Passport Postpones Motion for Injunctive Relief in Franklin Circuit Court

Health plan drastically slashes expenses to offset Medicaid rate cuts and avert DOI takeover

Louisville, Ky. – Passport Health Plan has postponed a motion for injunctive relief filed last month in Franklin County Circuit Court after undertaking a series of severe cost-cutting measures to keep the plan afloat while it continues to look to the court for a long-term resolution. A hearing on the injunction motion that was scheduled for next Tuesday, March 5, has been cancelled. 

Passport leaders believe the painful cost-cutting measures will limit the extent to which the state Department of Insurance (DOI) exerts oversight or intervenes in the plan’s operations. If Passport’s cash reserves reach the minimum threshold, the DOI reserves the ability to assume control of the plan, at which point the DOI would either rehabilitate or liquidate the plan. Passport submitted its annual report and calculation of risk-based capital, which reflect the budget cuts, to the DOI on Friday, March 1.

The Medicaid rate changes resulted in a 4.1 percent decrease in reimbursement rates (a nearly $140 million annual budget shortfall for Passport) for a 16-county region that comprises Jefferson and surrounding counties, where Passport members account for approximately 65 percent of all Medicaid beneficiaries. Meanwhile, the reimbursement rates for the remainder of the state saw a 2.2 percent increase, making Passport the state’s only Medicaid Managed Care Organization to receive a composite rate reduction.

Passport’s administrative spending accounts for 9 percent of its total annual revenue – less than many competitors. In its continued efforts to protect the plan and its members, providers and employees, Passport leaders have now cut tens of millions of dollars from its budget for fiscal year 2019, which runs concurrent with the calendar year. The cuts include reduced payments to providers and business partners for health care and other contracted services, a restructured arrangement with Evolent and other reductions to administrative spending, such as leaving vacant positions unfilled. Additional steps also are being considered to shore up the plan’s finances.

“We had hoped to avoid these drastic and potentially devastating cost-cutting measures, but the state’s rate reduction followed by a lack of cooperation from the Cabinet and DMS, have left us no choice,” said Passport CEO Mark Carter. “While these steps have the potential to negatively impact our community and the care we coordinate for our members, we have a responsibility to do everything we can to keep Passport in business. We remain willing to compromise and be a good partner to the state, just as we’ve been throughout our 20-year history.”

The expense reductions remove the imminent threat to Passport’s existence but do not alleviate the need for rate relief.  As a result of these cuts, Passport has postponed its motion for injunctive relief. Passport’s complaint against the Kentucky Cabinet for Health and Family Services and request for immediate rate relief remains in place.

On Monday, March 4, 2019, the Louisville Metro Housing Authority (LMHA) will make the following documents available for public comment:

1)      The Housing Authority’s draft FY 2020 MTW Annual Plan;

2)      Proposed changes to the Public Housing Admissions & Continuing Occupancy Policy; and

3)      Proposed changes to the Housing Choice Voucher Program (Section 8) Administrative Plan

The three documents listed above will be available for public comment from March 4, 2019 through April 2, 2019.  Documents may be viewed starting March 4 on the LMHA website (www.lmha1.org); at the agency’s Central Office (420 South 8^th Street); and at the agency’s Section 8 Office (801 Vine St.). Copies can be sent via postal mail or email upon request. Written comments may be mailed to the attention of Dr. Heath Rico-Storey at the Housing Authority’s main office (420 South Eighth Street, Louisville, KY, 40203) or emailed to rico-storey@lmha1.org.

A meeting to discuss these proposals and to accept public comment will be held on March 21, 2019 at 6:00 PM at Avenue Plaza (400 South Eighth Street, Louisville, KY, 40203) in the Community Room on the 2^nd floor. 2019 South Points Scenic Area calendar and map unveiled at Jefferson Memorial Forest

SOUTHWEST DREAM TEAM UNVEILS THEIR FIFTH ANNUAL SOUTH POINTS SCENIC AREA MAP 

LOUISVILLE, Ky., (March 7, 2019) -- Mayor Fischer, the Southwest Dream Team and Metro Council members today were joined by local business owners and community members to unveil the fifth annual production of the South Points Scenic Area Map. This tourism initiative is celebrating five years of continued program growth, including a physical map, road signage program, and online presence.

This year, the South Points Scenic Area has expanded to s include the South Louisville Business Association and the Louisville Independent Business Alliance, which hosts the South Points Buy Local Fair at Iroquois Amphitheater each July. Other additions include Khalil’s on Dixie Highway, a local restaurant that has been recognized as a champion for local fundraising efforts, and the return of the South Points Farmers Market, hosted by the Food Literacy Project. The market, held at the Taylor Boulevard Save-A-Lot, brings healthy, farm-fresh produce to the region.

The Southwest Dream Team supports strategies to attract investments in quality of life infrastructure for south and southwest Louisville.   “There is a great deal of positive momentum in south and southwest Louisville. From the revitalization of Colonial Gardens, to the improvements on the Dixie Highway corridor, 2019 marks a year of significant growth and achievement in the region,” Mayor Greg Fischer said.

The Southwest Dream Team is expanding its programming to include a civic leadership program, to help residents and business owners alike to connect with local resources and become more engaged in their community. The team and city leaders encourage the greater Louisville community to consider exploring this region for the diverse array of natural and cultural attractions it offers.

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.
