Neighbors,

Happy New Year! As we enter 2019, I am honored and excited to serve as your representative on the Metro Council and wanted to share some of my priorities for the coming year. For District 17, my top priorities include:

  • Addressing development, traffic, and traffic flow along Westport Road (including exploring options that enable better access for the communities between Hurstbourne Parkway and Freys Hill Road)
  • Working with CSX and Ford to address the issue of intersections being blocked for extended periods of time
  • Working with MSD and other agencies to resolve billing issues experienced by residents whose wastewater is treated in Oldham County
  • Improving the visibility and communication from the district office through regular town halls and other forums
  • Developing a comprehensive plan to balance further development with road capacity constraints with particular focus on the Gene Snyder/LaGrange Road/Factory Lane corridor
  • Developing a transparent process for requesting, prioritizing, and approving Neighborhood Development Fund allocations
  • Working with representatives in Frankfort to ensure Gene Snyder expansion plans continue to include sound barriers and improvements to the I-64 and I-71 interchanges

For the city at large, I will focus on:

  • Working with the administration, school board, and community groups to enhance workforce development
  • Addressing the issue of panhandling
  • Identifying areas of savings to help address the strain of the pension liability on our fiscal budget
  • Developing lower-cost solutions that address the chronic overcrowding at the jail
  • Addressing the long-term infrastructure needs of MSD

I look forward to sharing more on these issues as the year progresses and meeting as many of you as possible through neighborhood meetings, town halls, or just out and about around town. Please feel free to contact my office or meet me at an upcoming event to discuss these or any other issues.

Councilman Winkler has been appointed to the following committees for 2019:

  • Planning, Zoning, and Annexation
  • Economic Development, Labor, and Contracts
  • Budget

Metro Council Offices Closed

The offices of the Louisville Metro Council and the Metro Council Clerk will be closed on Monday, January 21 in observance of Martin Luther King, Jr. Day. Offices will reopen on Tuesday, January 22.


Garden Grant

The Slow Food Bluegrass School Garden Grant supports a school garden project based in Louisville, KY with $5,000 distributed over the course of three years: $2,500 in year one, $1,500 in year two, and $1,000 in the final year. To be eligible, applicants must be a 501 (c) (3) nonprofit organization or a nonprofit (public or private) K-12 school developing a student garden project focused on connecting and engaging children with fresh fruits and vegetables. Priority is given to both limited-resource communities and to projects clearly demonstrating strong buy-in from stakeholders. If interested, email your application to info@slowfoodbluegrass.org. Applications are due by March 10.
