Message from Councilwoman McCraney

As you are aware, I serve on the Metro Council Budget Committee. It's been no secret that I've been a wee-bit busy for the last two months. Finally, on last evening, my colleagues and I who serve on the Committee, after several months of negotiations and haggling, passed an amended version of the Fiscal Year 2019-2020 capital and operating budget presented by Mayor Fischer.

One could argue that the budget was dead on arrival. However, with a little give and take, a lot of advocating and pleading, and some backroom deals, I can honestly say that what we passed last night is considerably better than what the citizens of Louisville were expecting.

Working as a team, Budget Committee members established spending priorities and determined how those priorities would be paid. We realized throughout the process that our decisions affect the lives of all Louisville citizens, as well as the economy. For me, the budget process was one of the most important and complex exercises I felt fortunate to be a part of. It was exciting at times, and grueling at other times. Through it all, I discovered that I enjoy public policy making. 

Budgeting is always difficult due to the competing priorities and the important issues and needs at stake. With 26 districts representing Jefferson County, and that many personalities, no one person or district received everything on the wish list. But, still, there was little gridlock because we all understood the need to compromise and build consensus. The overarching sentiment was to pass a comprehensive and balanced budget that would give our great city a stable future fiscal outlook.

How did we do it - especially without adding new taxes or revenue? Well, we worked hard to find efficiencies throughout various departments of Louisville Metro. Doing so allowed us to reinstate several cuts proposed in the Mayor's budget. In a bi-partisan manner, we managed to avoid additional cuts to essential services such as police and fire. 

Here are some of the highlights of last night's Budget Committe vote:

  • Reopened the Middletown Library, named the opening of a new Fern Creek Library a top priority within the Library Master Plan (including funding towards planning)
  • Reinstated the regular business hours for all branches of the Louisville Free Public Library (including Saturday and Sunday hours)
  • Reinstated weekly recycling and yard waste collection for those living within the Urban Service District (USD)
  • Started a police recruit class earlier in the year
  • Funded an allowance for newly sworn officers
  • Increased paving for Metro Roads by approximately $1 million
  • Invested in improving maintenance of our parks, reopening two pools and construction of new lighted tennis/pickleball courts at Charlie Vettiner as well as renovated ADA Compliant Restrooms at Fern Creek Park. Added funding for resurfacing a public basketball court
  • Restored funding for non-profits such as Dare to Care ($200,000) and the Centerstone Crisis and Information Center ($110,000)

So, on Tuesday, June 25, the entire Metro Council will hear the final reading of the budget and have one last chance to feel the magnitude of our responsibility. Once the Council President says, "Clerk, open up the roll call for voting," the budget will pass unanimously (WISHFUL AND POSITIVE THINKING!!!), and then be delivered to the Mayor for signing.

Kudos and bravos to my colleagues and to YOU for working together to pass a balanced budget that will carry us through June 30, 2020. And then, we start the process over...


Northeast Library Grand Opening - June 24

Louisville's newest, state-of-the-art regional library opens its doors to the public this Monday, June 24 at 10 a.m. The Northeast Regional Library--located at 15 Bellevoir Circle, off Ormsby Station Road near the Northeast YMCA, is similar in size and scope to the award-winning Southwest and South Central Regional libraries and will enhance service for more than 170,000 people in eastern Jefferson County.

Join in celebrating the grand opening at 10:00 a.m. on June 24. There will be tours of the library, refreshments, and activities for the entire family. It's FREE and open to the public.

The Flea off Market is a community showcase of artists, craftsperson, collectors, entrepreneurs, farmers, and anybody that just wants to have a "yard sale".

The event usually includes 100 - 200 vendors, food trucks, craft beer, seasonal cocktails, live music, workshops, movies & all sorts of family entertainment.

"Pick Up the Parks" Event - July 5 & 6

Louisville Parks and Recreation will host the first-ever “Pick-up the Parks” Days. The event will function as a do-it yourself volunteer project for individuals, families, neighborhood groups and organizations. Louisville Parks and Recreation encourages anyone and everyone to stop by their neighborhood park to check for litter. Any litter collected can be left in a tied off bag next to any trashcan in the park. Contact Volunteer Coordinator Sarah Flarsheim at
574-7275 ahead of the clean-up to ensure there are enough supplies.

Have a Cool Drink Anytime

If you need something cool to drink, just submerge your drink in a bowl of ice water with a little salt.  The temperature of the drink will drop several degrees in just a couple of minutes. Begin by pouring water into a bowl. Make sure there is enough water to submerge your can or bottle. Next, add ice. The amount of ice in the bowl should be equivalent to the amount of water. Sprinkle two tablespoons of salt into the ice water and stir. Then, submerge your drink in the ice water. Wait one minute. Then, stir the contents of the bowl. Wait an additional minute. Subsequently remove your drink from the bowl. You will have a chilled refreshment to quench your thirst.
