From Councilman Blackwell - Budget Discussion

Thank you to all the constituents that attended the recent public meetings I’ve hosted or have emailed and called my office about the Metro budget deficit. I appreciate you sharing your ideas for how we move forward and address this growing shortfall created mainly by state-mandated rising pension costs. Essentially, there are three ways we can deal with the $35 million deficit next year which will rise to $65 million by 2023: through the original proposed insurance premium tax increase, dramatic cuts to the city budget and therefore services, or a combination of both.

Some of my colleges have proposed their own plan to handle this difficult situation which includes raising revenue AND cuts. The revenue would come from increasing the insurance premium tax on home insurance, marine, life, etc. from 5% to 10% over the next four years, raising the insurance premium tax on vehicle insurance from 5% to 6.5% (health insurance would remain exempt from any increases) and implementing a car rental tax that is estimated to raise $1 million. For the coming Fiscal Year, this would raise $20 million in revenue and include $15 million in cuts to the Metro Budget. In future fiscal years as the pension obligation is scheduled to increase, cuts and efficiencies to the Metro budget will have to continue to be implemented. While this latest proposal is not finalized, I do believe it represents a compromise and a more balanced approach that more fairly distributes this burden. The Metro Council will continue to encourage the Kentucky General Assembly to allow us to implement a restaurant tax or a local sales tax increase in the future, but neither of those options will be available to us as we plan for the Fiscal Year 2020 budget. Over the next week, I will continue to meet and dialogue with my colleagues so that we can hopefully come to an agreement about an acceptable mix of revenues and expenditure reductions. Cuts at this level will still be painful and constituents will likely feel the impact, but I believe it is our responsibility on the Council to maintain the many vital services Metro provides as best we can while also not placing undue burden on hard-working constituents.

Rescheduled Mary M. Miller Riverboat Cruise - April 14th

The rescheduled Mary M. Miller riverboat cruise is coming up soon! The original date was cancelled and moved to Sunday, April 14th in order to give enough time for water levels to return to normal. 

There will be two cruise departure times, 1:00pm and 4:30pm. Boarding will begin 30 minutes prior to each of these scheduled times. Limited seating will be available the day of the cruises. You can reserve a seat by visiting Southwest Community Ministries and giving a $5 suggested minimum donation.

When: Sunday, April 14th 1:30pm &4:00pm

Where: Riverview Park, 8202 Greenwood Rd.

Registration Now Open for Brightside Community-Wide Cleanup on Saturday, April 13

We encourage all residents to take part in the spring 2019 Brightside & Passport Health Plan Spring Community-Wide Cleanup on Saturday, April 13th . The event is a great service opportunity for boy/girl scouts, sports teams, faith groups and community organizations. It could also be a corporate team bonding opportunity! 

Cleanups are an integral part of Brightside's mission and without the help of volunteer groups, and many other volunteers throughout the year, Brightside could not achieve their goals of a cleaner, greener Louisville.

Neighborhoods can hold their own cleanups at any point throughout the year and we can provide gloves and bags for each Neighborhood Cleanup. We will work with Solid Waste Management to have the collected litter bags picked up. Metro Animal Services' Pets of the Week: Lars and Pinky!

Lars is a fun-loving dog that loves to play, even if he doesn’t have a playmate! All he needs is a tennis ball to keep himself entertained. The 3-year-old German Shepherd mix is doing much better since entering the shelter, severely underweight  and without most of his hair because of seasonal allergies. So far, he’s gained nearly 15lbs and his coat has started to fill-in. Lars is easygoing, affectionate and independent. He also likes to be around children. An approved adopter can take him home for free, thanks to the Pay It Forward Program. You can meet Lars at Animal House Adoption Center (3516 Newburg Rd.) Tuesday-Sunday 12-6pm. Pinky is a senior shelter pet in need of a forever home.  The stunning 8-year-old Calico is very friendly and likes to look out windows. Pinky’s adoption fee is waived for an approved adopter, thanks to the Pay It Forward Free Adoptions Program.  Pinky weighs about 10 lbs. She’s spayed, microchipped and up-to-date on vaccinations. Kentucky Transportation Cabinet Road Alerts & Updates

Below is a list of projects overseen by the Kentucky Transportation Cabinet happening in Southwest Louisville.

US 31W (Dixie Highway) North: Lane closures and delays possible at Burnett Avenue (mile marker 18.3) due to installation of a micro-trench for conduit and fiber optic cables. Right lane will be closed daily from 8 a.m. until 5 p.m.   This process will take several weeks to complete as crews progress north to West Broadway.

US 31W (Dixie Highway): Lane closures and sidewalk closures in place between Blanton Lane and Crums Lane (mile markers 12.5 to 15.3) due to construction for access management and bus rapid transit lines. Roadway is reduced to two lanes northbound between Upper Hunters Trace and Heaton Road. Roadway is reduced to two lanes on southbound Dixie Highway between Blanton Lane and Upper Hunters Trace. Roadway is reduced to one lane southbound and two lanes northbound between Herbert Avenue and Crums Lane. In these areas where the lane closures are in place, the sidewalks are closed on the side where the roadwork is taking place. Pedestrians need to cross Dixie Highway at a signalized intersection and use the sidewalk on the other side of the road instead of walking through the construction work.

7411 Beahl Blvd - LG&E has been issued Permit Number 19RW1749 to closed a driving lane in order to replace overhead equipment. Permit is valid from February 15th to March 15th.

3316 Blanton Ln - LG&E has been issued Permit Number 19RW1467 to close a driving lane in order to install gas service. Permit is valid from February 5th to April 2nd.

3801 Blanton Ln. - LG&E has been issued Permit Number 19RW1938 to a driving and parking lane in order to remove steel gas service. Permit is valid from February 25th to March 25th.

1520 Dawn Dr. - LG&E has been issued Permit number 19RW1471 to close a driving lane in order to install gas service. Permit is valid from February 5th to April 2nd.

1614 Dawn Dr. - LWC has been issued Permit Number 19RW1656 to close a driving lane in order to do an emergency repair to a water main. Permit is valid from February 12th to March 16th.

1825 Lower Hunters Trace - LG&E has been issued Permit Number 19RW1940 to close a driving and parking lane in order to remove steel gas service. Permit is valid from February 25th to March 25th.

1836 Lower Hunters Trace - LG&E has been issued Permit Number 19RW1943 to close a driving and parking lane in order to remove steel gas service. Permit is valid from February 25th to March 25th.

2400 Lower Hunters Trace - LG&E has been issued Permit Number 19RW1942 to close a driving and parking lane in order to remove steel gas service. Permit is valid from February 25th to March 25th.

2906 Lower Hunters Trace -LG&E has been issued Permit Number 19RW1939 to close a driving and parking lane in order to remove steel gas service. Permit is valid from February 25th to March 25th.

5308 Nall Ave. -LG&E has been issued Permit Number 19RW2099 to close a driving and parking lane in order to install gas service. Permit is valid from March 1st to March 29th.

6308 Player Dr. - LG&E has been issued Permit Number 19RW1741 to close a driving lane and sidewalk in order to replace overhead equipment. Permit is valid from February 15th to March 15th.

2711 Triplett Ct. - LG&E has been issued Permit Number 19RW1941 to  close a driving and parking lane in order to remove steel gas service. Permit is valid from February 25th to March 25th.

1820 Upper Hunters Trace - LG&E has been issued Permit Number 19RW1478 to close a sidewalk and driving lane in order to install gas service. Permit is valid from February 5th to April 2nd.
