He hosts the quarterly District 12 Dialogue forums as a way to make Metro Government more convenient and accessible for the constituents of District 12.

Councilman Blackwell will provide an update on Southwest projects. Representatives from LMPD, MSD, Code Enforcement, and a member of the New Dixie project will be in attendance to address specific concerns.

The rescheduled Mary M. Miller riverboat cruise is coming up soon!  Due to dangerous weather conditions, the original date was cancelled and moved to Sunday, April 14th in order to give enough time for water levels to return to normal. 

There will be two cruise departure times, 1:00pm and 4:30pm. Boarding will begin 30 minutes prior to each of these scheduled times. Limited seating will be available the day of the cruises. You can reserve a seat by visiting Southwest Community Ministries and giving a $5 suggested minimum donation.

Freya is ready to meet her forever family. The approximately 3-year-old Akita mix has a friendly, laidback personality and a beautiful brindle coat. Freya knows some commands and appears to be housetrained. She weighs about 45lbs, so her adoption fee is waived for an approved adopter. Sweet Layla is a shy kitten who spent her first few months of life roaming the Jeffersontown area. A good Samaritan brought her to the LMAS Shelter and she’s now ready for a forever home. Layla feels safe in quiet dark places, so it may take her some time to warm up to new people.  Layla is approximately 4 months old and she’s spayed, microchipped and current on vaccinations. Kentucky is making significant improvements to increase the security of the identity credential you rely on most through the Confident Kentucky initiative. Following a statewide rollout starting in March 2019 and ending in May, all driver’s licenses, permits and personal IDs will have new security features, arrive in the mail 5-10 business days after residents apply at their local Circuit Court Clerk’s office, will be moving to an eight-year lifespan and have new pricing. Once available in your county of residence, the next time you renew your current credential or if you are a first-time cardholder, you'll choose a credential in one of two new versions: standard or Voluntary Travel ID credential. Voluntary Travel ID versions have all the benefits of a standard credential plus they are federally accepted to board U.S. domestic flights and access restricted federal facilities once REAL ID enforcement begins nationwide on October 1, 2020. Documentation is required when applying for a Voluntary Travel ID, if you are a first-time cardholder or if you want a standard credential and your personal information has changed. Capital Telecom Holdings II LLC and Cellco Partnership applied to the Louisville Metro Planning Commission for approval to construct a new communications facility at Cady St. on real property located within Metro Louisville. The proposed facility will include a 175 foot tower, with a 5 foot lightning arrestor attached to the top for a total structure height of 180 feet, plus related ground facilities. 

You have the right to submit testimony to the Commission, either in writing or by appearance at any Commission meeting scheduled for review of the application. The annual program that helps prevent low income residents of Louisville from being disconnected from utility services begins Monday, Jan. 7, 2019.

LIHEAP, the Low Income Home Energy Assistance Program, is administered by Louisville Metro Office of Resilience and Community Services. The Crisis Component of LIHEAP will run from Jan. 7 - March 29, or until available funds have been expended, whichever comes first.

This year’s Crisis Program once again features expanded eligibility which allows residents receiving a current utility bill with a past due amount to apply, in addition to continuing to serve residents receiving a disconnect notice.

Residents wishing to apply must make an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week.

Applicants must be Jefferson County residents with a household income at or below 130 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $2,720.00).

Applicants must also meet one of the following eligibility requirements:

• Disconnect notice from utility service provider, or
• Current bill with a past due amount, or
• Eviction notice if utilities are included in the rent, or
• Bulk fuel is within four days of running out; or
• Pre-paid electric services is within ten days of running out.

Applicants must provide the following documents.

• Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, or other proof of $0 income). Note: Zero Income forms are available at the LIHEAP offices or at 701 W. Ormsby Ave., Suite 201 or by clicking here.
• Social Security card(s) or (official documentation with Social Security Numbers) or Permanent Residence card (Green Card) for each member of the household; and
•  Disconnect notice or a current bill with a past due amount; or
•  Eviction notice if heating expenses are included in the rent. If heat is included in rent, clients must also provide a copy of the lease in addition to the eviction notice; or
• Statement from utility company that shows 10 days or less of service if participating in pre-paid electric service.

Individuals who are unable to apply for this program in person may send an authorized representative on their behalf with a signed, written, note including the applicant’s name, address, phone number, Social Security Number, and the name of the designated representative. The authorized representative must provide a picture ID to verify they are the person designated in the note. Residents who are homebound and who are unable to send a representative may call 502/780-7937.

TARC introduced a new fare system this week, making riding public transit in the region easier than ever.

Riders tap their MyTARC cards onto the fare box on board each bus. The proper fare will be deducted automatically, and the card balance will be displayed on a fare box screen.

Riders can also view transactions, ridership history and add value or purchase passes after registering their card at mytarc.ridetarc.org

Louisville Metro Government announced the process to apply for the External Agency Fund for FY20 (July 1, 2019 - June 30, 2020). These grants funded through the city’s general fund are awarded to non-governmental, or "external” agencies, that contribute to the city's cultural, social and economic vitality.

A summary of the application process is as follows with more details listed below:

• Applications are now posted online for review at https://louisvilleky.gov/government/external-agency-fund.
• All applicants are required to attend a mandatory application orientation on Thurs., Jan. 10.
• Applications may be submitted following the mandatory application orientation up until Fri, Feb. 8 at 5 p.m.

All agencies wishing to submit an application are required to have at least one representative participate in a mandatory application orientation. The orientation will be held on Thurs., Jan. 10 with two session options: one from 9:30 - 11:30 a.m. and one from 1:30 - 3:30 p.m. Both sessions will take place at the South Central Regional Library located at 7300 Jefferson Blvd. It is only necessary for a representative to attend one of the sessions and no RSVP is required.

The orientation will provide information about the deadlines, how to access the application and general information about how to write a competitive application. Individuals who are not able to attend the mandatory orientation in person may view a recording of the session on the External Agency Fund (EAF) website at https://louisvilleky.gov/government/external-agency-fund by close of business on Mon., Jan. 14.

The competitive grants are available for Social Services programs, administered by the Louisville Metro Office of Resilience and Community Services (RCS), and for Arts and Creative Industries programs, administered by Louisville Forward. The External Agency Funds are awarded annually to non-profit organizations offering programs or services in Louisville/Jefferson County that align with the Mayor's and departments' strategic goals.

Applications will be reviewed by two External Agency Fund panels, which include Metro Council members and community members, and those recommendations will be included in Mayor Fischer’s Recommended FY20 Metro budget.

For the Social Services funding program, qualified non-profits committed to providing services that achieve meaningful outcomes for Louisville citizens in the following key areas are encouraged to apply:

• Decreasing homelessness
• Increasing household financial stability
• Increasing youth, teen, and/or young adult engagement in quality programming; or
• Increasing access to services and resources for a targeted population.

For the Arts and Creative Industries funding program, qualified non-profits committed to providing programs that achieve meaningful outcomes for Louisville citizens in the following focus areas are encouraged to apply:

• Arts experiences for everyone
• Creative workforce
• Creative community spaces and neighborhoods

Focus areas for the Arts and Creative Industries funding program are based on the goals of Mayor Fischer’s Strategic Plan.

Louisville Metro Government employs a competitive granting strategy and strives to award funding to agencies that demonstrate measurable positive impact in the community and are good stewards of taxpayer dollars. Successful grantees will be required to report on their success in meeting goals, outcomes and how the tax payer dollars are spent.

The deadline to submit an application is Fri., Feb. 8, 2019 by 5 p.m.
