Budget Update

At last night's Metro Council meeting, the proposal to raise the insurance premium tax by up to 5% failed by a vote of 15-11. I thought that proposal, which would still have necessitated $15 million in cuts in next year's budget, was the most appropriate way forward for our city. As I have said before, this was a very difficult decision for me. I don't relish the thought of higher taxes. However, the stark reality is we must now find $35 million in cuts over the next few months. Some think these choices will be easy, that these savings can be found on the periphery. I hope that is the case. But, I have studied our budget intently and fear these cuts will be felt across our city for years to come.

The mayor will present his recommended budget for FY20 to the Metro Council on April 25. That will be followed by roughly two months of hearings and debate by the Budget Committee before the final budget is passed in late June. As opportunities become available for you to get involved in the process, I will let you know.

I appreciate those of you who have contacted me to this point and look forward to hearing from more of you on this issue in the weeks ahead. Please know I will continue working with my colleagues to make the best long-term decisions for our city.

What They Do - Property Maintenance Edition

There has been a great deal of discussion recently regarding city services - what is necessary, at what level, etc. To aid in this conversation, I thought it would be beneficial to share what some of our departments do and how that work affects District 17. I plan on doing this regularly. If there is a department or function of city government you would like to learn more about, please let me know. This week, we'll focus on the Property Maintenance Division of Metro Codes and Regulations.

This division enforces Louisville Metro Code of Ordinances Chapter 156, the property maintenance code, which delineates the minimum standards for all properties in Jefferson County to ensure public health, safety, and welfare. There are 30 code enforcement officers/inspectors assigned to specific areas across Louisville to address reported complaints. These complaints range from tall grass to dilapidated structures to rubbish and garbage. This fiscal year, this division has performed 274 inspections in District 17. These inspections have resulted in 71 violation notices and 18 penalty citations being issued in an effort to bring the properties into compliance and improve neighborhoods throughout the district.
