Eastern Parkway Project Update

Phase 2b of the Eastern Parkway project to rehabilitate the 48-inch transmission main is well underway.  To date, the work has primarily been on the University of Louisville Campus and has not had a major impact on public roadways.  Beginning  this week crews are starting the installation of a new water main on S. Third Street between Eastern Parkway and Winkler.  This work will require us to have up to two lanes closed on Third Street at the railroad underpass.  At all times, there will be at least one southbound and one northbound lane open.  We expect this work to last approximately 3 weeks.

In addition to the Third Street Work starting next week we will be closing Brook Street below the Eastern Parkway overpass.  The detour route is University Blvd. to S. Floyd St, to Central Ave. to S. Third Street.  Attached is the detour map.  We expect this work to be conducted between September 24 and October 5.  We appreciate your understanding as we work to complete this important project.

Update: Construction Activities for Passport Health and Well-Being Campus

Construction activities for the Passport Health and Well-Being campus at 18th & Broadway is quickly progressing. Beginning on September 17, 2018, Dr. W.J. Hodge Street (21st Street), between Maple Street and Anderson Street, will be temporarily closed for 30 days. Full access and use to this section of Dr. W.J. Hodge St will reopen on October 18, 2018. This temporary street closure will facilitate the installation of underground sewers required for adequate drainage from the Passport Health and Well-Being campus. Broadway access to businesses adjacent to the project will remain open during this time.

Passport and the entire construction team appreciate the cooperation and patience of property owners, residents, and pedestrians during this important project development. Additional updates will be provided as the campus development progresses. Sherman Minton Renewal Announcement Details

– Work is beginning on development of the Sherman Minton Renewal, an extensive bi-state rehabilitation project to significantly extend the service life of the 56-year-old bridge that connects New Albany, IN and Louisville, KY.

“The first interstate bridge connecting Louisville and Southern Indiana is showing its age,” said Ron Heustis, Indiana Department of Transportation project manager. “The bridge opened to traffic in August 1962. While safe for travel, the bridge is deteriorating and long-term repairs are needed to extend the life of the bridge.”

There are five bridge structures associated with the Sherman Minton crossing. The project includes replacement or refurbishment of all bridge decks, rehabilitation or replacement of structural steel elements and hanger cables, new lighting, drainage repairs and painting of steel components. The long-term repairs, along with normal preventive maintenance, will add up to 30-years of service life to the bridge.

“Without these needed repairs, there will be increasing maintenance needs, costs and potential disruptions in travel,” said Jessica Goodwin, Kentucky Transportation Cabinet project manager. “About 90,000 vehicles rely on the bridge daily and KYTC and INDOT are committed to delivering a safe and cost-effective project while working to minimize disruption to drivers.”

The project extends from I-265 in Indiana to I-264 in Kentucky and includes the rehabilitation or refurbishment of three additional bridges on I-64 within the 3-mile corridor. By including this needed work in the Sherman Minton Renewal, a coordinated approach will help reduce impacts to the public.

INDOT recently initiated the environmental study, as required by the National Environmental Policy Act (NEPA). The study is required for all federally-funded projects. It will include a full analysis of the social, economic and environmental impacts of the project, and consideration of ways to avoid, minimize or mitigate those impacts.

Indiana and Kentucky are implementing a public involvement plan as part of the environmental study. In addition, the study will include coordination with local, state and federal agencies, such as the Federal Highway Administration (FHWA), US Army Corps of Engineers and the US Coast Guard.

The Project Team is charged with identifying the best approach to construction. Multiple options will be explored, including partial closures (lane restrictions) and full closure of the bridge.

Partial closures would maintain traffic, but would create traffic delays, extend the project timeline and increase costs. A full closure of the bridge would provide full access for construction and reduce the timeline and costs, but would force 90,000 vehicles onto another route.

A recommendation on the construction approach is expected fall 2019. After approval of the environmental study by the FHWA, INDOT will procure a design-build contractor to perform the rehabilitation and painting of the bridge.

This is a design-build best value project, which means price is not the only criteria that will determine which team is selected. The project delivery method invites innovative traffic management and constructability solutions that will help reduce construction time and impacts to the public.

Construction is expected to begin in early 2021 and take two to three years to complete, depending on the final scope of the work and the approach to construction and closures.

Project Costs

The $90+ million project is fully funded through federal and state highway funds. There are no plans to toll the Sherman Minton Bridge.

Indiana and Kentucky will share in the cost of the work on the main spans of the Sherman Minton Bridge. INDOT will fund the cost of work on the Indiana approach bridges and some nearby improvements. KYTC will fund the cost of work on the Kentucky approach bridge.

