Participatory Budgeting Volunteer Orientation Oct 2nd

Center for Health Equity is piloting a Participatory Budgeting project and we are looking for volunteers to help us

1. better understand the needs and priorities of local residents and
2. work with residents to vote on how their tax dollars will be spent

We're recruiting volunteers who can assist with: 

Outreach --  

• Providing information about the participatory budgeting process (via canvassing, word of mouth, sharing fliers and social media)
• Help recruit volunteers who can assist with outreach
• Time commitment (variable)

 Idea Collection -- We need to get volunteers involved in collecting ideas at pop up and idea collection events (minimum 2 per district)

• Let people know about the idea collection process
• Assisting with Idea collection events
• Help recruit volunteers who can assist with the idea collection process
• Learn best practices for equitable & accessible community engagement when working with diverse communities in Louisville
• Time commitment (variable; 1-2 hours per event)

 Proposal Development – The biggest need for this work group is to recruit budget delegates:

• Let people know about the proposal development process
• Help recruit volunteers who can assist with the evaluation of whether the ideas are eligible to be voted on
• Learn how Metro funds projects by working with city staff to determine the feasibility of community submitted ideas
• Invite volunteers to the Budget Delegate training on Oct 25th
• Time commitment (2-5 hours per week)

ADDICTION 101-FAMILY FOCUSED

Free Services Offered to Local Homeless Population Oct. 3

Louisville’s homeless population will have an opportunity to access services, information and assistance in a one-stop environment at the 2018 Project Homeless Connect/VA Stand Down, on Wed., Oct. 3. Resources available at the event will include food, clothing, medical evaluations, help with employment, education and benefit services, State ID’s, and many other forms of assistance. 

The event takes place from 8:30 a.m. to 2 p.m. (entry doors will close at 1 p.m.) at The Salvation Army (Old Male High School) campus located at 911 S. Brook St. in Louisville. Several TARC buses will provide access throughout the day from emergency shelters to the event site at no cost courtesy of TARC. The event is coordinated by the Robley Rex Veterans Affairs Medical Center (VAMC), Louisville Metro Office of Resilience and Community Services, Coalition for the Homeless and other community partners including The Salvation Army. 

The Project Homeless Connect/VA Stand Down (PHC/Stand Down) is an annual one-day community outreach project where representatives from community service organizations come together to address the collective needs of the homeless during a single visit. This event is made possible by the work of hundreds of volunteers and resources from the Robley Rex VAMC, Kentucky Department of Veterans Affairs, Louisville Metro Government, Coalition for the Homeless, and Louisville Metro Council. 

The latest numbers from the 2017 Homeless Census indicate 6217 individuals were homeless at some point in Louisville last year -- either on the streets, in homeless shelters or accessing services through Louisville’s homeless service providers. A variety of factors can lead to homelessness and often these individuals may be victims of domestic violence, disabled, veterans or senior citizens. 

At last year’s event approximately 400 persons participated receiving a variety of individual services including State of KY ID cards, flu shots and other medical exams and services, housing linkages, mainstream benefit access (SSI/SSDI), clothing, food and general case management services. The “Stand Down” event, named for the military concept of renewal, personal care, etc., is replicated from a national service delivery model that has proven to be crucial in eliminating barriers to housing, employment, education and the myriad of other factors that contribute to long-term homelessness. 

“This is a vital event for our community because it allows our service providers to connect much-needed resources to our homeless residents", stated Gena Redmon Harris, director of the city’s Office of Resilience and Community Services.  “It also allows us a great opportunity to measure the needs of our homeless population so that we can come together to be more responsive”.  

Offered again this year will be a foot-washing service provided by community volunteers and the Coalition for the Homeless. Many individuals experiencing homelessness have issues with their feet due to diabetes, frostbite and other exposure issues. Every participant at Project Homeless Connect/Stand Down will be invited to soak their feet and have them examined by medical volunteers.

“Big Switch” Completed for New Dixie Highway

Work on the New Dixie Highway Project has “switched sides” – as crews moved from the northbound to southbound side of the highway (or vice versa) for utility, sidewalk, curb and gutter work. This marks a significant milestone for the $35 million project, which remains on schedule.

In the picture above, you can see new sidewalks and curbs on the right, with new construction being started on the left.

When the project started crews were working on the southbound side between Upper Hunters Trace and Heaton Road, while working on the northbound side between Blanton Lane and Greenwood Road. Those crews have now switched sides in both areas.

