western Kentucky wants to remind consumers to beware of “storm chasers” and out-of-town contractors soliciting business. BBB offers the following tips to help you avoid a scam: -Check your insurance. Talk with your insurance agent to find out about your coverage and filing requirements. Make sure to save copies of your receipts. -Ask BBB. Visit bbb.org or call 502.583.6546 to find out a company’s BBB Business Profile. This information includes the BBB rating, contact information, BBB customer complaints, and more. -Get quotes in writing. Try to get at least 3-4 quotes in writing. Be wary of any quote that seems unusually low or high compared to the others. -Check for licensure. Businesses must be licensed. Contact the Revenue Commission at 502.574.4860 to check out a company’s licensure. -Get a copy of the contract. Make sure to get a copy of your contract. Read over it carefully and ask questions on anything you do not understand. The contract should detail all the work, costs, pay schedule, and projected completion date. The contract should also state who will obtain the proper permits. -Don’t pay the full amount upfront. If a company demands full payment upfront, stay away. -Resist high-pressure sales tactics. Don’t feel pressured to hire someone on the spot. Allow yourself time to do your research before you sign a contract. -Beware of accepted payment methods. Watch out for businesses that only want cash. Pay by a credit card or check whenever possible.

This week MetroCall switched to a new Metro311 reporting system for the general public. You can now report issues, track issues, view past issues, comment on issues, and more from one site. Please visit http://iframe.publicstuff.com/. To report a new issue, follow these steps: 1. Visit http://iframe.publicstuff.com/ 2. For City, type in Louisville and select “Louisville Jefferson County Metro Government” 3. Program developers suggest you now “sign up” for an account in top right corner. This will allow the system to track all requests. You can also choose not to sign up, which will let you make service requests anonymously. 4. To report an issue, select the issue or type something into the search box. Then select issue. 5. Next fill out the series of questions. You can enter an actual address or drag and drop the pin on the map to the location. Please be sure to check the address to ensure it’s a valid address. 6. Include all details in the description and click submit. Play around with the new system to become familiar with all the great features. You can now track other people’s service requests and the system will keep them in your account. Please let our office know if you have any issues.

What to Do After a Tick Bite As you and your loved ones enjoy the warmer weather outdoors, make sure you know what to do if bitten by a tick. Tick attachment time is important. Removing ticks as soon as possible reduces the risk of infection. Use tweezers to pull steadily without twisting.
Early Signs & Symptoms of Lyme Disease Acute Lyme disease “flu-like” symptoms include fever, aches, headache, and abrupt and severe fatigue. Blood tests do not accurately diagnose Lyme disease in the first few weeks of infection. A round expanding red skin lesion, greater than 2 inches, can present after a tick bite; this rash is diagnostic for Lyme disease. The rash can be but is NOT usually a “bulls-eye” rash. The rash is NOT always present or easily recognizable which can lead to delayed diagnosis and treatment.

Crews on The New Dixie Highway Project have begun installing medians – one of the most dangerous phases of the project.
Project team leaders request that drivers use extra caution. It is especially dangerous to attempt to turn left, through the construction area. (See picture.) This maneuver is dangerous even when workers are not active.
By installing medians, The New Dixie Highway Project will restrict mid-block left turns – and will guide drivers to turn at signalized intersections or designated U-turn points.

I get
calls every week about speeding on our D14 streets - and with good
reason.
The National Highway Traffic Safety Administration reports
that most people who are speeding through residential areas actually live in
the neighborhood! You might be eager to come home after work, but that’s no
excuse if a child is hit and injured. Quite literally, speed kills: If you
hit a pedestrian at 20 mph, 5% will die. If you hit a pedestrian at 30 mph,
45% will die. At 40 mph, 85% will die.
Driver
behavior is crucial to safety in residential neighborhoods. When you’re
driving, go slow enough to see and respond to every new circumstance. Look
under parked cars, and you may see children’s feet from the sidewalk, though
you can’t see them otherwise. If it’s dark, take another 10 mph off your
speed, just in case. In short, take every precaution necessary to avoid
bringing tragedy to your own neighborhood.
Please use good judgment when you are driving and remember
that, in most cases, traffic behind you will be forced to slow down if you
do.

We all know that illegal dumping--putting waste on property that is not licensed as a disposal facility--is an eyesore that is expensive to clean up, diminishes quality of life, discourages economic development and even sends plastic debris into our waterways.
That's why people caught dumping along our city's alleys, sidewalks, fields and roadsides are subject to fines and impoundment of any vehicle used in the dumping. That's where citizens can help with the problem. If you witness illegal dumping while it's happening, report it.
We've developed a new online form you can use to tell us where it happened, describe the vehicle(s) involved, preferably with license plate number(s), and even upload pictures. Of course you can always call Metro Call 311 or 574-5000. For more information about illegal dumping, including a link to the reporting form, visit our illegal dumping webpage.
Another illegal dumping vehicle impounded
Pickup was used in two separate incidents
This week Solid Waste Enforcement tracked down a white pickup truck that was recorded by surveillance back in February as it was used to illegally dump tree debris in the 3600 block of Parthenia Avenue. The offender was found through information received as we investigated a separate illegal dumping incident in the 4100 block of Craig Avenue in April for which the person was also determined to be responsible. In total, the illegal dumper will owe $1,500 in fines and approximately $250 impound fees.