Open Houses

Public involvement will be a key part of the environmental study. Two open houses are planned in early October to share information about the Sherman Minton Renewal, and begin to gather public feedback. Both will feature an interactive format, with multiple stations and a short presentation at 6 p.m. Additional public meetings will be scheduled and held as work progresses on the environmental study.

Healthy Hoops Kentucky

Louisville, Ky. (September 17, 2017) – Healthy Hoops Kentucky is an event where asthmatic children and their families can learn more about having asthma and other asthma-related conditions, in addition to learning some great ways to get exercise and stay healthy with Louisville basketball legend Darrell Griffith!

Healthy Hoops Kentucky, presented by Passport Health Plan, is FREE for all asthmatic children ages 7 to 14 and their families. The event runs from 10 a.m. to 2 p.m. on Saturday, September 22, and will be held at Central High School, 1130 West Chestnut Street. Families can register by going online to healthyhoopsky.com or by calling (502) 585-8429.

Event features include:

 In the morning, children and their families will receive a comprehensive clinical screening to evaluate their asthma, a free consultation with an asthma health professional, and nutrition counseling. They will also learn how to lead active lives while managing their breathing, how to use medications appropriately, how to monitor exercise, and how to keep asthma under control. Each family will leave the screening with an “Asthma Action Plan” and tools to keep their asthma under control.

 Then, after a free lunch, the children will head to the basketball court, where on-court legend Darrell Griffith will lead a team of celebrity basketball coaches in a series of workshops designed to teach the children how they can play the game even if they have breathing issues.

“I’m so excited to be involved in the Healthy Hoops Kentucky event to help these kids and their families,” said Griffith. “The work that we do to help these young people manage their asthma and learn how they can stay physically active has changed their lives.”

Healthy Hoops Kentucky is sponsored by Passport Health Plan, the University of Louisville, the AmeriHealth Caritas Partnership, the American Lung Association, and other local organizations. Sidewalk trees, citizen responsibility Maintenance of public trees alongside private property Louisville is the responsibility of the abutting property owners under the Louisville Metro Code of Ordinances. A 2017 update to LMCO Chapter 102 requires a permit from the Division of Community Forestry within the Office of Sustainability/Develop Louisville before pruning, removing, or replacing these public trees. There is no charge for the permits, but the proposed activities must conform to policies established by the Division. The removal of a Public Tree must also include a replacement. Permits are not required for routine watering, mulching or the pruning of limbs (based on Division standards) narrower than four inches in diameter and less than seven feet above the ground that are obstructing pedestrian traffic. Flash flood safety The speed and duration of flooding can vary significantly. Flooding can occur slowly as rain continues to fall for many days. This type of flooding, sometimes called a slow-onset flood, can take a week to develop and can last for months before floodwaters recede. More danger is presented by rapid-onset floods that occur more quickly, typically developing within hours or days. Some rapid-onset floods known as flash floods occur very quickly with little or no warning, such as during periods of extremely heavy rain or when water volume is beyond system capacity. In urban areas, flash floods can fill underpasses, viaducts, parking structures, low roads, and basements. This poses particular dangers for travelers. Motorists should take the following precautions: Be aware of the likelihood of flooding in low lying areas and proceed slowly to allow time to react if a road is covered by water. If floodwater is blocking your route but you can turn around safely, turn around and go to a building on high ground. If your vehicle is trapped in rapidly moving water, stay in the vehicle. If water is rising inside the vehicle, seek refuge on the roof. Crime Mapping

First Division

Major Eric Johnson Johnson began his career in 1999 with the Louisville Division of Police (LPD). Prior to merger, he served as a patrol officer and a flex detective in the former Third and Fifth Districts. After merger, Johnson served in the Fourth Division and Metro Narcotics. In August 2005, Johnson was promoted to Sergeant and served in the First Division as a patrol and Division Detective supervisor.  In April 2013, Johnson was promoted to Lieutenant and assigned to the late-watch platoon in the Second Division.  In October 2013, Johnson became the Strategic Planning Lieutenant, where he oversaw the department's strategic plan, the Mayor’s LouieStat program, the department’s response to the President's Report on 21st Century Policing and a series of performance improvement initiatives.   After being promoted to the rank of major, Johnson commanded the Administrative Services Division. Major Johnson is a graduate of Southern High School and holds a Bachelor’s Degree in Criminal Justice from the University of Louisville (U of L). He has received certifications in LEAN and Six Sigma. He also earned certification as a Balanced Scorecard Professional in advanced strategic planning.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.