Traffic Signal Adjustment: In response to changing construction areas and traffic demands, Louisville Metro made some adjustments to traffic signal timing at Heaton, Gagel, and Rockford earlier this month, mostly for the afternoon drive time. Additional minor adjustments may be made for evening hours, which would accommodate traffic travelling south from I-264.  Louisville Metro continues to monitor traffic patterns to determine if more signal adjustments may be needed in other parts of Dixie Highway. 

Since construction began on the New Dixie Highway project, crews have built:

• More than 10,000 linear feet of curb and gutter
• 8,000 linear feet of sidewalk. 

As is evident in the above photo, the final surfacing is not yet in place for Dixie Highway. That will be one of the last steps of the process – after sidewalks, curbing, and medians are in place.

The New Dixie Highway Project is designed to improve safety and traffic efficiency along one of the city’s busiest corridors, and will include new fiber-linked traffic signals, new concrete and landscaped medians, and a bus rapid transit line from TARC.

Facts and Figures

• The New Dixie Highway Project is the first major construction project from Mayor Fischer’s “Move Louisville” initiative. 
• Dixie Highway carries nearly 60,000 vehicles per day near its busiest intersections, which is a higher traffic count than many interstate stretches. 
• Dixie Highway has suffered a fatality rate three times higher than comparable Kentucky roadways. That’s why safety is a key component of this project.
• Fueled by a nearly $17 million federal TIGER grant, the New Dixie Highway Project will include new fiber-linked traffic signals, new concrete and landscaped medians, clearly marked crosswalks, and a first-in-the-city bus rapid transit line from TARC to run between downtown and the Gene Snyder Freeway.

The Booker Autism Foundation of Learning, Inc. (BAFOL) is pleased to announce its partnership with the Louisville Memorial Auditorium in producing SpotLIGHT 4 AUTISM Concert on October 27, 2018 from 6pm-10pm.

The SpotLIGHT 4 AUTISM Concert brings together Reggae, R & B, Hip Hop, Jazz music and Autism Advocacy for a fun, celebrity-filled night of uplifting fellowship!

Headlined by International Hip Hop Sensation Jethro Sheeran, the SpotLIGHT 4 AUTISM Concert event will feature many of the diversified and international acclaimed fellow artists and colleagues. Joining the lineup are Reggae Master HrH Prince AdeBayo Oyediran, R & B artist DeAndre Perryman, and confirmed invited VIP celebrity appearance by legendary musical artist and honorary guests.

The evening will be hosted by Miss Juliana Valencia of WHAS 11 and Co-hosted by Ms. Mary Louise Chandler (recognized as Award winning Presenter, Public Speaker & Coach, Entrepreneur, Brand Creator, CEO Star People Management), as they highlight the innovative work of Booker Autism Foundation of Learning, Inc. (BAFOL).

BAFOL is striving to create a world filled with Visual Art, Technology, and Holistic & Alternative Nutritional Instructional Learning Video content and classes (done by those on the Spectrum of Autism), for low income families that helps kids on the Autism Spectrum develop speech, language, and self-help skills. Social, communication and language development difficulties are a primary challenge for individuals on the Autism Spectrum.

Funds raised at the concert will support Booker Autism Foundation of Learning, Inc.’s FREE year-round PC Lab & Library Program (in partnership with the Chestnut Street YMCA), at the YMCA to assist families that have children living day-to-day with Autism improve their quality of life. Crime Mapping

First Division

Major Eric Johnson Johnson began his career in 1999 with the Louisville Division of Police (LPD). Prior to merger, he served as a patrol officer and a flex detective in the former Third and Fifth Districts. After merger, Johnson served in the Fourth Division and Metro Narcotics. In August 2005, Johnson was promoted to Sergeant and served in the First Division as a patrol and Division Detective supervisor.  In April 2013, Johnson was promoted to Lieutenant and assigned to the late-watch platoon in the Second Division.  In October 2013, Johnson became the Strategic Planning Lieutenant, where he oversaw the department's strategic plan, the Mayor’s LouieStat program, the department’s response to the President's Report on 21st Century Policing and a series of performance improvement initiatives.   After being promoted to the rank of major, Johnson commanded the Administrative Services Division. Major Johnson is a graduate of Southern High School and holds a Bachelor’s Degree in Criminal Justice from the University of Louisville (U of L). He has received certifications in LEAN and Six Sigma. He also earned certification as a Balanced Scorecard Professional in advanced strategic planning.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.
