New HUD Vouvhers

Wellspring is pleased to partner with Louisville Metro Housing Authority (LMHA) in the rollout of newly available federal funds through the HUD 811 Mainstream Housing Choice Voucher Program.  The vouchers provide new subsidies for Affordable Housing to people at-risk of homelessness or institutionalization   The U.S. Department of Housing and Urban Development (HUD) awarded $98.5M to 285 local housing authorities, and Louisville is one of the recipient locations and started with 89 vouchers.

     The Program provides funding to housing agencies to assist non-elderly people with disabilities who are:

  • transitioning out of institutional or other separated settings;
  • at serious risk of institutionalization;
  • homeless; or
  • at-risk of becoming homeless.

     Wellspring is a Louisville non-profit (501 (c) 3) that promotes mental health recovery and supports individuals in building healthy and hopeful lives through housing and psychiatric rehabilitative services. 

    Wellspring will provide case management and peer support as needed to eligible participants.  Wellspring also offers Crisis Stabilization Programs, extensive Supportive Housing, an Affordable Housing Program with 120 units of deeply subsidized rental housing and a Supportive Employment Program that helps clients find meaningful employment. These programs support clients along their individual paths to recovery. Wellspring facilitates community integration by reducing stigma and strengthening personal and neighborhood connections.

Light Up Louisville

Light Up Louisville, always held the Friday after Thanksgiving, begins at 4 p.m., with children and families invited to take part in Santa’s Workshop, located this year in decorated chalets on Fifth and Jefferson streets. There, children can decorate cookies, write letters to Santa and send holiday cards to our troops.

There will be a vendor village at Sixth and Jefferson streets, with holiday crafts, treats and gifts for sale. And the Louisville Visitor Center on Fourth and Jefferson will be open during Light Up Louisville, offering giveaways, treats and activities. There will not be an outdoor ice rink this year, but Light Up has added a 15-passenger train that children can ride around the block from Fifth and Jefferson to Market at no cost.

The main Light Up Louisville stage on the west lawn of Metro Hall will feature live entertainment beginning at 4 p.m. 

The Lots of Lights Parade starts at Fourth and Liberty streets and turns onto Jefferson Street and disperses at Seventh and Jefferson streets. The parade will end with the arrival of a special guest from the North Pole, Santa Claus. 

Around 8 p.m., Mayor Fischer and Santa will gather on stage to illuminate the city Christmas tree located in Jefferson Square.

Following the Light Up moment, from 8:30 to 10:30 p.m., children and families are invited to get a free picture with Santa Claus inside Santa’s House on Fifth and Jefferson streets.

The holidays are a perfect time to spread a little more compassion. Mayor Fischer asks residents to get involved in this year’s community-wide Toys for Tots drive a week after Light Up, on Friday, November 30. From 7 a.m. to 7 p.m. that day, a special drive-thru lane will be set up in front of Metro Hall for an easy drop-off. Marines will be on site to assist.

Thanksgiving alters waste collection schedule

There will be no residential garbage, recycling or yard waste collection within the Louisville Metro Urban Services District (former Louisville city limits) on Thanksgiving Day, Thursday November 22, 2018.

Residents who normally have garbage/yard waste/recycling collection on Thursday will have service instead on Friday, Nov. 23. The regular Friday collection will be delayed until Saturday, Nov. 24.

Staffed recycling centers, the Metro Waste Reduction Center, and the Haz Bin hazardous waste facility will be closed Thursday, November 22 and Friday, November 23. Leaf drop-off will also not be available those days. All four services will resume on Saturday.

Residents outside the Urban Services District who rely on private haulers for garbage, recycling and yard waste collection should consult those haulers about holiday collection schedule


Free Leaf Drop-Off

Louisville Metro residents not mulching autumn leaves into their lawns or using curbside collection will have the option to dispose of them at one of three drop-off sites beginning November 6.
Metro Public Works is offering a free leaf drop-off service November 6 through December 1. Drop-off will not be available on November 22 and 23 in observance of the Thanksgiving holiday. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents. Locations and times are listed below.

Notice of Action on a Title V Operating Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue an operating permit for Reynolds Consumer Products LLC (commercial aluminum foil production), 2827 Hale Avenue, in accordance with Regulation 2.16. This is a standard permit renewal. The 30-day public comment period starts November 8, 2018, and ends on December 8, 2018.  A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Ormsby Avenue, Suite 303, Louisville, between 8:00 a.m. and 5:00 p.m., Monday through Friday, by calling Matt King at (502) 574-6000, emailing airpermits@louisvilleky.gov, or at the following website: http://www.louisvilleky.gov/APCD/docket.  Copies of the application are available upon request. Written comments will be accepted at airpermits@louisvilleky.gov until midnight or at the District office until 5:00 p.m. on December 8, 2018.

EPA has agreed to treat this draft Title V permit as a proposed Title V permit and to perform its 45-day review provided by the law and regulations concurrently with the public notice period. Although EPA’s 45-day review period will be performed concurrently with the public comment period, the deadline for submitting a citizen petition to object to the EPA Administrator will be determined as if EPA’s 45-day review period is performed after the public comment period has ended (i.e., sequentially).

Subsidy LIHEAP Registration

The LIHEAP Program that helps low income residents of Jefferson County with their utility bills begins on Nov. 5, 2018.

