Budget Committee Meeting

Legislation was passed in the Budget Committee yesterday raising fees on certain non-auto insurance premiums. Specifically, the fees would increase to 9.5% in FY20, 9.75% in FY21, and 10% thereafter. Wording in the proposal specifies that revenue generated from this increase would be used only to satisfy the pension obligation. It also urges the General Assembly to give Louisville additional (and maybe more palatable) taxing options and asks the Attorney General to investigate insurance redlining in our community. Even with the revenue generated by this proposal, the city would still need to find $15 million in cuts this coming fiscal year and an additional $25 million in cuts by FY23.

This legislation is not perfect. Nobody, including me, wants to pay more taxes. I understand that any increase has an impact on residents and do not take these decisions lightly. I wish we had a better option. However, without any revenue increase the city faces $35 million in cuts taking effect in July. These cuts would impact every area of service in our community including fewer police officers, closed libraries, less street paving and repair, reduced mowing, and on and on. In short, those cuts would impact the very things that make Louisville a great place to live and have made us one of the "Top Metros" in the region for economic development. Some have suggested we can fix this through reductions in management and "waste", but all the efficiencies in the world won't solve this problem. The pension obligation handed to us by Frankfort is simply too big. To learn more about the problem and how we got to this point, view the presentation at my February 26 Town Hall meeting at www.louisvilleky.gov/government/metro-council-district-17.

The final decision on this proposal will be made at the Metro Council meeting on Thursday. If you have any comments or suggestions before then, please don't hesitate to let me know. I am always glad to speak with you about this or any other issue.

They make decisions and recommendations on a broad range of topics including land planning, economic development, public health, and public safety. It is important to have people of various backgrounds serving on these boards and commissions. One way that diversity is reflected is through broad geographic representation. I hope you will consider adding your voice as a District 17 resident. Below is a list of some of the current vacancies.