LIHEAP, the Low Income Home Energy Assistance Program, is a federally funded, income-based program that provides financial help to low-income households in meeting the costs of heating their home. The LIHEAP Subsidy Component is a one-time assistance benefit, which is paid directly to the heating vendor. The LIHEAP Subsidy Component begins Monday, Nov. 5 and will operate through Dec. 14, 2018, or until funding is depleted, whichever comes first.

Residents wishing to apply must schedule an appointment utilizing the automated appointment system. The appointment system is currently open and is available twenty-four hours a day, seven days a week. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com.

Applicants must be Louisville Metro/Jefferson County residents with a household income at or below 130 percent of the federal poverty guidelines. For the Subsidy Component of LIHEAP, residents can apply regardless of the status of their utility bills. Applicants must also provide the following documentation.

  • Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, etc. or proof of $0 income. Note: Zero Income forms are available at the Office of Resilience and Community Services office at 701 W. Ormsby Ave., Suite 201 or by clicking here.
  • Proof of Social Security number for each member of the household.
  • Most current heating bill; or statement from your landlord if heating expenses are included in your rent; or statement from your utility company if you participate in a pre-pay electric program. Please bring the account number and name on the account for main heating fuel sources and electric.

LIHEAP applications will be completed at the time of the appointment at one of the six locations listed below.

Catholic Enrichment Center Events

Enhanced After School Tutoring Program & Cultural Institute

Our students are coming home these days with more questions, fewer books and the achievement gap continues to increase. The Office of Multicultural Ministry’s Catholic Enrichment Center is offering homework assistance and basic academic review for students in grades K-12 to assist in bridging that gap. Students will be exposed to alternative learning exercises provided by experienced educators. Tutoring will take place on Monday, Tuesday and Thursday from 5:00 a.m. – 6:00 p.m. The Cultural Institute will be offered again this year starting October 15, 2018. Sewing will be offered on Monday, Dance on Tuesday and Arts and Crafts on Thursday. The daily tutoring sessions are by appointment only and must be scheduled in advance. Computer Coding Game Development

The Catholic Enrichment Center (CEC) of the Archdiocese of Louisville’s Office of Multicultural Ministry will offer a workshop on computer coding. Coding is what makes it possible for us to create computer software, apps and websites. Computer programming is the process of writing instructions that get executed by computers. The instructions, also known as code, are written in a programming language which the computer can understand and use to perform a task or solve a problem. These sessions will give youth the basic skills for positive computer interaction. Students will be guided through coding actions which will provide them with the start of a personalized computer game. This workshop is for youth in grades 5-6 and will take place on Monday and Tuesday from 6:45 p.m. – 7:45 p.m. starting Monday, October 22, 2018. There are only 5 spaces available and it is free. 33rd Annual African American Catholic Day of Reflection & the 32nd Annual African American Catholic History Celebration

The Archdiocese of Louisville’s Office of Multicultural Ministry and its African American Catholic Ministry will host its 33rd Annual African American Catholic Day of Reflection (originally scheduled on Saturday, September 29, 2018) on Saturday, November 3, 2018, from 9:00 a.m. – 3:00 p.m. at the Catholic Enrichment Center, 3146 West Broadway, Louisville, KY 40211. This will be in conjunction with the 32nd Annual African American Catholic History Celebration. It will be celebrated at the beginning and end of the day. The theme is “From Maintenance to Mission”. Some of the workshop presenters for the Day of Reflection include Rev. Maurice Emelu – Keynote Speaker, Dr. Veronica Morgan-Lee, Deacon Royce Winters, Ms. Pam Harris, Deacon James Turner, Mr. Tristan Evans, Mrs. M. Annette Mandley-Turner, Ms. Charmein Weathers, Ms. Janice Mulligan and more. This event is an implementation of the National Black Catholic Pastoral Plan and the archdiocesan Strategic Plan. Registration for adults is $30.00 and for youth (grades 1-12) is $15.00. Lunch is included. Registration after October 22, 2018 for adults will be $40.00 and youth $20.00. The Office of Multicultural Ministry’s Catholic Enrichment Center will offer ACT/SAT Prep Sessions on Saturdays from 9:00 a.m. – 11:00 a.m., October 20, 2018 – June 1, 2019. Thea Bowman Institute

The Office of Multicultural Ministry’s Thea Bowman Institute will take place on Saturday, November 10, 2018, 9:00 a.m. - 3:00 p.m. at the Catholic Enrichment Center, 3146 West Broadway, Louisville, KY 40211. The session topic is Biblical Justice – Lessons from Ferguson, presented by Ms. Lynn Squires. The cost of the session is $25.00 per person which includes materials and lunch. The Thea Bowman Program offers a certificate in African American Ministry Studies. 8th Annual Heroes of Hope Awards Celebration

The Office of Multicultural Ministry’s Catholic Enrichment Center located at 3146 West Broadway, Louisville, KY 40211 will host its annual Heroes of Hope Awards Celebration on Tuesday, November 13, 2018 at 6:00 p.m. This event honors our everyday community leaders. These individuals, agencies, and businesses contribute to and support youth development, family and individual empowerment, the Archdiocese of Louisville’s Office of Multicultural Ministry and its Catholic Enrichment Center. The 2018 recipients are: Cheri Bryant Hamilton, District 5 Councilwoman; Lillian Coleman, St. Martin de Porres Catholic Church; Lee Ewing, St. Augustine Catholic Church; Marvina Lewis, Immaculate Heart of Mary Catholic Church; Anita Miles, Christ the King Catholic Church; Fr. Conrad Sutter, OFM; and Norton Faith & Health Ministries. This major fundraising event also serves to help support the holistic programs and services that the CEC offers the community.
